Thinking of luffy and croc and like i know it should be angsty but my brain just like

Out of all the kids only Sabo had ever shown any interest in the well being of a country's people just in general. Ace and Luffy are just all about freedom and adventure and only incidentally do anything about the wrongs that are right in front of their faces - a bad guy is terrorizing someone, so you punch the bad guy and then leave someone else to clean up.

Ace would have also been in Alabasta but he didn't think to interfere. Crocodile's a pirate after all, pirates do things like this (though maybe he just wanted to avoid a meeting with Crocodile because Crocodile didn't take the whole "I joined Whitebeard's crew! He's my pops now!" thing all that well.)
