Brazil shows progress in local development, but deep gaps remain
Survey reveals rising inequality between cities with top scores and those still lagging decades behind

For the first time, more than half of Brazil’s municipalities have reached moderate or high levels of development, according to the FIRJAN Municipal Development Index (IFDM), published annually by the Federation of Industries of Rio de Janeiro State since 2008. Still, 47.3% of Brazilian cities remain in a critical or low state of development.
The share of municipalities rated as having moderate or high development rose to 52.7% in 2023 from 46.4% in 2022. In that year, 48.1% fell into the moderate category and 4.6% into the high category. This marks a significant jump from 2013, when just 22.6% of cities were in these categories.
Between 2013 and 2023, the number of municipalities with moderate or high development more than doubled, rising from 1,245 to 2,925.
Nonetheless, Brazil remains a country of stark contrasts: as of 2023, 4.5% of municipalities were classified as having critical development, and 42.8% as low. A decade earlier, those figures stood at 36% and 41.4%, respectively. The number of cities in this lower tier fell to 2,625 in 2023 from 4,254 in 2013, home to a combined population of 57 million Brazilians.

The Beginnings...
     It is seriously funny to look at my pictures that I had taken when I was almost 14. Organized outfits on Sundays, posing my friends, and mediocre cameras. But little did I know that this would lead into this world that I am in now. 
    When I graduated high school in 2013, I had no idea what I wanted to go to college for. I was never pushed but I was encouraged to do and pursue what I want. No college, so dad moved us all to Hawaii, family DSLR in my hands, and a beach full of ideas. 
    I started shooting on Auto (who doesn't), and soon discovered CA. The manual cheater known as Creative Auto. I wish I had the guts to try manual at the time, but I didn't. Photoshoots with myself and my sister, skimboarders and now testing my hand at videos, all started this passion for the art. Although it was not until I moved back to New Mexico that photography started taking off as a paying hobby, I knew that it was a passion still and I wanted to pursue it.
After one video, then two, made on the island of Kauai, my family and I moved to Texas. I immediately became involved with the media department in the job my parents had just accepted. Three, Four, Five plus more videos were made, and the passion still hadn't died. While the jobs did, I saw this area growing. But I still wasn't sure how to pursue it other than it was my fun “side thing”. 
   One day, after moving back to New Mexico in 2015, my mom came into my room and said she found a program at UNM for those with the interest of film and photography. The IFDM submissions were right around the corner, and I had just enough work to submit. So, I did... 
A couple months later, I was accepted and I was officially on my way to a Bachelors in Film and Digital Media. All because of a 14-year-olds silly Sunday shoot day, a camera, and a passion I didn't know what to do with.

Among Brazilian capitals, Manaus ranks 23rd in health and education development

Manaus ranks 23rd among the 27 capitals of the Federation Units (UF) with scores considered moderate in relation to development in health and education, according to the 2025 Firjan Municipal Development Index (IFDM), released earlier this month. Among the 5,550 cities in Brazil, Manaus ranks 2,072nd in the same index.
The survey is based on studies composed of indicators of employment and income, health, and education, with scores ranging from 0 to 1 point, considering that 1 is closer to socioeconomic development. It is through this scoring system that Brazilian municipalities are evaluated both generally and specifically in each of the indicators.
According to the performance index of Brazilian capitals, the IFDM indicates that Manaus recorded, in 2023, a score of 0.5658 in relation to the municipality’s education. In terms of health, the capital of Amazonas recorded 0.5547. The score is considered moderate.
According to the Brazilian Institute of Geography and Statistics (IBGE), Manaus is among the ten cities with the highest revenues in the country. Recently, the Manaus City Council (CMM) approved, for the 2025 fiscal year, a budget of more than R$ 10.5 billion to be applied in priority areas. The amount represents an increase of 16.6% compared to the 2024 budget (R$ 9 billion).
