Transforming the Police
In the golden age of independence, the image of the police as protectors has been overshadowed by a predatory perception. The irony lies in the fact that, even after 77 years of independence, the police force is still struggling to shed its image as villains. Prime Minister Narendra Modi's recent advice to senior police officers in Jaipur highlights the urgent need to establish a protector image for the police. The question arises: why, after striving to build a secular democracy post-independence, did we neglect to implement radical changes in our most crucial institution, the police?
The foundation of the Indian Police, as we know it today, was laid after the 1857 war of independence. Unfortunately, the primary intention at that time was to prolong colonial rule, a goal that was largely achieved. The laws enacted in the 1860s, such as the Police Act, IPC, CrPC, and Evidence Act, formed the basis of the current system. Regrettably, this system failed to evolve into a friend of the public or serve as an impartial public protector. The post-independence era has witnessed the police functioning as a law-breaking, corrupt, and seemingly antagonistic force, contributing to the public's fear and mistrust.
The recent lesson from Prime Minister Modi at the 58th All India Conference of Directors General and Inspectors General of Police underscores that, despite the passing of 77 years since independence, the police still struggle to be perceived as friends and protectors of the people. However, the burden cannot solely be placed on the shoulders of the police force; systemic issues and lack of political independence play crucial roles.
Numerous discussions and decisions at the government level regarding police reforms have taken place in the past. The Prime Minister emphasized the need for a shift towards data-centric approaches, emphasizing 'citizen first, dignity first, justice first.' However, the fundamental question remains: Can the police live up to these standards, free from political pressures? Insufficient manpower, with only 152 policemen per one lakh population instead of the recommended 196, exacerbates the challenges. Additionally, the appointment of police officers often involves corruption and political interference.
To realize the vision of a developed and powerful India by 2047, the Indian Police must undergo a comprehensive transformation. The force needs to become modern, technological, and world-class. A focus on technical efficiency to combat hi-tech criminals is paramount, along with developing a positive and protective attitude towards the safety of women. The police must align themselves with the aspirations of the people, adopting a spirit of service, cooperation, and protection.
The present police system, rooted in the British system that is over 160 years old, needs an overhaul to align with Indian values and expectations. The political influence on the police, particularly during elections and communal riots, undermines their impartiality and effectiveness. A key aspect of this transformation is freeing the police from political pressures and enabling them to perform their duties independently.
The transformation of the police from predators to protectors is a critical task for building a new India. The urgency lies in reorganizing the present police system, infusing it with Indian values, and ensuring its independence from political influences. Only then can the police truly become the protectors and heroes the nation needs. The responsibility falls not only on the shoulders of the police force but also on the government to institute the necessary reforms that will redefine the role and image of the police in the nation's collective psyche.
