US Policy Master’s degrees: why and when?

Exploration: Policy master’s allow you to quickly explore different policy areas by choosing classes from a wide range of topics. While we recommend only doing a policy master’s if you’re reasonably confident you want to work in policy, within policy you don’t need to have fixed priorities when you start graduate school. (1)
To explore the policy domain and build relevant career capital, many college graduates should (try to) do a few relevant internships, fellowships, or early-career jobs before going to graduate school. For example, you might try to get work experience in Congress (see here and here for tips), think tanks, in the executive branch, or in policy-related private sector roles.[28] You should also consider policy fellowships (see database) that are open to or specifically targeted at recent college graduates, such as the Open Philanthropy Technology Policy Fellowship (junior think tank track), the STPI Science Policy Fellowship, the TechCongress Congressional Innovation Scholars Program, the Scoville Peace Fellowship, or the Endless Frontier Fellowship. Not every impact-oriented organization cares about formal credentials
Many non-policy organizations (including most EA organizations) care less about traditional credentials like graduate degrees relative to just working in the field itself (especially if you can credibly demonstrate your ability to do excellent work). (1)

Education alternatives to MPP: Law school, PhD, STEM graduate degrees
Law school may make sense if you (1) want to work as a government lawyer or shape policy through legal advocacy outside of government (or at least want to keep this option open), (2) can get into a top law school, (3) enjoy learning about law and the legal system, and (4) want a high-earning, high-prestige non-policy back-up option.
A PhD can make sense if you (1) want to keep open the option of an academic career, (2) aim for policy positions that require a PhD (e.g. senior science policy and funding roles), (3) can use the PhD to research relevant policy topics, and (4) require PhD funding to attend graduate school. If you want to get a US PhD, we strongly recommend not first getting a master’s degree due to the time costs.[31]
You can also work in policy with STEM graduate degrees, but this is less common. STEM degrees may provide valuable technical knowledge and boost your credibility for science and technology policy work. Yet, while STEM graduates can do high-impact policy work, their degrees are time-intensive and not designed to prepare them for a policy career (in terms of the career capital they build). Thus, we do not generally recommend pursuing a STEM degree for the purpose of working in policy long-term (though policy can be a good option if you want to get, or already got, a STEM degree for other reasons). General or more specialized policy degree?
MPA and MIA degrees are typically fairly broad and general, while offering some specializations.[4] There are also more specialized policy degrees on topics like biodefense. We usually recommend more general degrees over highly specialized ones due to their greater option value. While specialized degrees provide more relevant career capital for one specific policy area, they can make switching later more costly. Given that there are many ways to specialize in the course of a more general degree (e.g. through internships, course selection, and research work), we only recommend such specialized degrees if you’re very confident in your policy area/cause of focus. While policy master’s are the default for policy work, many people reasonably choose law school or a PhD given their specific circumstances. Where should I do a master’s? Our policy master’s database includes ~20 degrees that will set you up well for a policy career. We recommend attending a Washington, DC-based university (especially Georgetown University or Johns Hopkins SAIS). Ideally, you'll work or intern in policy alongside your master’s, and DC is where most federal policy jobs are. Many master’s programs at DC universities are designed to allow students to intern and work while completing their degree (lower workloads, evening classes, etc.). This significantly reduces the opportunity cost of studying. The policy schools of DC universities also have career programming to help you get policy jobs as well as professors, alumni, and classmates with deep government connections. Programs outside of DC score less well on these dimensions, though there are exceptions (e.g. Harvard Kennedy School). Part 2 discusses in detail how to choose where to apply.
Why not do a master’s for policy work? First, if you’re highly uncertain about working in policy, you should likely explore more first before doing a policy master’s. Infrastructure development in Kanpur road area
Lucknow has been growing fast over last decade and has been a leading non-metro town when it comes to new developments. While infrastructural developments are happening across the city, the progress in Lucknow-Kanpur road area is quite rapid. And it is quite appropriate considering that this road connects the two most important cities of UP and it has the fastest growing airport east of Delhi airport. The metro connectivity to other parts of city from here ensures a quick and efficient transport system.

