Excerpt from this story from Heatmap News:
The clock is ticking for clean energy developers. With the signing of the One Big Beautiful Bill Act, wind and solar developers have to start construction (whatever that means) in the next 12 months and be operating no later than the end of 2027 to qualify for federal tax credits.
But projects can only get built if they can get connected to the grid. Those decisions are often out of the hands of state, local, or even federal policymakers, and are instead left up to utilities, independent system operators, or regional trading organizations, which then have to study things like the transmission infrastructure needed for the project before they can grant a project permission to link up.
This process, from requesting interconnection to commercial operation, used to take two years on average as of 2008; by 2023, it took almost five years, according to the National Renewable Energy Laboratory. This creates what we call the interconnection queue, where likely thousands of gigawatts of proposed projects are languishing, unable to start construction. The inability to quickly process these requests adds to the already hefty burden of state, local, and federal permitting and siting — and could mean that developers will be locked out of tax credits regardless of how quickly they move.
There’s no better example of the tension between clean energy goals and the process of getting projects into service than the Mid-Atlantic, home to the 13-state electricity market known as PJM Interconnection. Many states in the region have mandates to substantially decarbonize their electricity systems, whereas PJM is actively seeking to bring new gas-fired generation onto the grid in order to meet its skyrocketing projections of future demand.
This mismatch between current supply and present-and-future demand has led to the price for “capacity” in PJM — i.e. what the grid operator has greed to pay in exchange for the ability to call on generators when they’re most needed — jumping by over $10 billion, leading to utility bill hikes across the system.
“There is definitely tension,” Abe Silverman, a senior research scholar at Johns Hopkins University and former general counsel for New Jersey’s utility regulator, told me.
While Silverman doesn’t think that PJM is “philosophically” opposed to adding new resources, including renewables, to the grid, “they don’t have urgency you might want them to have. It’s a banal problem of administrative competency rather than an agenda to stymie new resources coming on the grid.”

Hi anon,
I'm not sure they did? It's possible, but I'm not sure if they needed it, in the end.
It lives in the grey space of 'if it comes in handy for them to have done it then they've probably done it but until that point in the story they also probably haven't done it.'
I live with a lot of uncertainties that only become certain once I need them for the story, which is probably a very weird way of doing things! If they did do it, it would have been useful though.

i wish this was true but unfortunately we've got a growing body of scientific evidence for the role that climate plays in earthquakes, with temperature fluctuations and higher sea levels correlated with more earthquakes (among potentially other things).
earthquakes are like the one natural disaster that isn’t being directly exacerbated by global warming. that shit is here for the love of the game and the love of the game only.

神 (kami) “god”/“divine spirit”

Often translated as “god”, a Japanese kami is closer to the concept of a spirit. 
They are (mostly) not considered to be omniscient nor omnipotent, but rather they influence the human world within a certain capacity.
They are believed to be manifestations of musubi, the interconnecting energy of the universe.
It is often said that in Japan there are 8 million kami. Some of the more well known are Amaterasu-o-mi-kami the sun goddess, Inari the rice god/dess (their gender depends on their aspect), and Ebisu the god of wealth and commerce.
In the Ghibli movie “Spirited Away”, the main character Chihiro finds herself working in a bathhouse for some of these kami.
(Fact for language geeks: The original Japanese title of the Ghibli movie “Spirited Away” uses the word 神隠し kamikakushi - literally “hidden by kami”.)
Whether or not most people actually believe in kami is unclear, but it seems that many people believe in luck and unseen forces. Certainly the shrines are crowded at New Years time, and also at the start of the new financial year when many business people queue to pray to Ebisu.

