Page 9. ---- Toronto Man Out on Bail Pending Charge of Conspiracy ---- GOVERNMENT PROBE ---- Sequel to Suspension of Eight Jockeys by Racing Association === TORONTO, June 15— (CP)— First move in the Ontario Governments investigation into the conduct of horse races, particularly on Toronto tracks, Manny Feder, 36, was  free today on $5,000 bail, pending arraignment on s charge of conspiracy in connection with a Thorncliffe Park race of June, 1936. 

In rounding up Feder, described as a well known race-track character, police said last night other arrests might follow. A cleanup was looked for by those close to the racing game. They said an expose of widespread “fixing" on Canadian tracks might be expected. 

Premier Hepburn took cognisance of the situation late last month when he announced Attorney-General Paul Leduc would investigate the suspension of eight jockeys by Incorporated Canadian Racing Association which regulates the Canadian turf. Mr. Leduc set solicitor Charles Magone at work. 

Feder was picked up In s taxi in downtown by a detective who whisked him to headquarters. He made no statement and was shortly afterwards released. Police said the charge specifically dealt with a race won by Deedie at a 3-to-1 payoff at Thorncllffe and that the horse had carried heavy betting. 

The LCRA suspended eight Jockey last last month, the first batch on the eve of the running of the King’s Plate at Woodbine.
