Is post-COVID-19 retail future more online, pickup and showrooms?
KINGSPORT — Based on predictions nationally and by some local shoppers, online sales will continue at current or even higher levels as the COVID-19 pandemic wanes.
Another trend both groups predicted for in-person retail is a move toward something akin to catalog showrooms. Recall the days of Service Merchandise and Brendle’s?
And those social distancing floor markers at current retailers are here to stay and will become part of the flooring, a retail futurist says.
“I actually think more people are going to shift to online, especially people who work and have kids,” Judy Bowery of Hawkins County said.
A bargain-hunting shopper who still does in-person shopping, Bowery said that folks with young children will continue or expand the trend of curbside pickup for groceries.
Bowery said her brother’s daughter, who has four children, does Walmart curbside pickup of groceries to save money by just getting what is on the list and not having the kids add items to the grocery buggy.
Pam Shipley of Kingsport said she still shops in person but now goes early and gets out quickly.
“I got to the store early in the morning. I go early and get out,” Shipley said.
For larger appliances, she said most trips to buy result in having something shipped from a warehouse a few days or weeks later.
At the other end of the spectrum, Bowery said older people also are going and staying online for many goods.
“They’re still afraid. Is this going to start again? It a new strain going to come in,” Bowery said of their concerns.

In another NRF Show session, former PepsiCo CEO and Chairman Indra Nooyi presented an optimistic view of post-pandemic retailing.
“Consumers are dying for interaction,” Nooyi said in the Longo article when asked about when consumers will start returning to brick-and-mortar stores en masse.
“People are longing for togetherness, to shake hands, hug, high-five. Once we all get vaccinated, there will be a huge rejuvenation of retail, travel, food service, theaters, concerts. It’s going to happen, and technology will enable more things to happen in those places, but it will not replace them.”
Nooyi also said the consumer packaged goods companies must “double-down on healthier eating and protecting the environment.”
WHAT WILL FUTURE RETAIL LOOK LIKE IN STORES? Blake Morgan, a senior contributor to Forbes.com, a customer experience futurist, author and keynote speaker, has predictions about post-COVID-19 retail.
They include the expanding and making permanent built-in distancing in store floors; and doing product placement for speed instead of encouraging people to go deeper into a store and browse.
“Many Target stores have already shifted to this (revamped product placement) model with two entrances: one for quick grab-and-go items and the other entrance and side of the store for browsable items and a more leisurely shopping experience,” Morgan wrote.
Others are using calming colors, including shades of blue and green with soft lighting; and having autonomous stores.
“The Amazon Go model of cashier-less shopping got a boost due to the pandemic, and more stores are likely to implement the technology in the future,” Morgan wrote.
“Employees only have to touch items a customer intends to purchase and do not have “to interact with traditional high-touch areas like card readers and checkout lines.”
Other predictions are more built-in drive-throughs, smaller stores, filtration and HVAC system improvements, having more outdoor space such as walking malls and more showrooms.
“Retailers will follow the lead of Ikea with separate showrooms that allow customers to see the products in a space before picking out exactly what they need or ordering it online. Showrooms bridge the gap between physical and e-commerce shopping,” he said.
The last prediction is more and better physical barriers.
“Stores will find creative ways to build physical barriers between people without hurting the personal contact and service that happens in stores,” Morgan said.
WHAT’S THE BIG PICTURE?At the 100,000-foot level, a Jan. 21 article by Don Longo, editorial director of Convenience Store News, quoted Deloitte Chief Global Economist Ira Kalish’s remarks during a session at this year’s completely virtual National Retail Federation (NRF) trade show.
Kalish told the online audience that 2020 was a “year like no other. We saw the sharpest decline ever in real GDP (Gross Domestic Product) in the second quarter, followed by the sharpest increase in GDP in the third quarter.”
Deloitte, in its recently released 2021 Retail Industry Outlook: The New Rules of Retail, highlights five priority areas where rules need to be rewritten. Deloitte:
1. Projects substantial U.S. GDP growth in the second half of 2021 as vaccine deployment becomes widespread. However, GDP will not likely return to the pre-COVID-19 (Q1 2019) level until early 2022.
2. Found most retailers expect and will have a digital engagement increase throughout 2021 and many plan major e-commerce, contactless capabilities and store technology upgrades.
3. Found eight out of 10 retailers expect moderate to major supply chain investments in 2021.
4. Found most retail executives plan to make moderate to large investments in health and safety in 2021, with three-quarters investing in sanitation and barriers, while one-third plan to invest in employee testing capabilities.
5. Says COVID-19 created a unique opportunity for retailers to rebalance cost structures. New rules of profitability will enable retailers to explore alternative ways of engaging consumers.