are there any studies on why women stay with abusive partners or what's the best way to help them?
I know the common reasons of financial dependence, fear of social backlash or lack of support system, etc. but I was looking for something more comprehensive. I know someone irl who doesn't face this common barriers but is still not leaving or accepting help to leave.
Hello! Given the topic, I'm moving this ask to the top of my queue. Anon, I hope this helps you! I may be reviewing some information you already know, but I think it's important for others who may not be aware.
Women stay in abusive relationships for a myriad of interconnected factors. I'll start with some research reviews on this topic:
This 2023 review of 10 qualitative studies [1] found the most commonly cited reasons women gave for remaining in a violent relationship were: feeling pessimistic about new relationships, feeling the relationships still provided for their need for affection, having positive experiences in the relationship, being dependent (i.e., materially or emotionally) on the partner, still having a positive view of their partner, feeling trapped, feeling social pressure to remain in the relationship, believing the conflict is normal, and feeling dating violence is taboo among some other factors. Together this suggests women remain in these relationships either because they justify or minimize the abuse (positive experiences, fulfill affection needs, normal conflict, etc.) or because they feel unable to leave or find a better alternative (social pressure, dependence, pessimism about other relationships, etc.).
This 2021 review of 14 studies [2] found "investment in the relationship, commitment, and the existence of structural barriers (e.g., with no own income) were negatively correlated with the breakup." This suggests that, beyond material needs, the sunk cost fallacy [3] is playing a role. Essentially, the sunk cost fallacy is a common cognitive bias that makes us feel as though we must continue investing resources in something (like a relationship) because we already devoted so many resources to it. Women in a committed abusive relationship may find it difficult to leave simply because they have already invested so much time and effort into the relationship.
This 2013 review [4] supports this idea, arguing that "while personal and contextual reasons for remaining in a relationship are important, we argue that factors such as the commitment process may be the most difficult to overcome." This is essentially the same argument as above, but discusses other potential mechanisms behind this, like the "Foot-in-the-Door effect and cognitive dissonance."
This 2005 dissertation [5] includes a section on the reasons women gave for staying in the relationship, including material deficiencies (e.g., no personal income, no safe place to retreat to, etc.), cognitive distortions about themselves (e.g., feelings of guilt or shame, feeling they deserved the abuse, etc.), cognitive distortions about the violence (e.g., believing it was normal conflict, minimizing the impact of the abuse, etc.), and beliefs about other people (e.g., believing the abuser would eventually change, fearing their family's reactions, believing no one else would make them happy, etc.). They also note that themes in women's choice to leave included: the impact of the abuse on their children, a shift in their sense of self-efficacy, an escalation in violence, and their partner's infidelity.
This 2003 review [6] also indicates that both structural (i.e., material) factors and psychological factors (like the ones discussed above) play a role in women's decisions to stay. External resources appear to be particularly important (i.e., leaving is unlikely if she has no external resources even if she wants to leave), but after those are taken into account, psychological factors play a large role in their decisions to stay.
This 1998 review [7] describes the same types of factors. They also note that "many women have two conflicting emotions; they are tired of being afraid and wish to leave the relationship, but they also fear for their physical safety and that of their children if they try to leave their abusive partner." Unfortunately, this assessment is often accurate; continual harassment (sometimes through the legal system or their children) is common for women who have escaped an abusive relationship.
Some additional studies:
This 2015 study [8] analyzing social media posts found women's reasons for staying included themes of: distortions surrounding the violence (e.g., minimizing or rationalizing the abuse), low self-worth, fear of the abuser, a desire to save or help their partner, the presence of children, their family's expectations, and financial issues. In contrast, reasons for leaving included themes of: changed views on themselves or their relationships (e.g., realizing they deserved better or their partner would never change), receiving external support, feeling the need to protect their children, and fearing the escalation of violence.
This 2010 study [9] discusses types of beliefs about their relationships that are associated with leaving or staying. For example, they found conceptualizing the abuser with a "dual identity" (i.e., a good man who sometimes "turns into" a bad guy) was associated with staying, whereas believing being alone rather than in a bad relationship was associated with leaving. They have many other examples, but the essential point is that women are influenced not just by their circumstances but their beliefs surrounding those circumstances.
This 2006 longitudinal study [10] found seeking and not receiving outside help was associated with remaining in an abusive relationship.
This 2017 thesis [11] describes a "model ... for why women leave abusive relationships." The model steps “include gaining education to acknowledge red flags, awareness of the quality of alternatives, and realizing individual unhappiness.”
In other words, both material contextual factors like economic support and internal psychological factors help explain women's decisions to leave or stay with an abusive partner. Many of these psychological factors are based on common cognitive distortions. In other words, these factors are not unique to women in abusive relationships; instead, they are common among the general population. They should not be considered an explanation for why a woman is in an abusive relationship, but a partial explanation for why a woman may stay in an abusive relationship.

