How the housing crisis have made the bay area a “Remarkable Paradox”?
Cupertino is home to Apple’s headquarters and is one of the densest job markets in CA. Despite being in the center of Silicon Valley and showing the highest average for job and career growth in the country the city ranks lowest on the satisfaction level and is on front lines of the massive housing crisis due to a prolonged pattern of unbalanced and unjust development. Smaller wealthier cities (like Cupertino) focus on commercial development (offices, stores) that bring in tax dollars instead of residential development. In fact, they try to hinder new housing development, as it is not that profitable.

A most recent example is of Vallco mall site. It was a vacant mall that was supposed to be renovated. A plan was passed to build 2900 affordable housing units in addition to offices and retail space but new anti-housing council members tried to massively increase retail space by slashing the number of housing units. The new council sabotaged this plan by reducing the number of apartments to just 400.
A city flourishing with technology and industry growth inhabits some of the unhappiest people in the country. Cupertino is in dire need of new projects for affordable housing as an entry-level software engineer would have to spend 55% of his/her monthly income for rent and 69% to buy a new one. 47% of the residents say they’re seriously thinking about moving to other areas as everyone needs a safe space they can call home and are unable to get it in Cupertino.
Community resistance (NIMBYism):
Current residents are worried about sharing their resources, as an influx of new housing will increase traffic and make the city more congested. NIMBYism of these people is the major contributor to the difficulty of developing new housing in the city. Residents in Cupertino are worried that the Schools, neighborhood and medical facilities will be shared by more people and the quality of living will significantly decrease which is not true at all.
Multi-pronged 3P’s approach:
To address the housing crisis in a bay area three P’s approach can be used, that is:
Produce new affordable housing
Preserve existing affordable housing units
Protect people from unfair rents and forced evictions.
California’s ADU and JADU legislation is a great breakthrough in combating the crisis. The state is currently far from winning this war but accessory dwelling units in Cupertino are at least giving some relief to extended families and millennials coming here for work.
