I think Varus might've loved Arminius in his own way, at least he couldn't have helped getting attached to the boy during all those years he's been raising him and putting efforts into his education. Arminius worked hard on meeting all his expectations and I believe Varus should've been proud of him because his diligence and determination are damn worth appreciation!

Arminius did his best to be a good son. A grain of Varus's approval ment the world to him. The thought he might've been just an instrument in his hands breaks my heart.