Now, what can someone do to help a woman in an abusive relationship? It's an unfortunate truth that you often have to wait for the woman to be ready to leave herself. In particular, if the reason she is staying is one or more of the psychological factors discussed above, you cannot change the way she thinks about her situation.
Anon, I know you mentioned this isn't relevant to you, but for others: on the other hand, if the woman is ready to leave but restricted by material factors, then you can help immensely by providing material assistance.
Making a clear and unqualified offer of material assistance, should she ever need it in the future, will also likely be invaluable for a woman who is not yet ready to leave. Her material resources will likely decrease the longer she is in the relationship. As such, this offer may become helpful to her in the future. It’s important that this offer is not conditional (i.e., does not require her to act in a specific way or timeframe).
So, what can you do for someone who isn't ready to leave? These suggestions are based on statements from various domestic violence organizations, which all have slightly different worldviews. For examples, see [12-14], but you can likely find similar resources from an organization with your preferred worldview. (Or the worldview of the woman in the relationship.) I am also drawing from the book "Why Does He Do That?" by Lundy Bancroft [15]. (Also, Anon, I am using the general "you" here.)
You cannot force someone to leave, nor should you try. One of the central components to an abusive relationship is the control the abuser exerts over their victim. The victim is left feeling helpless, like she has no control over her life or her choices. Helping her regain a feeling of control over her life is a vital component for helping her eventually escape the relationship. This cannot be achieved by forcing her to leave, persistently arguing, or confronting her abuser, as all of these deprive her of further control.
Offer and provide emotional support (e.g., listening to her feelings, commiserating with her complaints, and taking her side in arguments).
Use supportive language. Don't say anything that could convey blame or disbelief (e.g., "What did you do to provoke him?", "That doesn't sound like him?", etc.) or judgment about her choices (e.g., "I always told you I hated him.", "I told you so.", etc.)
Maintaining contact with the victim. Abusers try to isolate their victims, so maintaining steady contact even if she seems to "drift away" will help prevent him from managing to fully isolate her. This is also another reason to try and avoid direct conflict or arguments with either her or her abuser. Abusers are skilled at manipulating people's interpretations of events; a well-meaning argument from you about how she "has to leave or he'll hurt her" will turn into "she's trying to drive us apart because she hates that you're happy" (or some other twisted interpretation) which he’ll use to isolate her from you.
In a similar vein, abusers do not just manipulate their victims; they manipulate the people around them as well. Women often recount being characterized as dramatic, crazy, or even abusive by their abusers, and the people around them often believe the abuser because he acts "rational" (around them) while she seems to break down or blow up over "little things" (in response to a sequence of unobserved abuse). All of this is to say, never assume the abuser's rendition of events is accurate, even if you don’t understand her behavior. Further, make sure she knows you'll help her even if she does do something wrong. (An abuser can often convince his victim that she has done something wrong. Whether this is true or not is irrelevant at that point; what is important is ensuring she knows you will help her regardless.)
If she is amenable, help her create a safety or escape plan. If she is not, do your best to prepare some things for her. For example, making a "go bag" with clothes, toiletries, cash, and supplies for her children or pets if relevant; gathering information on the process for obtaining a legal help or non-profit resources in your area; having records of some helpful resources phone numbers and a prepaid phone; etc.
Don't confront her abuser. This will put both you and her into danger.
If you have reason to believe she is in imminent danger (i.e., at risk of death or serious injury at that specific moment) then you should call the police. Calling the police outside of such situations will not help. They are unlikely to help her improve the situation when there is not clear and immediate evidence of abuse that would lead to his incarceration (i.e., the imminent danger mentioned) and it can both anger the abuser (putting her in further danger) and threaten your continued relationship with her.
In summary, maintain a relationship with the victim, support the victim emotionally and – if possible – materially, and do not exacerbate the situation by provoking the abuser. Most importantly, while it is understandable for you to be desperate to help her, you must not try to control her decisions. You cannot make her leave; she must choose to do so herself. You can only support her in the meantime.

