If I had to take an educated guess of why Bob was used, I'd say it's likely that the game internally numbers villagers by order of their birthdays to save devs the trouble of having to compile a unique list by hand. Bob being January 1st makes him first in line.
In New Horizons, if the game can't load an NPC due to their referenced model name being invalid, or for other reasons, the game will instead load a naked, unnamed Bob in their place as a failsafe. This was likely a dummy NPC used for testing reasons.

I’ve also found a program that lets you hack a number of AC games including e+ so I’m gonna mess around with that an hopefully not destroy the universe.
I recently realized Nintendont supports the GBA link cable and wanted to find out something I’d been insanely curious about for several years: Doubutsu No Mori e+ minigames that could be downloaded via link cable.
I still have my old GBA and link cable so I decided to give it a shot, and...I got this error message. I’m honestly surprised I made it to the title screen if it wasn’t going to work. My best guess is that there’s some sort of region lock.
This is one of those projects that I keep telling myself “I’ll get to it eventually” for over a year and it just keeps getting overrun by flowers and money trees making me less inclined to actually work on it.