The Origin Project honored for inspiring students
A transformative educational experience with roots in Big Stone Gap is drawing statewide attention in Virginia for helping students express their inner voices.
The Origin Project was one of five 2021 Dominion Energy ArtStars honored during the Jan. 26 Virginia Commission for the Arts’ Art Works virtual conference. Each of the organizations received a $10,000 grant to support its winning arts or cultural education program.
Founded in 2012 by Big Stone Gap native and best-selling author Adriana Trigiani and educational advocate Nancy Bolmeier Fisher, TOP develops and encourages writing and other artistic self-expression to support the students in Southwest Virginia (and beyond) in their academic and professional endeavors. It was launched in Big Stone Gap with a group of 40 ninth-graders. As word spread, teachers and administrators across Virginia lobbied to participate. Over the years, the program has expanded to serve up to 2,000 children in suburban Prince William County, urban Richmond, and the coastal Hampton Roads region — all while continuing to grow TOP’s roots to serve even more students in Southwest Virginia.
“Receiving the ArtStars award from Dominion Energy is a great honor. We are particularly grateful for their continued support since we were fortunate to have received the ArtStars award two years ago,” Fisher said. “The generous financial gift that accompanies the award is vital to help us sustain and grow our programs.”

TOP works with teachers to help students across the commonwealth express their inner voices through the art of writing about their origins. Participants vary in race, gender, academic ability, disability, and family composition: the stories of their young lives are unique. TOP galvanizes the students’ curiosity about, and respect for, each other through in-school programming, author visits, and cultural excursions, culminating with the annual publication of an anthology of the students’ work.
This year, programming transitioned to virtual experiences due to the COVID-19 pandemic, and the ArtStars grant will support TOP’s efforts to continue to provide the programming in today’s virtual world. This year’s anthology of student works, set to be published in May, will focus on student reflections of the time they’ve spent sheltering with their families, and stories that embrace the “silver linings” they have all enjoyed as the weeks and months unfolded.
“The recognition is welcome especially this year to help remind our communities that The Origin Project students were busy writing and chronicling the events of this unprecedented year,” Fisher said, adding that “The Origin Project Book Seven” is headed to the publisher soon, “and will be full of poignant remembrances of a year our teachers, students and their families will never forget.”

“These organizations show ways the creative spirit continues to thrive — whether through outdoor, virtual or digital programming,” said Hunter Applewhite, president of the Dominion Energy Charitable Foundation.
Everyone involved with TOP believes when students are empowered to express themselves creatively, when they feel that their experiences are important, and their individualized stories have value, they are better equipped to use their voices to achieve the goals they embrace for themselves and their communities.