Doe isn't a particularly collaborative person. He's not even that threatening of a force, considered all on his own. He hardly holds the kind of presence that rules nations or changes them in a way that matters. But he's a good listener, and he's trained himself to always want to bite, but to bide his time in doing so.
He surrounds himself with the right people. He's as powerful as the names he memorizes are, and as powerful as the reasons he's memorizing them for. Inspector Lim hasn't really found an adequate category for herself inside his mind yet. There's a seriousness to her he'd wish to associate with praise to the people she represents, law enforcement and whatnot. But her demeanor is an extension of herself as the title she wears is.
Perfectly suited to the role she plays.
He's heard politicians speak in the same tone of voice she uses here. It's uncanny, almost, the ease response, the careful agreement, all in all the right answer to a question that wasn't even one. An assumption nurtured with skill and balance.
He wonders if she's ambitious.
She already has the underlying tone of implied PR-training that would make her suitable to be president of South Korea's entire police force.
But then again, he's... particularly biased. Every correct answer an Inspector could give will always reach his ears with a scoff and the derision of 'of course you'd say that if it's the socially right thing to say'.
The most important woman in his life is an assassin.
He doesn't come with the necessary set-up to consider someone like her anything beyond and unlikely ally worthy of his distrust.
He stares at the envelope. He doesn't emote much. Not yet. Not until he's figured out what dress best suits this narrative. He'll dress it then.

A snicker escapes from Mara's mouth. Offensive of her to question why he wouldn't become a representant of the Law and Force. Well, she thought it was funny. Could she have done everything by herself? Probably. However it would have taken her months - Inspector Lim is pretentious, prideful, she does love stating She can do anything and everything however, as time goes, this case that seems to turn into a monster growing new arms and stomachs everyday, she needs a team. Seeking help within the Force itself would be a terrible mistake, it would first expose the unorthodox methods she has been riding for weeks and secondly would take away all the glory she aspires to collect from this case. You're pretty serious about helping these women, too. Speaks Doe which makes Mara raises an eyebrow. "Of course I am." Inspector Lim answers in the same way she would to any journalist questioning her about a case. " Sex workers and many are not even considered human in the society we live in. How many times the force did not bat an eye thinking a Bunch of lowlife prostitutes isn't worth the trouble. Their words, not mine." Mara speaks in her usual pretty words speaking voice. Is her real motivation to help the sad and poor of this world? Not really no, all she wants is the glory of exposing one of the biggest trafficking system Korea has ever known. To Garam she did say this will bel be bigger than Burning Sun. Aaah, to see her face and name in the newspapers the day she exposes them all, the promotion that will follow, she cannot wait. "We have a lot of work left to do. Having the names of the victims is one thing, we have yet to localize them. I highly doubt a network of this magnitude only takes place online, see, I'm convinced there are places where these girls are kept against their will. That's when I need your help. I do have my people on the field but I am limited. Let's just say, I believe we are messing with bigger than just lowlife criminals in Itaewon and if my suspicions are right, well then, I cannot simply show up gun first, I might lose more than my job if I do. I might have an idea of what might be behind it all." Explains Mara who firmly believes members of the government might be involved in the case of missing girls. Standing up from her desk, an enveloppe is taken from her cabinet as she opens it, closes in in a sharp move. The enveloppe is empty of course, the letter that was inside, adressed to Mask Girl, this time she keeps to her. Throwing the enveloppe down the wooden surface, she crosses her arms, resting the lower of her back against the desk, her eyes down on Doe. "The seal, a black Rose, five petals, three thorns. Does that ring any bell?"

i’ve been playing a lot of planet coaster recently and it’s cool how the game encourages environmental storytelling by providing plenty of interesting set pieces and rewarding well-decorated queues and rides. like, you start out with the broad theme of medieval fantasy town or scifi spaceport and you end up totally engrossed in developing all these little interconnected narratives as you decorate your park. a little skirmish over here, a sunken keep over there. the docks are getting raided by pirates, the fusion reactor is under attack by enemy forces. very fun!

