I'm presuming you're not gonna be the last oh-so-brave anon to ask about this, so here's my standing answer:
It's shitty writing, I'm on the record grumbling about Riordan forgetting how under-25 age gaps work, and I don't believe Luke was asking in that he was attracted to her.
He was dying, about to face a painful afterlife, probably about to have his name made synonymous with Demigod Traitor for a thousand years, and she was quite possibly the last person on the planet who didn't hate him. I don't think it's an unreasonable thing to for a dying man to ask.
The promise of family, as important as it was to Annabeth, was likely even more important to Luke, considering his own background, and if I'm allowed to headcanon based off of his reaction, her answer that he's like a brother to her was both expected and what he needed to hear.
