My DRRM Kwentuhan
last tuesday December 17 2019, I interviewed a staff from the nearest Barangay Hall for some questions regarding BDRRM or Barangay Disaster Risk Reduction Management. Unfortunately, the staff didn’t want to be photographed and show their name that’s why we shall call them my BDRRM Kwentuhan Buddy :)

Introduction:
As we prepare for the kwentuhan as well as the barangay hall tour, we introduced ourselves to one another. I introduced myself and let them know that this is for my NSTP modules and my kwentuhan buddy chuckled and said that I wasn’t the first one to conduct an interview to them. We gathered our stuffs and then we are set.

Hazard Identification:
Hazard Identification was the first one I asked to my kwentuhan buddy. The first question I asked is, “So Ano-ano nga pala po ang mga karamihang kalamidad o sakuna na tumama sa barangay natin?”
My kwentuhan buddy answered, “Sa karamihan, ang baha ang palaging nagiging sakuna dito at tsaka na rin mga sunog sa karatig lugar…”
“Dahil na rin nga na tabi-tabi karamihan ng mga bahay dito, pag may sunog, mabilis na sumasakop sya sa ibang bahay and sa baha, dahil na rin na hindi masyadong nalilinis yung mga basura dito.”
i nodded then continued to asked them. “Pero po, ano-ano yung iba pa na mga panganib na nakakaapekto ng matindi sa ating pamayanan?”
My kwentuhan buddy gave it a thought then finally answered. “Siguro, ang lindol? Though hindi naman tayo nakaranas ng matinding lindol dito pero na feel na rin natin ang isang lindol. Pero pag iisipin mo, ang lindol talaga ang mapanganib na sakuna na makakaapekto sa atin dahil madami etong mapipinsala.”
“Bagyo na rin pala. Kadalasan talaga dala ng bagyo is yung ulan, kaya rin tayo nagkakaroon ng baha dito.”
“Ang dami ring dalang sakit ng Bagyo, like Leptospirosis and yung Dengue. Nagkakaroon ng madaming cases ng Dengue palagi pag tag ulan na…”
I then followed it up with another question. “Okay po. Paano po ninyo nalalaman na may paparating na banta ng sakuna?”
My kwentuhan buddy turned towards me and smiled. “Nagrerely kami sa forecast ng PAGASA. And syempre kung may paparating na bagyo, kitang kita naman sa itsura ng ulap na hindi eto yung normal. Kita talaga na may paparating na malaki at ulan at hangin ang dala.”
“Gaano kadalas po eto nanyayare sa ating pamayanan?” I then asked next.
“Karaniwan na eto sa ating bansa so pati na rin din sa lugar natin dito… Pero eto palagi pag panahon na ng tag-ulan or may paparating na Low Pressure Area.”

I then turned towards the next part. 
“Okay next po, saan ang may pinakamatinding mapipinsala?”
My kwentuhan buddy pondered for a second. “Siguro yung District 1 ng Bacoor, dahil ito ang pinakamababa na lugar sa siyudad at malapit din kasi siya sa dagat.”
“Okay po, bakit kaya po ito ang mga lugar na may pinaka matinding pinsala?”
“Siguro kasi ‘Catch basin’ din siya and palaging cause ng sunog dito ay yung mga informal settlers din kasi.”
“Sa palagay niyo, kung tumama ang mga bantang panganib, sino-sino kaya sa ating lugar ang pinaka maaapektuhan?” I asked.
“Kadalasan, yung mga informal settlers ang pinaka maaapektuhan. Dahil kadalasan sila ang malapit sa mga ilog at creek at dikit-dikit ang mga bahay na kadalasang gawa sa kahoy.”
I nodded at their answer. “Ano kaya ang epekto ng pagtama ng sakuna sa mga tao, pangkabuhayan, serbisyong panlipunan at imprakstruktura ng pamayanan?”
“Damages sa lahat ng naapektuhan. Depende sa tindi ng sakuna…”

I proceeded to asked a few more questions. “Saan po ang pinakaligtas na lugar sa pamayanan kung may bantang panganib na dumating po?”
“Sa may bandang taas ng Bacoor, sa Molino District 2.”
I nodded then continued. “Saan naman po ang pinakadelikado na lugar sa pamayanan kung may bantang panganib na dumating naman po?”
“Ah, sa District 1.”
“Last po, ano-ano ang mga suliranin o problema na kinakaharap ng barangay na humahadlang sa pag-unlad ng ;pamayanan at pumipigil sa pagbangon mula sa pagkasalanta ng mga kalamidad?”
“Yung mga pondong sapat kapag matindi ang pinsala.”

Capacity and Disaster Management Assessment
We were nearing the end of the walk and I was already in my last batch of questions. My kwentuhan buddy wasn’t tired by the questions and was rather enthusiastic on answering.
“Ano-ano ang ginagawa ng pamayanan at barangay sa paghahanda at pag-iwas at kung sakaling may mga bantang panganib tulad ng bagyo, baha, lindol na dumating?”
“Yung preparedness by PAGASA monitoring, paglilinis sa kanilang lugar, information dissemination at pre-emptive evacuation.”
“Ano ang mga nilalaman ng plano ng Barangay pagdating ng sakuna?”
“Protocols ang nilalaman ng plano ng barangay kada sakuna…”
I nodded as I continue. “Sa kasalukuyan naman po, anong programa, sistema, gamit, pasilidad, o kakayahan meron ang barangay na makakatulong sa mga tao, serbisyo at kabuhayan na makabangon mula sa epekto ng kalamidad?”
“Pondo, rescue equipment, evacuation centers, relief goods.”
I smiled at my kwentuhan buddy. It was the last question. “Sino po ang mga taong namamahala sa paghanda, pagharap, at pagtugon sa kalamidad?”
“Yung mga barangay officials (councils), City council at yung Bacoor Disaster RIsk Reduction and Management Office.”
I thanked my kwentuhan buddy for a wonderful walk with an informative answers from them. I again thanked them and the staffs there in the barangay for the time and effort placed.

Reflection
Right from the moment I started, to the moment I concluded the kwentuhan, I knew that it was good and informative. It was honestly rushed from my part, because I got sick that was why I just did my interview recently and my blog is plain but still, I got to interviewed my kwentuhan buddy and the other barangay staffs there. 
It was throughout fun, when you’re conversing with someone while walking and seeing different things, the good and bad from places. Like how the people were busy commuting, walking, the cars passing by, and how the wind blows. And then there’s the not so good, the trash littered in the pavement, some part of the place was flooded because of garbage and damaged drainage that’s why the baha isn’t still letting up.
Though, it was an everyday situation, I couldn’t help but to think that it was alarming and we should help prevent it or maybe remedy it even just by a little to help the community from disasters and the effects after them. 
I was intrigued by the answers given to me by my kwentuhan buddy. And surely, their plans for the community will help from future hazards or risk to the community.
