Dio dresses like a banana stripper just because Jonathan's ghost is following him around at all times and the minute he was able to get new clothes he asked the tailor to "make him the worst outfit possible" "say no more" just to spite him. That's why his dick is out. Except it backfired and the look grew on him and now he actually thinks its high fashion. Jonathan is tired.
