Devolution- Safest Bet for the future of African Governance
The promulgation of the 2010 Constitution of Kenya was hailed as one of the most progressive constitutions of contemporary times. This was rightfully deserved since it held the promise of a governance structure that ultimately brought the power and influence over decision making closer to the citizenry. From an Afro-centric perspective, this is one step closer to establishing an indigenous governance eco-system native to Africa that mirrors what existed across its diverse populations pre-colonially. Such a system would guarantee a greater degree of autonomy away from the machinations of the vile symbiotic nexus of democracy and global capitalism, (am pointing no finger at West African democracies but they serve as the most elaborate examples).
8 years into the implementation of devolution in Kenya, and a lot of gains have been made with the creation of budding economies in formerly far flung and remote villages, an increase in the rate of infrastructure development and most importantly for this article, a vivid increase in the public participation of governance at the sub-national levels made possible by provisions of Public Participation in governance and development as well as in the budgetary process prompted by the Public Finance management Act of 2012.
A replication of this across the continent, would spell progress away from the neo-colonial imposition of democracy that has shackled the continent’s progress and impaired its development. The honest notion behind the sovereignty granted to African States as “independence” is just an extension of colonialism with 54 paramount colonial chiefs whom imperialists can easily bribe for the exchange of the plunder of the wealth belonging to 1.2 billion Africans. The safest way to tackle this is devolving power and decision making over African resources straight to the locals residing in the areas from which they are sourced, while simultaneously decreasing the power of the executives in these states.
For this lofty ideals to be attained, Africans must be bold to re-imagine, re-invent and chart a new path forward towards governance without the approval or acknowledgement of the West. This shall be an uphill task if Patrice Lumumba’s assertion on the emancipation of African minds being a greater task than ejecting colonialists is anything to go by. Our intellectuals don’t speak this truth since either they are too scared to lose their sources of income from donor funded agencies or are the perfect products of the African education system in its entirety whose objective is the production of politically subservient labourers for the developed states and their proxies on the continent. The re-designing of how Africans are educated should be of paramount importance to any African who is claims to be a Pan-African or is remotely concerned with the future of the continent.
I yearn for the day when the Multi-National Corporations will have to negotiate with the locally elected leaders of Katanga province in the Congo on mining rights, when the local administration of Joal-Fadiouth in Senegal will exclusively issue permits for fishing to foreigners and when the oil exploration companies operational in Northern Kenya will have to share revenues directly with the local governments of the concerned Counties. In conclusion Isidore Sankara posited that he was fighting imperialism; a system where a handful of men on earth rule over all humanity, with Africa being at the bottom tier. Devolution is indeed the way to proceed for governance in Africa but education must always precede liberation.

CRAP – A PATRIARCH’S RESPONSE TO W.A.P
Just before I could fall asleep one night earlier on in the month, I remember viewing a YouTube highlight Ad by Cardi – B in which she was hyping her soon to be dropped video of her big record; WAP. Being a big fan of her songs that have that flair of confidence that is not guilt ridden, I was looking forward to its release and as usual she did not disappoint, the video was very alluring and very switchy to a testosterone pumped man still exploring his sexuality. However, the backlash especially from men in response to the video, despite the fact that it is premium content that is explicitly similar to the productions of her male counterparts’, seems to puzzle many women whom I believe are feigning surprise……..
W.A.P has a direct meaning that is portrayed in the lyrics by Cardi B that I will leave your curiosity to pursue if you are yet to watch the video on YouTube but what I choose to dwell on is the second meaning which translates to Women-Against-Patriarchy. The song depicts very explicit postures by both Cardi and Megan Thee Stallion and even features an appearance by Kylie Jenner in it. This might seem like your typical Cardi song but it has been weaponized to dismantle one of the greatest weapons in Men’s arsenal in the war for power of the sexes, “Slut Shaming”.
See, don’t get it twisted, there is nothing such as the “War on Patriarchy” it is a distraction, what this women actually want, is POWER and the AUTHORITY that comes with being a man. After all what is patriarchy? Patriarchy is not a codified system that boys are indoctrinated with as they develop into men but it is simply a product of evolutionary biology and psychology that seeks to protect women by conferring this responsibility of protection onto men. So successful has it been, that it has established successful State systems whose welfare schemes and programs, efficient and effective police and judicial service systems can accord the same provision and protection previously offered by men that women now turn and make enemies out men in envy and pursuit of the authority that patriarchy had accorded them.
I digress, back to the weaponization of W-A-P, see one of the most effective tools of combating power seeking women, is slut shaming them -a woman intends to run for political office, leak her sex tape and voila!! she withdraws her candidature in shame- sounds familiar? Now imagine a world in which being slutty for women is normalized, slowly but gradually, this old trick in the book will be rendered redundant and that shall be a battle won in this war for power of the sexes.
Thing is, the gloves are off, women should seek power and dominion without scapegoating patriarchy. Challenge the men head on and stop hiding behind the cloak of radical feminism and then be ready to handle anything that is hurled at you for power is never given, it is only taken and the one you take it from, will not relinquish it easily.
