Headcanon!
As long as Marisa is wearing SOMETHING, she's generally fairly shameless.
Like, she could be wearing a camisole and her bloomers, as she will often do when just trying to stay cool in summer or when doing experiments that involve a lot of heat, and she isn't gonna care. She might tease you a bit if she catches you staring at her but she's not gonna really care that much.
If she's in a state of undress though, she can get a bit shy and bashful, but it does depend on who it is.
Like, if it's Alice and Reimu, she'd generally comfortable enough around those two to walk around naked around them if it came down to it.