Till a few years back, Kanpur road area was not considered to be appropriate for luxury residences. The city was gravitating towards Gomti Nagar and further towards Raebareli road. Amausi airport had not received any expansion for years and connectivity from this area to rest of the places in the city could at best be described as patchy. The ongoing metro work was a nuisance and it was not easy to visualize the advantages of this network in future. But as Lucknow started growing and airfares in India started coming down, people took to air travel in droves. The airport was expanded and international flights were started. Just to understand it, let’s look at some of the statistics. The footfall at Amausi airport increased from 23 lacs in 2013-14 to 47 lacs in 2017-18. Also, as the metro started operations, people realized the efficient mode of transport it provided and suddenly this whole area near the airport was in focus. There is an ongoing project of an elevated road connecting Shaheed path to airport.
As the metro network keeps getting expanded, new infrastructure developments started taking place in the area. A new integrated terminal building at the airport was started with an outlay of roughly 1400 cr. And is progressing fast. The Lucknow- Kanpur highway was also upgraded and is now a congestion free road, further paving way for making driving smooth here. Another big infrastructure project that has been announced in this area in Sep’2020 is the setting up of India’s largest start-up incubator center opposite Amausi airport. This is planned to be a 2.5 lac sq ft facility which will be set up by Uttar Pradesh electronics corporation and probably be built and operated by Software Technology parks of India (STPI), a central government agency.
As expected, this area is witnessing a rush of private projects also as government projects are reaching their completion. There are new industries being set up and a number of residential projects are being launched. As Amausi airport expands and new integrated terminal starts operation, this area will also become a large transit center for travelers from across Uttar Pradesh. Considering that, a host of new hospitality projects are being developed in the area, which will improve the traction even further. Though most of the residential projects in the area are very small in their scope and are not well planned, the Paarth republic township is sure to meet the expectations of new age investors and renters. As a result, the prices are moving up in this community as rental yields are also expected to move north.

BIG STORY: What The Layoffs By Cognizant & Infosys Mean For India's Economy

We have seen quite a few cases of layoffs recently in India, including many companies from the IT sector. The list contains Cognizant, Infosys, Deutsche Bank, Capgemini and UiPath, among others, and highlights the fact that full-blown recession may be upon us soon. A ripple effect starting with a slowdown in the economy post the NBFC crisis, leading to a terrible year for the automotive industry has now reached the IT/ITES which too is showing signs of not slowing growth a highly pronounced cautionary approach by companies in terms of hiring and retaining talent.  As the technology segment of the Indian economy has a bigger dependence on global clients, IT-based outsourcing is the place most of the income lump originates from. On the off chance that the downturn hits the world, the Indian IT market may see more damage. The recent layoffs by tech companies like Cognizant and Infosys highlight the recession fears are real, and the situation is worsening for the large IT players.  Layoffs: Optimising Costs For The Workforce Companies are making fast steps to cut back any extra costs related to jobs. Here, costs and automation are playing a key and helping rejig the workforce.  Let us take Cognizant’s example — a company which has 75% of the organisation's workforce (290,000-worldwide) in India alone. Cognizant announced a net firing of 7,000 in its workforce in India, primarily due to a renewed focus away from content as well as cost optimisation. The company has faced criticism due to the fact that it reported a decent quarterly profit and yet announced layoffs.  For the third quarter which ended September, Cognizant registered a revenue of $4.25 billion, up 4.2% from the comparable quarter last year.  On the hiring side, Cognizant workforce has now honed its attention on freshers. It has expanded compensations for entry-level employees and is laying off mid-and senior-level workers to account for talented youngsters. Cognizant's cost optimisation by hiring more freshers comes as a silver lining though raising worries of professional stability for the mid-level employees. The company has told it may see an annual cost savings of $500-550 million by optimising workforce at the senior level and also exit from a business that is not in line with its strategy such as content moderation.  The total number at layoffs at Infosys amount to 4,000-10,000 people and the company has reasoned that as a high-performance organisation, involuntary attrition is crucial for the usual course of business and should not be interpreted as any mass trimming across any level. The layoffs were needed for the company due to a strong focus on cost optimisation and rising needs for technology skills. It too has renewed its focus on hiring skilled freshers to not only save costs but also renew tech skills.  The Positive Side For India’s Employment Scenario But, if we look at the positive side, innovation is also bringing in hope for new jobs. Technology will trickle down to SME businesses to help create new business models or bring new efficiency to the existing ones. Talking about job creation through tech, Software Technology Parks of India (STPI) is expecting to make around 15,000 direct jibs through North East BPO Promotion Scheme (NEBPS).  STPI is an association under the Ministry of Electronics and Information Technology (MeitY). Government of India has invested ₹50 crore to boost the foundation of 5,000 seats in regard to BPO/ITES activities in the area. Similar investments are being made across different states in collaboration with government and industry bodies. Tamil Nadu, for example, got ₹6,500 crore as investments in the IT and ITeS industry in the last one year and it has led to about 60,100 new jobs in Tamil Nadu during the time frame, stated Chief Minister Edappadi K Palaniswami. Reliance which has around 6,000 programming engineers, is also focusing on enlisting a lot more to achieve its innovation projects relating to artificial intelligence, telecom, blockchain, IT services. An employee of HCL Tech in Noida confirms positive for Covid-19; company confirms
NEW DELHI: An employee of the country’s third largest software services firm HCL Technologies has tested positive for Corona Virus its headquarters of Noida, the company confirmed in a statement.
“Unfortunately, one employee from our Noida office has been tested positive for the Novel Coronavirus while he was in self-isolation after his return from international travel and hence our office is following all government and heath advisory protocols. All prescribed protocols of sanitization and contact tracing have been done. The employee is currently in an isolation ward and all measures are being taken to provide best medical care to him and support to his family,” an HCL Technologies spokesperson said in a statement.
The spokesperson added that all other employees are in good health and are being monitored continuously. “We have invoked our COVID-19 Contingency Plan in all geographies which aims at maximizing Work from Home to aid social distancing and also issued a Travel Advisory across the company, taking full precautionary measures and suspending all non-essential travel until further notice.”
IT and BPO companies which employ a huge workforce have been asking employees to work from home as a means to curb the spread of the Corona Virus.
Infosys has advised employees to work from home where possible while ensuring client confidentiality and security,” Salil Parekh, CEO and managing director of Infosys had said in a statement on Monday.
States including Karnataka and Haryana which have IT hubs of Bengaluru and Gurugram have asked companies to allow work from home for their employees as a precautionary measure. The government has also temporarily tweaked its policy to allow work from home for IT-BPO operating from SEZs and STPIs last week.

