But just think about Sam trying to be good.
Sam's always tried to be good, not for any external reward, but to try to cancel out his demonic heritage, and also simply for its own sake, because it's the right thing to do.
Prior to Season 4, he didn't know Heaven existed, but he prayed, and he hoped it did.
In Season 5, he was so sure he was already destined for Hell, he was surprised to find out his spot in Heaven was already reserved. Of course, then he signed up for the Cage soon after.
But then for a few years, he could feel more confident. He knew there was a Heaven and that he was going to go there someday. He understood, on some level, that Dean would be with him. He didn't have to be afraid of death. (It's notable that a lot of him losing his mind at Dean dying was that every time it seemed like it would happen, Dean would have wound up somewhere other than Heaven. The only time Sam even sort of moved on - Season 8 - he had partially convinced himself Dean was dead and in Heaven.)
But then a bunch of Chuck-screwiness happened, and Heaven stopped being a guarantee.
Sam probably assumed Jack had at least reopened Heaven, but he wouldn't know the rest. He was probably pretty certain Dean was there, because Dean's the best person he knows. Dean died saving people.
But he's not sure anymore if that's where he's headed. He's tried to be a good person, but so much has changed. He can't be certain.
Imagine Sam spending the rest of his life trying to be the best person he can be. Because that's who he is... but also.
It's the only way he can ever hope to see him again.