The two grid operators providing power to the Midwestern U.S. are proposing to build $1.7 billion worth of new transmission lines to bridge the ​“seam” between their networks. The move could unlock huge amounts of clean power and potentially serve as a template that other parts of the country can follow to build more of the power lines the U.S. needs to meet its clean energy goals.
Last week, the Midcontinent Independent System Operator (MISO) and Southwest Power Pool (SPP) filed plans with the Federal Energy Regulatory Commission (FERC) seeking permission to undertake what SPP’s filing describes as ​“an unprecedented, innovative, and proactive collaboration” between the two grid operators.
The so-called Joint Targeted Interconnection Queue (JTIQ) process has been in the works since 2020, when MISO and SPP pledged to team up to identify transmission projects that could bring value to customers along the border separating the two grid operators’ territories.
That border stretches from Canada to Louisiana and passes through the Great Plains, the most productive part of the country for generating wind power, as well as the target for an increasing number of solar farms.
But many of those projects are languishing in the lengthy interconnection process. The five new joint transmission projects proposed as part of JTIQ, which would connect the two grid systems across the part of their border highlighted in yellow on the map [above], could help ease interconnection for 28 to 53 gigawatts’ worth of projects planned in the region, according to a joint presentation from the two grid operators.
This gap in cross-border transmission capacity is a well-known problem. And multiple studies conducted by grid operators, government agencies, universities, and independent analysts have shown that the cost of building new power lines to close that gap would be more than paid for by their long-term value to the grid: namely their ability to cut congestion and enable more cheap, clean energy to come online.

The professor, who has a touch of romanticism, watches as another autumn leaf falls, and then suggests that everyone take their textbooks. He declares that the remainder of the class will be conducted outdoors.

After all, the notion of book piles collapsing and causing accidents sounds quite dangerous.
Especially when the books around him are getting higher and higher.

Software knowledge is inevitably required in experiments.
Hence, it is essential to study some programming-related courses for future research purposes.
Lucien diligently takes notes, absorbed in the ocean of code.
And then he reflects that there's more than one ocean in the world; shallowly dipping into this one for a brief taste will suffice, while the ocean of neuroscience next door is more suitable for deep dives and exploration.

Cultivating cells requires extreme care and meticulousness.
Any tiny mistake could cause all kinds of issues such as contamination.
The other students stare at Lucien’s pretty much perfect substrate with admiration and come up to ask for tips.
What tips? It’s just that back in the days when he was at BS’ labs, he'd been through this process where anything he tried to raise or cultivate eventually died*, that's all.
[*: This is a bit hard to translate, it is something like; whatever you raise, it will eventually die, it can be by accident or purpose.]
[...Probably in his eyes back then, life is just so fragile. There are no tips, just try your best to survive. Not exactly nihilism, just the reality he used to see 🫠]

The student besides him quietly complains about how to write an analytical paper on such a popular movie, and Lucien feels a bit lucky to be just an ordinary audience member.

