The Democratic Republic of Congo has banned the party of former President Joseph Kabila, accusing him of links to the M23 rebel group which has seized large parts of the east of the country this year.

The ban comes amid reports that Kabila has returned to the country after spending two years in South Africa.

He is said to have returned to the town of Goma, which was seized by the Rwandan-backed M23 in January.

Kabila led DR Congo for 18 years, after succeeding his father Laurent, who was shot dead in 2001. Joseph Kabila was just 29 at the time.

An interior ministry statement said all activities of Kabila's PPRD party had been banned because of its "ambiguous attitude" to the occupation of Congolese territory by the M23.

It also noted that Kabila had chosen to return to Goma, where he was being protected by the "enemy".

The PPRD has not commented.

On Friday, the government accused Kabila, 53, of high treason and ordered the seizure of all his property.

Kabila has previously denied having links to the M23. He has not commented on the latest moves by the Congolese government, or confirmed that he has returned to DR Congo.

However, he did say earlier this month that he would be going back to the country. Senior PPRD officials have denied that Kabila is currently in Goma.

On Saturday, his spokesperson Barbara Nzimbi posted on X that Kabila would be addressing the nation in the coming hours or days.

Asked by BBC Great Lakes, the M23 spokesperson neither confirmed nor denied Kabila's presence in Goma, saying: "I don't see any problem him being here."

Who is Joseph Kabila?

After being sworn in as president following his father's death, he twice won elections. His second and final elected term in office officially ended in December 2016, but he refused to step down, saying it wasn't possible to organise elections, leading to deadly protests.

He stayed in power for two more years until elections were finally held in 2018.

In January 2019, he handed power to Félix Tshisekedi, the official winner of a disputed election, which many election observers said was rightfully won by Martin Fayulu.

He accused Kabila and Tshisekedi of agreeing a deal to exclude him from power - something both men have denied.

But relations between the pair worsened and their parties' coalition was formally ended in December 2020.

Kabila left DR Congo in 2023, officially to study in South Africa.

In January 2024, his doctoral thesis on the geopolitics of African relations with the US, China and Russia was validated at the University of Johannesburg.

Why has Kabila returned?

In a written statement to announce his forthcoming return, Kabila said it was motivated by a desire to help resolve the worsening institutional and security crisis in DR Congo.

He also told the French-language magazine Jeune Afrique he wanted to "play a role in seeking a solution after six years of complete retreat and one year in exile".

But Ben Radley, a political economist and lecturer in international development at Bath University, noted that the leader of the political grouping which includes the M23, Corneille Nangaa, was the head of the electoral commission under Kabila and had been a "close ally".

"In addition, the historical continuity with his father Laurent Kabila, who also entered Congo from the east in the late 1990s in his eventual march to the presidency, is also on the minds of many Congolese," he told the BBC.

But this makes a lot of sense though because when I first created Aurane she was supposed to have a weird relationship with Beron. And while having the land slowly turn its favour to her would have been an amazing trope, or an amazing plot line that I have yet to see done anywhere... it would so fracture the relationship between these two siblings who only have each other? And the more I thought of them as siblings, the more I realised that they would kill for each other- with Aurane being the one to act on impulse, and Tamlin being the one to consider all consequences before he takes action. But yes, the original idea was for some of that High Pprd power that the Land was gonna favour her with, was going to present itself in her by her lack of succumbing to the dominance of the other High Lords.)

Joseph Kabila, the self-exiled former president of the Democratic Republic of Congo (DRC), appeared in public for the first time since 2023 on Thursday.

Kabila, who is wanted on suspicion of crimes against humanity for his support of insurgents accused of massacring civilians in the eastern part of the country, appeared in rebel-held territory to meet with local religious leaders in what was billed as an effort to mediate peace.

Beyond the threat of prosecution, authorities in Congo are also seeking to ban Kabila's People's Party for Reconstruction and Democracy (PPRD) as well as seizing assets held by its leaders.

Kabila has said for weeks that he would return to help find a solution to an ongoing conflict that has seen M23 rebels make large territorial gains since January. Kabila, who has spent much of his exile in South Africa, has denied ties to M23.

Kabila: Peace broker or would-be rebel leader?

After meeting with Kabila at the former president's residence outside Goma in eastern Congo on Thursday, Joel Amurani said, "The former president... called us to express his wish to see peace return to the eastern part of the country and throughout the country." Amurani is president of the Interfaith Synergy for Peace and Mediation, a religious group that attended the meeting.

An aide to Kabila said further talks would be held with political, military and civic leaders on Friday.

Kabila gave no indication of how long he would remain in the rebel-held area. 

The government of Congolese President Felix Tshisekedi this week accused Kabila of "positioning himself as the rebel leader" alongside Rwandan President Paul Kagame as a result of his sudden reappearance after rebel advances.

The United Nations and other Western nations accuse Rwanda of supplying arms and assistance to M23 rebels battling Congolese forces, something Kagame's government denies.

Kabila's return could complicate plans for a US-proposed Congo-Rwanda peace agreement paired with a multi-billion-dollar minerals deal in the resource-rich country. Massad Boulos, White House senior Africa adviser and the father-in-law of US President Donald Trump's daughter Tiffany, has previously said the deal could be finalized by summer.

Eastern Congo is known for its vast mineral riches, however, the World Bank ranks the DR Congo as one of the five poorest countries in the world.

During his time in power, Kabila oversaw the sale of cobalt, copper, diamonds and uranium during a reign marked by accusations of corruption and poor governance.

Congo's current government calls ex-President Kabila a traitor

Joseph Kabila took control of Congo as a 29-year-old when his father, Laurent Kabila, was killed by a bodyguard. The younger Kabila then led Congo for 18 years before ultimately stepping aside to make way for Felix Tshisekedi in 2019 — in what was the first "peaceful" transition of power in the country since it gained independence from Belgium in 1960.

Before Kabila stepped down, however, dozens of civilians were killed after he delayed the vote and clung to power.

Though he had maintained a low profile while wielding considerable political influence behind the scenes since then, Kabila broke his public silence last Friday when he delivered a speech decrying what he called "dictatorship" in the DRC.

Tshisekedi's government now accuses Kabila of treason.