Business Incubator
Every Start-up would face problems like fierce competition, financial matters, decision making, gaining patronage of its customers etc. Here comes a business incubator to assist startups to grow by giving them necessary management training or office space.

The National Business Incubation Association (NBIA) was established in 1985, they provide business incubator facilities like consultation, financing, technical support. They define Incubator as “a catalyst tool for either regional or national economic development.”[ii] They also provide area wise assistance like women and minority – owned businesses, software or medical application. Incubators are supported by both Government and non profit bodies. These incubators focus on creation of jobs, expansion of tax base, and to expand the economy. Some incubators work with universities, they encourage faculties and students to indulge in research in business activities and funding. The Ministry of Electronic and Information Technology has recognised 4 Incubators, one of the incubators that work with Delhi University, by establishing Electropreneur Park for development of Product and IP creation in the ESDM sector at a total estimated cost of Rs. 21.10 Crores implemented by Software Technology Parks of India (STPI), New Delhi in association with Delhi University (DU) and India Electronics & Semiconductor Association (IESA) with state-of-the-art facilities at South Campus, Delhi University. The project aims to support 50 start-ups over a period of 5 years.[iii] There is also a huge expansion of profit incubators due to the growth of e-commerce.

According to Bruneel, Ratinho, Clarysse, Groen, business incubation can be classified into 3 stages:
Physical facility: This is the characteristics of a first generation business incubator by providing space for business to function, like an office, warehouse etc. Since physical space is crucial for any business entity, providing business space at an affordable price was very beneficial to the start-up.
Business support service: The second generation evolved when the business incubator was at peak, now the incubators expanded its function by providing essential support to business like finance, transport, technical support etc.
Networks’ perspective”[v]: The third generation of incubation concentrates more on development and innovation rather than sustain, this type of generation is also called “virtual or online incubation”. The third generation incubation provides for Access to professionals who help to develop the business, e.g. Lawyers, financial network, intellectual property expert, marketing, IT services.
Incubator Funding
Incubator does not generally provide investment, they are funded by universities or economic organisation because they focus on formation of the Company, which may not necessarily require investment in the initial stage[vi]. But the third generation Incubator provides access to an external network, which allows interacting with various investors, like angel networks and venture capitalists.  Venture capital plays a crucial role, apart from providing funds. They also control the start-up companies to safeguard their interest. They provide financial needs and managerial processes.[vii] The start-up companies require a huge amount of money to acquire knowledge in various fields like technology development, strategy consultation, and patent attorney, which would cost a fortune. But collaborating with various organisations offers the opportunity to acquire new knowledge and develop new capabilities.[viii]
Case Study of CEI Navarra
This is a success story of CEI Navarra an incubator located in Spain established in 1988 by the Government of Navarra, a non- profit association. Its aim was to diversify the economic activity and to stimulate entrepreneurship. They have incubator space at 3 places in Spain by providing space for IT small medium enterprise, agro food companies and pre- incubation space for students and researchers at the University of Navarra. They also have an incubator business club which promotes growth and competitive attitude, by providing a networking platform. This incubator provides for 18 tenants incubator with 142 employers of the tenants, 11 start- ups created during 2018, 1716 start- ups created since beginning. This incubator helps the economy of Spain to grow and the survival rate of enterprise under this incubator is 72%.[ix]
Accelerator
They provide start-up to build up their initial product, to find potential customers, procure resources; to be precise Accelerator is limited duration assistance. They give a small working capital, working space and networking support.