so, i was enrolled in a vocational highschool. its the type of school that are halfway a tradeschool. its a program in my country that i quote here, meant to produce ready-made workers right out of the education system. the curriculum for every highschool major you took is different, but i personally never learn biology, geography and chemistry beyond the basics in middle school.
random aside over, for one year me and my classmates (computer programming major) had to share a classroom for normal school lessons with the guys majoring for heavy equipments engineering. one time there was an orientation presentation for them and we had to sit there as the teacher told them the kind of work theyre expected to do. so, theyre going to learn maths and physics and everything else so they know how to operate and fix industrial grade machinery like the massive trucks meant to ship coal around, mega structures to dig tunnels for mining operations.
during the last slide, the teacher showed them a slideshow of workplace deaths.. it was morbid, he said to us that death is inevitable on your line of work. its going to happen. of course we can minimize this by following safety codes, but accidents will happen.
and it doesnt register to me as weird at the time, but its stuck in my mind. like i had the vague sense that something wasnt right. and it isnt. like, he's showing kids that dying on the job, its a tragedy sure, but its normal. its fact of life. my country is an imperialized nation so they never try to lie about whats the purpose of our education. we are here to prepare for work, not to learn. and from the beginning, the oil and mining industry doesnt care about human life. and im thinking of the shares and stocks where all of those profits fueled by death eventually finds itself, in the pockets of men who might never see the inside of a oil tank. or where all the oils and minerals are heading, as i sit here waiting in a queue on the gas station to fill my motorbike even though there's an oil and coal processing site just a few hundred kilometers away still in border of my hometown.
worst part is i know this isnt the worst because someone out there who might even be younger than me is dying for the gasoline im getting, the circuit boards inside my phone, and i know one of my friends online is sleeping inside a car while office buildings and billboards stay lit and functional every day of the year fueled and powered by unimaginable amount of normalized deaths.
and im also thinking of the oil spills at the beach, the days that gets hotter and hotter every year. last year there was a gruesome car accident. an oil truck swerved off the sidewalk and killed a dozen people. its not the only major first accident in that place, as always the old complaints about public safety and roads came back for a while, and they might be satisfied that there's a barricade and a rule for large trucks not being allowed to be on the road during the day, but im also thinking of my friend who worked in the industry as a safety operator, complaining that half of the trucks are overdue for maintenance for years and the drivers license have expired but no one ever did anything about it because theyre on a constant deadline and spending time to do checks only makes the managers yell at you for missing a quota and you had to stay longer instead of getting some sleep or spending time with family, in a job where you already work 12 hours a day on average.
my point is, its all connected. just simply asking where the gas powering your car came from revealed a lot. i know this is retreading the basics but i think its good to remember how interconnected everything is. how the tragedies and genocides and social murders arent an aberration but a logical conclusion of the way society is organized. its a well oiled machine, excuse my pun. its all-encompassing, but seeing it as it is makes it easier to find its weak spot, areas where we can fight. this is why im a communist, specifically a marxist leninist, i do think workers' revolt with international proletariat society is the only way we could break free.
but anyway, all this is to brag about how i never learn geography in highschool and yet i can still name more countries and capitals than the average college student in the us so (⁠^⁠3⁠^). also now that i mention it i also never learn biology but i know more about the human body than your average terf so 😌 shitty schools is not an excuse 💖

here's a tech tidbit for the day. in large part, the US's current lack of green energy isn't because the tech doesn't exist or that the tech isn't cheap/competitive with fossil fuels - it's because of bureaucratic tangles and permitting delays. Right now it can take new power projects five full years just to get approved to connect to the power grid. (On average, it's taking 3.7 years).
As of the end of 2021, there was over a terawatt of green energy storage waiting to get approval to connect to the grid. That's more than all the energy currently generated in the US. For the most part, these aren't completed projects waiting to connect - they're projects that are ready to build waiting for approval before they break ground, or are partially built and getting their application in so that they're not waiting between construction and transmission. Many requests in the queue will never get built (some because they can't afford to wait in line for five years, or lose land rights, or have their interconnect denied, or require costly restudies after design changes, or for unrelated reasons) but even if the historical rate of 25% of them were to succeed, that's still hundreds of gigawatts of power and enough to more-than-replace all the coal plants in the US.
That's not the only obstacle to construction (see also: transmission capacity, load balancing, environmental studies, permitting, and a host of other factors). To be clear: waving a magic wand and lifting this particular barrier wouldn't mean green energy right away forever. But this problem is a decent representative of the type of obstacle green energy faces. Generation and transmission of energy are - largely - cheap and efficient. Getting systems approved and integrated across a morass of local, state, and federal governments, utility companies, and ISOs? Slow and hard.
