Personality Fiora has a serious, forthright demeanor that speaks to her professionalism as a hired lance. Most of her life was spent either caring for her sisters or training and working to support them, so she’s never had the luxury of distinguishing between work and leisure--she’s always on duty, one way or another. As a Pegasus Knight of the First Rank, she feels obliged to conduct herself in a way that speaks well of Ilia. This despite the fact that the Pegasus Knights are not an actual chivalrous order and have no strict codes. Her compulsion to prove herself makes it hard for her delegate effectively and can lead to lapses in judgment. She commands by example and prowess of arms, rather than by leadership. That said, she is highly protective of those she believes to be in her charge and can be harsh on herself when she feels she’s let them down.

Design Notes I decided to go with Fiora for my first attempt at OVA stat-ing for a few reasons: she’s probably my all-time favorite Fire Emblem character; she’s mechanically simple; and she has an interesting, if often overlooked fluff aspect to her: she’s best known as a Pegasus Knight Captain, but has a personality that’s quite ill suited to it, if you think about it. In terms of mechanics, I wanted to play up her reliability in combat. Fiora doesn’t stand out among the FE7 peg knights, but is generally considered a solid choice (especially since Farina is absurdly expensive to recruit). If anything, she stands out for her high resistance. So in rendering her for OVA, I’ve opted to give her options to hit reliably, if not especially hard; and to be resistant to magic, but otherwise not too tough. To fight effectively, she makes use of her companion’s superior mobility. I decided to give Fiora an obsession rather than a code of conduct, as it’s clear that Pegasus Knights are bound more by professionalism than a chivalrous code. Fiora’s conduct is more a result of the chip on her shoulder than anything else. Beyond that, her weaknesses stem mainly from the unfortunate social position that Ilians are born into.
