Possibly hot take under the cut idk
I think a lot of the reticence for making Victor a good guy / ally in the comics stems from the fact that
Victor, inherently, is a deeply Anti-American character. And to make him anywhere near 'good' requires the narrative to acknowledge that he is, on some level, correct on having that stance
And if we REALLY wanted to have a spicy take there's also the issue of how both more often than not both Wanda and Victor's Romani heritage only really get highlighted whenever they're being morally dubious and not as a general point of pride and goodness and the implication of all of that
