"can modify rules to fit" and "is responsible for fixing broken things" are not the synonymous statements you're making them to be. There is a deeper issue with d&d fandom that makes it difficult to talk about it with anything but aplomb and that's a different problem. That's actually just a modern fandom problem. But that's it's own discussion.
"rule zero" is about adaptability. It's the designers going 'we didn't build a universal system so do you" it's giving you the right to mod. It's also not new Or unique to this generation of WOTC games. Homebrew is a time tested part of the hobby and rules modifications is the gateway to that.
5e and 5r are flawed in design. I'm not arguing that. But I don't see the house rules addendum as being cause or effect. I don't fully agree with op or anyone who makes the arguments they're talking about. I think ultimately the pros and cons of modern WOTC games require a nuisanced discussion that doesn't involve looking for the smoking gun as to what the problem is. There's a systemic issue with d&d today. The game and the fandom.
As for burnout. I personally think it's because of the expectation of frequency both from the players and the dm themselves. All d&d media is selling you on a 5hr game weekly and as a DM I feel pressured to provide and if I do I get burnout because of exhaustion and if I don't I get burnout bc of shame.
"The GM is the ultimate arbiter of the rules and can modify rules at will to suit their table" is a useful principle to have in mind and apply to your table on a personal basis, but it getting informally codified by the D&D community as the maxim of "Rule 0" has been a complete disaster for anyone who wants to publicly engage with tabletop rpgs on a game design level. No other single concept has been as destructive as it to the very existence of tabletop game design discussion.

a lot of cis gays are transphobic. A lot of gay men are terrible misogynistic. All sorts of queer people can be anti sex and sex work or just generally be morally prudish. Trans people hate on enbee or fluid folx.
Do the work. You don't get a pass for having a flag
Many lgbt teenagers and young adults growing up on the internet today have socially conservative beliefs that they voice at all times that they got from their conservative parents which they’ve never challenged because they think the life experience of being gay or trans makes them politically progressive

to be fair "demons run" is a poem someone else wrote about the doctor (but actually it's about Rory shhhh) Not a claim he made himself. Literally later in that episode he point blank says "I'm not a good man. Good men don't need rules. Would you like to know why I have so many?"
And actually in fact none of those lines are attributed to "kind character who snaps" but more. "Character who is trying to be good fails"

the ‘kind character snapping’ trope has been co-opted by too many people who don’t understand it fundamentally. you can’t have your character actively think of themselves as that kind of person bc that makes it like bragging. ‘you wouldn’t like me when i’m angry 😡’ ’no more mister nice guy 😈’ ’demons run when a good man goes to war 👿’ ’honestly i scare myself sometimes 😰’ WROOOOOONG. those are all threats. first off a truly kind character should be humble and not even consider kindness a thing of theirs. and second off please. if they’re truly gentle they should be ashamed of the very thought of their own wrath and not like openly talk about it. yeah i bet they do scare themselves and others when they finally get pushed too far but like don’t have them say or consciously think that without shame… it should be like a tragic thing that happens to them against their will and not like an alter ego they’ve been gleefully looking for an excuse to slip into

it's kind of sad that we don't really do custom ringtones anymore. most people just stick with the default list that comes with your phone, if they change it at all. if they're even aware they can change it at all. like yeah, people letting their phones ring in public is obnoxious, but wouldn't it be a little less obnoxious if it was something funny? or personal? people used to change the text tone of every contact so every time they got a text they knew who it was just from the sound. isn't that sweet? isn't that nice? don't you miss it? don't you want to scream when you hear that stupid apple pa-Ting!??? we could have a chorus of awoogas and clips of people's favorite songs and recordings saying '(blank) IS CALLING, WARNING, (blank) IS CALLING' and all things considered i would prefer that over pa-Ting!, pa-Ting!, pa-Ting!, whistle whistle, pa-Ting!
anyway im going to change my ringtone to the oldschool skype call sound and nobody will ever hear it because my phone is always on silent but i'll know. i'll know

It's almost certainly an executive decision. Disney sanitizing art to try and sell it to more people isn't a new policy for that baseball show.
Plus if Aulani (the Disney resort on Oahu) was announced in 2007 who knows how long the talks had been happening and it's hard to sell vacation packages to Hawaii when you're main character in your movie about Hawaii says "fuck haoles"
