India, Russia In Advanced Talks For $1.1 Billion Chopper Deal
India and Russia are in advanced talks to seal a $ 1.1-billion deal for new medium lift helicopters to be used by both the defence and home ministry, with a likelihood of it being inked at an upcoming bilateral summit that will see Russian President Vladimir Putin travelling to the capital in October.
The deal for 48 additional Mi-17 V5 choppers – which currently are the backbone of the air force’s heliborne transport fleet – has been in discussions since 2015, with both the ministries raising a demand for helicopters to be used for a range of missions. These include troop support missions in the mountain regions as well as critical air transport for the fight against Naxal extremism.

L&T, Reliance Officials First Called For Bid Opening, Then Sent Back Sans Explanation

On the eve of the monsoon session, the defence ministry has decided to play it safe, postponing a decision on a warship deal that would have given the winner a Rs 20,000-crore contract under the Make in India initiative.
The commercial bidding process for four amphibious warships to be made in India has been stuck for over a year now after L&T and Reliance Naval & Engineering Limited (RNEL) were shortlisted by the ministry.
In a day of u-turns, top executives of both the companies were summoned to South Block for the opening of commercial bids, which would have decided the winner of the contract. A relatively short notice of a few days was given to the executives to be present for the purpose.

Successful Test Firing Of BrahMos To Validate Service Life Extension
BrahMos, the supersonic cruise missile was successfully test-fired at 1017 hrs today, from the Integrated Test Range (ITR) at Balasore, Odisha. The test-firing conducted from a Mobile Autonomous Launcher was part of service life extension programme for Indian Army under extreme weather condition.
The precision strike missile followed the designated trajectory and the key components functioned perfectly. BrahMos has proved again all-weather capability flying in sea-state 7 with waves as high as 9 meters.
DRDO’s range capability to operate in the most severe weather condition has also been validated at ITR Balasore. Senior Army officials and scientists from DRDO and BrahMos witnessed the trial.

The Chief Minister of Madhya Pradesh, Shivraj Singh Chauhan on Wednesday dedicated to the State of MP, NTPC’s 250 MW Solar Power Plant in Suwasra, District Mandsaur of Madhya Pradesh.
This project has been set up by NTPC at an investment of approx. Rs 1500 Cr mainly on non-agricultural land and Generation of Electricity have been achieved without affecting the natural eco-system with zero carbon emission.
Under the Make in India Initiative this is one of the biggest solar plant developed using domestically manufactured Solar Cells and Modules.
The Project has been commissioned in June 2017 and generated Electricity is getting dispatched for consumption in MP, the sole beneficiary.

India’s Navy Has A Problem: An Aircraft Carrier Shortage
On July 9th, the trade publication IHS Jane’s reported that India will no longer commission its second indigenous aircraft carrier (IAC-2) in the 2030-2032 timeframe as it was previously scheduled to do.
According to the report, the delay is “due to steadily declining budgets, technological hurdles, and, above all, enduring delays by the Ministry of Defence (MoD) in approving the program.”
Similarly, the local media outlet, Rediff News, reported on the same day that owing to declining budgets “national security planners are reluctant to green light crucial power projection platforms, notably India’s second indigenous aircraft carrier (IAC-2), which should have already been under construction to join the fleet by about 2030.”

Two prototypes of the system, developed by DRDO’s Dehradun-based Instruments Research and Development Establishment, were deployed in Ladakh for trials for over a year, sources said. Following requisite modifications and upgrading, the DRDO now wants it operationalised.
“Since DRDO is not a production agency, we are looking at transferring the technology to interested parties, both in private and public sector that can manufacture the system,” a senior DRDO scientist said. “We are willing to engage up to three firms for the project,” he added.

L&T Defence Strengthens Composites Manufacturing Infrastructure Towards Production Of BRAHMOS Missile Subsystems
L&T Defence, the defence arm of engineering, technology and construction major Larsen & Toubro (L&T), today announced the inauguration of a new production line for BRAHMOS Transport Launch Canister (TLC) at Ranoli, near Vadodara to cater to the serial production requirements of BRAHMOS Supersonic Cruise Missile System.
Dr. Sudhir K Mishra, DS & Director General (BrahMos) and CEO & MD, BrahMos Aerospace inaugurated the second production line in the state of Gujarat to manufacture canisters designed for storage, transportation and launch of BRAHMOS missiles. The canister for a missile serves a dual function that provides a container for storage cum transport and launch.
BRAHMOS Missile System, which was successfully test-fired recently, is integrated with L&T manufactured Composite Airframes and two different versions of Transport Launch Canister (TLC). L&T Defence has successfully completed the realisation of the Composite Airframes for the BRAHMOS Missile.

