“I’m no Crusader Rabbit about this,” Biden said. “I want to be in the U.S. Senate next year.” Show what about truth? “The reason we have avoided the blunt truth is that we have felt that if we told the truth, we would alienate some portion of the people and not get elected,” he said. Biden pledged not to do that. He said that the secret of George Wallace’s success in the recent Florida presidential primary was no secret at all. “He has hit on the populist theme,” Biden said. “He is going around saying things part of which people know are true but the other politicians aren’t talking about.”

Joe Biden Ambition
In 1970, he was put on the committee to revamp the County Democratic Party. When making statements about his concern, he said he was only 27 so this would not impact him, but might in 15 years. In less than a year, he announced his candidacy because he would, in fact, be old enough to run (just barely). “Everybody’s opposed to public housing - no one wants it in their backyard, but dammit if you have a moral obligation to provide, provide it - but spread the load around.”  The newspaper goes on to explain, “He would like to see scattered site housing units of 25 to 30 units all around the county, with each complex having a full-time live-in director.”  [Source]

Joe Biden and Housing 1: The Homestead Revitalization
Joe Biden is accredited with supporting housing for low income folks throughout his career. His a recent article that says it.
 He sponsored a homesteading act that gave away houses to people in “urban” (black) neighborhoods if they would, for the most part, pay for all the labor or do all of the work to restore it. This was to improve the neighborhood, but according to a NYT article in 1973 it would be prohibitively expensive for anyone poor (black) to do this work. The goal was “urban revitalization.”  
In Wilmington, over several years, only 28 properties were involved in this with over 400 applicants. Unlike some efforts that are grassroots, this was run by the city and applicants had to prove, amongst other things, their financial and credit history. Financing options involved loans and properties were in primary black neighborhoods. [Source]
