A concept...
A veeerry emo girl goes to heaven because she never did anything bad. But she never did anything good either. She really didn't do anything with her life at all. So when she's given as guardian Angel, she just does not help aT ALL. She just keeps saying stuff like "do it, or what ever" "lifes meaningless anyway" and "what's the point".

Crafting a Superhero Pantheon
1) Decide how special being empowered is. If everyone has superpowers, it will be assumed that every conceivable power exists unless you specify otherwise, and power level will matter more. At this extreme having powers is like having a body, everyone has one, what matters is the shape it’s in. On the other end, if only one, or very few, characters have powers, then what they are will matter a lot less, and the relative power between them may be almost moot. At this extreme the most important factor is the nature of the power itself. Any blend between these two approaches is possible.
2) Decide what the average or expected power level and power uniqueness is. Perhaps decide on common types of powers, and uncommon or even excluded power types and magnitudes. For instance, you could decide not to have any psychic powers, or no psychics that can foresee more than a week into the future. Also choose a stance on having multiple powers, or broad/vague ranges for a given power.
3) Decide the role of empowered characters in society. This could be as simple as hero/villain, or it could include contracting, transport, intel, etc. In which case the method organizations use to scout, vet, and hire empowered people needs to be decided. It could be done on a case-by-case basis, differ by organization, or even have a separate organization with which empowered can, or must, register. (Note that if there isn’t enough of a ‘supply’ of superhumans, such an organization could never feasibly form.)(Further note: these are not the only options, they are simply the broadest useful categories I could come up with. Secrecy is an additional, if rarely used, category.)
4) Review all the above concepts and choose of a means by which superheroes acquire their powers. If the origin you want to use conflicts with any of the above, rework either the origin, or the above framework foundations. 
5) Contemplate the framework you’ve created, and create the important (or only) empowered characters in your empowered pantheon. Keep in mind what makes them special/noteworthy. And don’t forget that people aren’t linear. You can have dark superheroes, coerced or misguided supervillains, and an entire horde of grey empowered characters. Also keep in mind the power origins. Unless the empowered get to choose their powers, they are not necessarily going to have powers that match their personalities. Although it is likely that they will use their powers in accordance with the dictates of their personalities.