Boeing is well placed in the race to supply the with 110 fighter jets, Gene Cunningham, vice president of global defense sales, told Bloomberg News on Sunday on the sidelines of a security forum in Singapore. The company is a finalist in a separate competition to supply the with 57 fighter jets.
“We have gotten to know Indian industry, understand the Indian process,” Cunningham said. The tender for 110 combat aircraft mandates building at least 85 per cent of the order locally. The deal is likely to be at least $15 billion.
Boeing said in April that it would partner with state-run Ltd. and Ltd. to manufacture the F/A-18 Super Hornet in India at a new facility, which can also be used for other requirements. Other companies in the running include Lockheed Martin Corp., and BAE Systems Plc.

With prime minister Modi’s Make in India program promising better services and goods manufactured in the country, the defence ministry is debating using it over foreign services for their submarines.
Officials remain undecided on whether to send two Indian Navy Kilo-class submarines for service life extension and medium refit to original manufacturer Russia or get it done in India under the ‘Make in India’ program.
The Rs 2,400-crore project will increase the lifespan of the super quiet conventional submarines by 10 years. If the project is awarded to an Indian shipyard, it will bring a windfall in terms of technology and skill to the country.

Russian Helicopters Overhauled 6 Helicopters Of The Indian Border Security Force
Russian Helicopters Holding Company (part of Rostec State Corporation) said on Wednesday that it has delivered six Mi-17-1V helicopters to the Border Security Force of the Republic of India.
The helicopters were overhauled at Novosibirsk Aircraft Repair Plant (NARP).
“NARP performs activities associated with the repair and overhaul of Mi-8/17 type helicopters for the whole range of foreign operators, however, the contract with the Border Security Force has been implemented for the first time.
During the acceptance the customer’s delegation got familiarized with the results of performed activities and technologies applied at the enterprise,” stated Igor Chechikov, Deputy Director General for After-Sales Support Services of Russian Helicopters Holding Company.
He added that the plant has been highly praised by the Indian military specialists and now further cooperation is being discussed.”

Saudi ARAMCO And ADNOC Sign MoU For Greenfield Ratnagiri Refinery Cum Petchem Project
Saudi Aramco and ADNOC on Monday signed an MoU today to jointly develop and build an integrated refinery and petrochemicals complex at Ratnagiri in Maharashtra.
The project will be implemented by Ratnagiri Refinery & Petrochemicals Ltd. (RRPCL). The MoU was signed between Saudi Aramco President and CEO, Amin H. Nasser and Dr. Sultan Ahmed Al Jaber, UAE Minister of State & ADNOC Group CEO.
The signing was witnessed by Sheikh Abdullah bin Zayed bin Sultan Al Nahyan, UAE Minister of Foreign Affairs and International Cooperation, who is on an official visit to India, and Dharmendra Pradhan, Minister of Petroleum and Natural Gas & Skill Development & Entrepreneurship, Government of India.
“The investment by Saudi ARAMCO and ADNOC in the $ 44 billion project will be the highest ever overseas investment in the Indian refining sector. The significance, however, goes much beyond FDI,” minister a Pradhan said.
“It is a strategic partnership between India, Saudi Arabia and the UAE which is symbolised by the MoU. The strategic partnership brings together crude supply, resources, technologies, experience and expertise of these multiple oil companies with an established commercial presence around the world,” Pradhan said.

IndiGo’s Direct Flights From Lucknow To Goa, Pune; Check Other Initiative
Budget carrier IndiGo today added new destinations on its route chart by announcing the launch of direct flights from Lucknow to Goa and Pune from July onwards. Flyers will now be able to avail daily flight between Lucknow to Goa and Lucknow to Pune. According the airline’s statement, IndiGo’s average daily departures will now be 25 flights out of Lucknow to 13 destinations with introduction of its services on these two sectors.
Further, the statement said the introduction of these flights will strengthen the airline’s operations, and will provide enhanced connectivity between Lucknow and other key cities with all-inclusive fares starting from Rs 3,999.
According to a Time of India report, Indigo is set to begin flight services from Surat in the month of August. The budget airline has reportedly submitted an application to the Airports Authority of India (AAI) for space allotment at Surat airport in this regard, besides starting the recruitment of ground staff to handle flight operations.