Plan outlines possible future of parks and recreation in Kingsport
KINGSPORT — For the first time, the Kingsport Parks and Recreation Department has a master plan.
But why should we care?
Because the master plan is essentially a 125-page roadmap for how parks and recreation could develop over the next 15 years. The document features multiple recommendations, including what areas of town need new parks and walkways, the types of programs that could be offered, and ways to improve operations and partnerships with businesses and other facilities.
“It’s been proven over and over again that any property associated next to a greenbelt, a park, or served by a program facility ... the value is always increased from that effort,” said Kevin Guenther, a landscape architect with Ragan-Smith Associates Inc., the Tennessee-based consulting firm that created the master plan for Kingsport. “I think you have a chance to market and brand Kingsport as an outdoor recreation venue, where resources, history and the downtown are all highlighted as unique, so people come back and experience and invest in.”
BACKGROUND INFORMATION
Kingsport has been working with Ragan-Smith on its first-ever master plan since October 2019, reviewing all of the city’s parks, athletic programs and associated facilities. The consultants also met with city staff, dozens of local stakeholders, nonprofits and other community members to hear what parks and recreation mean to them.
Finally, an online public survey was conducted to gauge what average citizens would like to see take place in the future.
According to Kitty Frazier, the manager of the Parks and Recreation Department, more than 600 people participated in the survey, presenting a good cross section of the people who live in our community.
“We saw a true desire and great interest from our community to have parks, open spaces and nature-based areas and how important it was to them,” Frazier said. “Through COVID, it was just reinforced and (the survey) brought to light how valuable and important parks are to the folks in our town.”
Some of the findings from the survey:
• 83% of respondents said the city facilities do a good to excellent job of meeting their needs.
• 78% of respondents said the facilities are in good to excellent condition.
• Respondents say the highest needs within the city are more bike trails, walking trails, nature areas, playgrounds and an outdoor venue.
• Programs for adult and youth fitness, on nature, youth sports and summer camp programs also scored high on the survey.
“We needed to know what the community wanted and where their needs were in order to plan for the future,” Frazier said.
KEY FINDINGS OF THE PLAN
During a recent Board of Mayor and Aldermen meeting, Guenther presented an overview of the master plan to city leaders along with suggestions on implementation and priorities. A consistent theme of the plan is about outdoor recreation, trails, greenways and parks, Guenther said.
According to the master plan, the consultants identified four areas with service gaps for parks and recreation facilities: Lynn Garden, Cooks Valley, Colonial Heights and Rock Springs. The plan states:
• The Lynn View Community Center provides great opportunities to expand facilities and programs but is undeveloped.
• Cooks Valley could benefit from more neighborhood parks.
• Colonial Heights is close to Warriors Path State Park but lacks neighborhood parks.
• Rock Springs has a need for small parks easily accessed by neighborhood residents.
“Every community has service gaps and we’re not saying you’ve done a poor job of providing opportunities,” Guenther said.
THE BIG IDEAS
The master plan lays out 12 big ideas, broken into four categories: facilities, programs, staff and operations, and partnerships.
• Facilities: Continue Greenbelt and walking path expansions and connections; connect recreation to the Holston River and downtown; develop neighborhood parks on the north, east and south ends of town.
• Programs: Provide more nature-based and educational programs, keep athletic tournaments and programs strong, and develop more public space for community events.
• Staff and operations: Consolidate staff at certain facilities, increase budgets for maintenance, and create a volunteer and partnership training program.
• Partnerships: Continue partnerships with the YMCA, Bays Mountain, Warriors Path and others to meet local and regional needs, consolidate maintenance between city departments for some city parks and strengthen support from the business and development community.
“We know it’s going to take time. We know you’re going have to prioritize and be flexible with these ideas. But if you don’t start planning now, 15 years down the road you’ll be where you are now,” Guenther said.

The global debate over how to govern Big Tech has intensified after Twitter, Facebook, Alphabet and Amazon de-platformed former US President Donald Trump and some of his supporters in the wake of the mob raid on the US Capitol on 6 January. Clearly, transnational technology platforms not only influence politics and markets through actions of users they don’t control, but directly wield political power themselves. Human society has yet to completely adjust to these new power centres of the Information Age, and all states—from autocracies to liberal democracies—are in their own ways contending with the challenges of how to limit, constrain, regulate and harness them.
The challenge for liberal democracies is particularly acute because Big Tech platforms affect cognition. By controlling the content and flow of information, they—and their users—can shape what people think, believe and do. Many business models rely on tripping the instinctive fast brain, causing people to jump from issue to issue, and reducing their ability to pause, reflect and apply their reasoning mind. The edifice of liberal democracy—and free markets—relies on the belief that humans are capable of reason, and make rational decisions after weighing pros and cons. What we are increasingly discovering is that we are not quite the rational decision-makers we believed we are, and are far more likely to be swayed by ���what other people think’. This is true for personal decisions, as also for political and economic ones. And this loophole in human cognition is being exploited by political parties, religious organizations, firms and, of course, by Big Tech. It also raises a philosophical question: If people do not make rational decisions, what good are liberal democracy and free markets?
Breaking up Facebook Inc., for instance, might reduce the political power of the company and its owners, and perhaps temporarily slow down the spread of hate and bigotry. It is unclear if these benefits can justify the destruction of global public value that breaking up such a company entails.
There is possibly a better approach. The political power of technology platforms comes from their “narrative power" more than their market power; from mindshare more than market share. It is this power that liberal democracies must check and will be justified in targeting. Facebook, Twitter and YouTube are considered ‘platforms’ because they do not exercise editorial control over what is published. Yet, they do control what users see, albeit employing algorithms that they exclusively control. This is the source of their narrative power, and this is what public policy must focus on.
On way to do this, as my colleague Mihir Mahajan proposes, is to require technology platforms to enable algorithmic competition. For instance, users on social media platforms should be able to choose how they want to order their feeds. Facebook gives you no choice today. Twitter allows you an unfiltered reverse chronological feed or one generated by its proprietary algorithm. Mandating algorithmic competition would require them to open up their platforms to third-party algorithm providers, who are, in turn, subject to transparency and disclosure requirements. All platforms that cross a certain threshold of active users, could be mandated by law to open up to such competition.
In a similar vein, Francis Fukuyama, Barak Richman and Ashish Goel call for a middleware solution: “A competitive layer of new companies with transparent algorithms would step in and take over the editorial gateway functions currently filled by dominant technology platforms whose algorithms are opaque." Another colleague of mine, Saurabh Chandra believes that a simpler approach would be for making it mandatory for platforms to open their application programming interfaces (APIs) for access by third-party clients, which could then offer competing filtration algorithms. The approaches differ in complexity and detail, but what is common to them is a clear understanding that the problem is political, not economic, and the way to tackle it is to use competition to limit narrative power, not market power. They offer us grounds to expect that we can use liberal democratic methods to safeguard liberal democracy in the Information Age.