Startup Accelerator Business Model
The origin of the seed accelerator can be traced back to 2005, it originated from Silicon Valley. Seed Accelerator provides a platform for start-ups and entrepreneurs to interact and connect and to develop their business. The accelerator is similar to that of an incubator. The term incubator became famous after 1959 to create an environment which helps start-up companies to grow by providing expertise.  After the 2000 IT bubble many incubators came into existence. In 2005, Paul Graham started Y Combinator in Silicon Valley, which is distinct from traditional incubators, this kind of model later known as accelerator, they focus on the first three months of the start-up.[x]
The general features of an accelerator are according are:

Indian Government encourages Incubators and Accelerators through various schemes and programmes to motivate start-up companies after the Make in India initiative. The Ministry of Micro, Small and Medium Enterprises (MSME) provides for the Incubator scheme. The background of the scheme is to “Support for Entrepreneurial and Managerial Development of MSMEs through Incubators”. The main objective of the scheme is to promote & support untapped creativity of individual and to promote adoption of latest technologies in manufacturing as well as knowledge based innovative MSMEs (ventures) that seek the validation of their ideas at the proof of concept level[xii]. The scheme promotes the incubators who will assist the MSMEs in expansion of the business by providing them with design, strategy and execution.
India Start -Up Hub also provides an incubation centre for startup companies. The incubation centres provide, meeting space, sector specific expertise/ adequate research and development, technology plus machine plug and play facility and assist to raise fund and provide support in marketing[xiii]. They also provide for sector specific incubation in the field of:

Arts
Internet of things

Chemicals etc.
Indian government has recognised many incubators and accelerators for development of start-up companies.

Y Combinator is a well known seed accelerator situated in California, US in 2005. They invest in start-ups who need funding in the initial stages of the business, in return for small stakes in the start-up. They promote various programmes like YC fellowship which targets companies in their early stage, YC Fund which invests in their alumni company whose value is less than $300 million. They have also established Research Labs and Start-up  School for the benefits of start-up. Their successful clients are airbnb, stripe, dropbox, etc.[xv]
Which is better for a Startup?
To analyse the better suited model for start- up let us see the characteristics of incubator and accelerator.
The characteristics of incubator are:
It is not for profit and regularly associated with colleges and universities.
Office space will be provided at reasonable rates.
Focus on local start-up companies.
The characteristics of accelerators are: 
It is open and highly competitive.
They provide for seed investment for exchange of equity.
Instead of individuals they focus on small team
Start-ups supported in cohort batches or ‘classes’.[xvi]
Basically the accelerator and incubator help the start-up to develop and grow. As we discussed, the accelerator and incubators are not the same, they are different in many aspects. The start-up accelerator gives a time framework to develop and the incubator promotes innovative ideas and creates such an environment for the incubator to grow. To select an appropriate model for the business development we need to analyse the pros and cons of incubators and accelerators.
ADVANTAGES OF INCUBATOR
Incubators provide for infrastructure which is very expensive for the start-up to afford in the early stage of the business. Incubators also provide for shared space for start-up which helps the start-up to interact with people who are in the same field and experiencing the same challenge.
Availability of mentors saves time and effort.
DISADVANTAGES OF INCUBATOR
There is no time frame to meet the goals, lack of motivation.
The start-up should also give up a certain percentage of equity to the incubator.
Incubator model is suitable for the company which is smaller in size and there is no pressurising timeline to grow.
ADVANTAGES OF ACCELERATOR
Since there is a predefined time frame set for the start-up, and there is a certainty for return from the investment, many investors provide funds for start-up.
The limited time period will help the start-up in the right track and goal oriented. The start-up will be more focused.
DISADVANTAGES OF ACCELERATOR
The time constrained will be pressurizing.
Giving up the start-up equity, unlike incubator, a large percentage of equity should be given by the start-up under accelerator
This model is best suited for the start-up who needs a huge investment and not inclined towards long term goals and more focused on short term development
Both the incubator and accelerator are best suited for a start-up, based on the purpose, duration, application process, investment etc., start-up can decide their best suited model for development of their business.
