En dessous du genou, sur le devant, se trouvent des pointes aiguës, en damas broché, posés chevauchant l'un sur l'autre. Paniers en satin rose brodés de frange rose et bleue. Traîne en damas broché. Corsage montant pareil à la traîne avec gilet coulissé en satin rose. Revers de corsage et de manches en satin rose. Manches s'arrêtant au coude.

Dinner dress, in pink satin and sky blue brocaded damask. Perpendicularly pleated skirt. The lower edge is arranged in fans, repeated at regular intervals and topped with a small sky blue bow. Below the knee, on the front, are sharp points, in brocaded damask, placed overlapping one another. Pink satin paniers embroidered with pink and blue fringe. Brocaded damask train. High bodice similar to the train with a drawstring waistcoat in pink satin. Pink satin bodice and sleeve cuffs. Sleeves stopping at the elbow.

Toilette en moire à rayures or et grenat et rhadamès grenat. Bas de jupe composé de bandes rayées alternant avec une plus large bande de rhadamès. Au dessus de ce bas de jupe qui a, à peu près, la hauteur d'un large volant, se trouvent trois petits volants plissés. Une large écharpe en rhadamès uni, brodée de broderie blanche, est drapée au-dessus des volants. Le corsage montant, en rhadamès uni, a des paniers en moire rayée.

Ensemble in moire with gold and garnet stripes and garnet rhadames. Bottom of skirt composed of striped bands alternating with a wider band of rhadames. Above this bottom of skirt which is, approximately, the height of a large flounce, are three small pleated flounces. A large scarf in plain rhadames, embroidered with white embroidery, is draped above the flounces. The rising bodice, in plain rhadames, has panniers in striped moire.

MEMORANDUM FOR: SECRETARY KISSENGER

FROM: WILLIAM L. STEARMAN

SUBJECT: Ominous Developments in Vietnam

A number of recent significant military and political developments in

Vietnam provide an ominous indication of North Vietnamese strategy and

intentions for the months to come. The high level of military activity

since March 10 reinforces this view. These new developments are:

-- In December of 1974 the 23rd plenum of the Lao Dong Party

Central Committee issued Resolution 23. This may have dealt with a

new policy toward the South.

-- In late February and early March, high level Soviet and PRC

delegations visited Hanoi. Soviet Vice Minister of Foreign Affairs Nikolay

Firyubin led the Soviet group. The presence of the PRC delegation and

Firyubin in Hanoi may be the result of a major Hanoi policy change relating

to the war in South Vietnam.

-- Communications intelligence indicates that as of March 10,

North Vietnam is apparently deploying to the South an integral unit, the

size and identity of which are unknown. This is in addition to the probable

movement of elements of the 341st NVA Division from Quang Binh in North

Vietnam across the DMZ into Quang Tri and the confirmed movement of

the 968th Division from Laos into the central highlands.

-- The forward element of COSVN has expanded its communications

and is now in contact with at least three divisions and a number of inde-

pendent units in the Tay Ninh -- Parrots Beak Area. This forward element

will probably be the senior tactical control unit in the expected coordinated

Communist offensive in MR 3. Its existence is more evidence of forthcoming

multi-regiment size attacks in that area.
