Armstrong Pame Biography: The Man Who Built Roads of Hope
Armstrong Pame is an Indian Administrative Service (IAS) officer of the 2009 batch. Armstrong Pame is posted in Manipur cadre. Pame is the first from the Zeme Naga tribe of Manipur to become an IAS officer. He is also called the “Miracle Man” for his initiative to build 100 kilometers of roads in the most remote villages of the country through public contributions and his own savings.
Armstrong Pame was born on 23 September 1984 in Tamenglong, Manipur. He completed his schooling from United Builders School, Tamenglong and St. Edmund’s College, Shillong. He did his graduation in Physics from St. Stephen’s College, Delhi.
Armstrong Pame Civil Service Journey
Armstrong Pame appeared in the 2007 Civil Services Examination. Armstrong’s first posting was in the Indian Revenue Service (IRS) in the Customs and Central Excise Department. Armstrong wanted to become an IAS officer from the beginning, for which he tried again and became an IAS officer in 2008 and was posted in Manipur.
After becoming an IAS officer, Armstrong Palme worked and served in various positions in the Government of Manipur. In 2012, he was appointed as the Sub-Divisional Magistrate in Tausen, a remote and underdeveloped area of Manipur.
It was here that Armstrong became deeply moved by the plight of the people of Palme Toussain and was inspired to do everything he could for them. There were no proper roads to connect villages and cities. Due to this, the common people here were struggling with every small and big of their needs, of which the problem of unpaved roads and traffic was the most serious. The situation became worse when old diseases like malaria and typhoid started spreading and people started dying due to lack of resources.
Construction of 100km Paved Asphalt Road
Armstrong decided that he would get a permanent road constructed here. A campaign was launched to build a road connecting Tousem with the outside world and Pym gathered the people of Tousem and everyone raised money with their contributions. Armstrong Pame also took action for some help from the government, as a result of which he got some amount of assistance from the government. After four years of hard work, the people of Tousem and Armstrong finally completed the 100km long road in 2016. The road will reach Haflong in Assam, connecting via Tamenglong – Barak River – Azuram – Makhu River – Tousem – Phoklong – Katang Nam -Chari River – Hereilua – Laisong – Mohur.

This road was later aptly named the “People’s Road”. It was a day of greatest joy for the people of Tousem as the chanting brought the biggest change in their lives. This road connects Manipur with Nagaland and Assam along with Tausen village. Which connects them with the outside world and through transportation, things of every small and big need are now able to reach them easily and without any delay. Due to this, it has become easier for them to access health care, education, and other essential services.

Armstrong Pame Achievements
Armstrong Pame has received several awards for his work, including India’s Most Distinguished IAS Officer Award in 2015 and India’s Most Distinguished IAS Officer Award in 2022. Apart from this, Armstrong was also nominated for CNN-IBN Indian of the Year in the public service category in 2012.
