A Good Tax Plan Shouldn’t Penalize Saving
President Trump and Republicans in Congress are considering major tax reforms. They should read this first…

Saving is a root source of economic growth because it provides businesses with the investment funds they need to expand and modernize. Saving also supports personal financial stability, allowing people to cover large or unplanned expenses in the short term while building a comfortable retirement in the long term
However, broad-based income taxation penalizes saving compared with current consumption because the return to saving is taxed but consumption is not. Income taxes therefore encourage people to spend their earnings now, rather than save for future needs. This anti-saving bias is widely recognized, and most countries with income taxes mitigate the problem with special rules for the returns to savings.
Our federal tax code includes, for example, 401(k)s, Individual Retirement Accounts (IRAs), and other vehicles designed to reduce taxes on retirement savings. However, all savings are beneficial, not just retirement savings. Additional savings would allow families to cover health care, education, and other large and sometimes unexpected costs more easily.
If Americans had larger pools of savings, they would be more self-sufficient and less in need of government aid programs.
As a complement to existing retirement savings provisions, the U.K. and Canada created vehicles designed to encourage all types of saving. These are called Individual Savings Accounts (ISAs) in the U.K. and Tax-Free Savings Accounts (TFSAs) in Canada.
The tax treatment of ISAs and TFSAs is similar to that of American Roth IRAs. Individuals deposit after-tax earnings into the accounts, then earnings and qualified withdrawals are tax-free. However, the British and Canadian accounts are much more flexible than Roth IRAs and are far more popular,

Interior Pullman Car.
Beveled mirrors, ornate carvings, and polished brass were the hallmarks of travel in a Pullman parlor car, such as the one depicted here from 1893. First-class passengers enjoyed plush swivel seats and could eat their meals in equaling lavish dining cars. The wealthiest Pennsylvanians owned their own luxuriously appointed private cars.

"Battle is the final objective of armies and man is the fundamental instrument of battle. Nothing can wisely be prescribed in an army--its personnel, organization, discipline and tactics, things which are connected like the fingers of a hand--without exact knowledge of the fundamental instrument, man, and his state of mind, his morale, at the instant of combat..." -Col. Ardant Du Picq, Études Sur Le Combat (Battle Studies), 1870 (at Fort Sumter National Monument)

Shaka Zulu: The Story of a Ruthless Ruler
The Zulu monarch Shaka was a contemporary of the French emperor Napoleon, and has even been dubbed the ‘African Napoleon’ by some. However, apart from their reputation as great military leaders, history has remembered these two men quite differently. On the one hand, Napoleon, despite the wars he waged across Europe, has been considered by some as an enlightened despot. Shaka, on the other hand, has been remembered more negatively as a ruthless and bloodthirsty madman.
