I used to think it was a nonsense, semi-cryptic spiritual nonsense the writers simply made up.
And years ago, when I looked up the meaning, everyone had a different interpretation. Quite a few people on random forums calling each other stupid for not getting it right.
And to be fair, the quote is just about vague enough that the following interpretation might not even be intentional. But the influence for this, and the other cryptic things Oma Desala said, was Buddhism. Daniel even said that they resemble Zen Koans. So in this context the meaning seems to be very clear:
"Once you know the true nature, you realize you were always ready". That's what it says. It conveys the nondualistic concept of awakening, of realizing your true nature, and indeed the true nature of existence. Once you wake up to this reality, you realize that you were always awake in the first place, and had simply forgotten. It was right there the whole time, you only had to look. And you also see that the journey to attain this spiritual goal of awakening or enlightenment was pointless. Hence why one tends to laugh once faced with this realization.
So in summary, a nondualistic interpretation of what Oma says: Candlelight is analogous to your perception, fire is analogous to awareness. Once you realize that the light is actually coming from the fire (or in plain English, once you realize the world is born of awareness), you also realize that it has been so all along (the meal was cooked a long time ago).

I love when characters in tv shows wear obvious cosmetics, and then the plot gets them into a situation where they go for days/weeks/months when they surely have no feasible way to apply those cosmetics, but they are still wearing eyeliner/shadow/lipstick.
Like, sometimes, I just imagine Teal'c and Sam Carter, in their third week on some primitive planet, when they only packed for four days, huddling together over a tiny mirror they borrowed from Jack's shaving kit, checking each other's eye makeup, Teal'c is annoyed because he had to use Sam's brush and eyeshadow after his pack fell down a ravine, and it just doesn't give those nice precise wings that he likes, not to mention it's just not the right color, and Sam is frustrated because this new mascara clumps too much in the heat...