Do not let jab hesitancy flatten our vaccination curve
The complexity of human behaviour has sadly not got the policy-level attention it so richly deserves
Traditionally, it takes 5-10 years to develop a new vaccine, build its manufacturing and supply-chain facilities, and set up the infrastructure for facilitating the vaccination process. As far as the covid vaccine is concerned, all this was achieved in less than a year, an example of extremely efficient all-round management. But one problem is undoing this good work—vaccination hesitancy. A large number of people are hesitant to get inoculated.
This initial hesitation has been among health workers in India. Hesitancy levels are expected to be higher once everyone else is expected to walk in for vaccination. If this is the level of difficulty getting people to take their first vaccine shot, it will only become tougher when it comes to the second dose. As the number of covid cases and death rates decline, the fear of the pandemic will further subside. It will then become even more difficult to achieve the government’s target of 300 million people vaccinated by August, if the uptake remains at its current rate.

It is not that the people are not aware of the vaccine or its benefits. In an October 2020 survey of 15 countries by Ipsos, Indians were the most likely to say they were ready to take a covid vaccine once available. The survey showed that 88% of Indians said they were ready, compared with 65% of Americans. So, despite high levels of awareness and even the right intentions, many people are not willing to behave in a manner that could be life-saving.
It was the same story even at the beginning of the covid pandemic. Normally, it takes years to unravel the contours of a virus that causes a pandemic. But in the case of covid, the virus responsible for the illness was unravelled in a matter of weeks. Immediately, epidemiologists told everyone what to do to protect oneself from the virus—wear masks, maintain social distance , wash hands often. But across the world, despite all awareness campaigns, a large number of people did not fully follow or adopt these simple behaviours. Why is it that we are able to develop a vaccine in record time to deal with a deadly virus, but are clueless on how to get people to adopt simple and life-saving modes of behaviour?
The minds of policymakers seem to have a hierarchy of the problems they face. As the covid pandemic broke out, issues like unravelling the virus, developing a vaccine, setting up a supply chain for it, etc, were considered the toughest nuts to crack. So, the highest priority was given to those issues. Human behaviour issues like understanding barriers to vaccination and developing appropriate antidotes for it were low- priority matters for policymakers.
Many policymakers think managing human behaviour is a simple and straight-forward affair that does not need much focus. Many of them are oblivious to the humongous failures on that front. We use the best engineering knowledge to build good-quality roads, but do not know how to get people to drive safely on those roads. We discover new medicines to tackle many a life-threatening disease, but have still not developed an effective technique to get people to take those medications on a regular basis. The failure to effectively manage human behaviour is at the heart of many problems around the world. The world has made tremendous progress on many fronts. But we still haven’t figured out how to effectively manage human behaviour.
Since human behaviour management is considered a low-priority area, most policymakers do not feel the need to acquire any new knowledge on the subject. The seriousness of the pandemic and the need for immediate solutions motivated pharmaceutical companies to try out various new technologies, like the mRNA method, to develop an effective vaccine. On the other hand, when it came to dealing with vaccine hesitancy, our solutions were still based on the age-old belief that humans are rational beings. Bland messages like “Vaccines enabled India to win the battle against polio and smallpox" and “Take your shot, defeat Covid-19" are all we have to motivate large numbers of people to take their vaccination shots.
To solve the most significant problems in the world, managing behaviourial components of that problem should be given the highest priority. For that, we should accept the complexity of human behaviour. One should admit that understanding the working of billions of neurons and trillions of connections in the brain is far more complex than unravelling the contours of a disease-causing virus. Once we accept this complexity, our willingness to accept new knowledge on human behaviour will dramatically go up.
In the last couple of decades, lots of new knowledge about human behaviour has come from fields such as neuroscience and behavioural economics. It is unfortunate that even the best human resources management institutes in the country do not offer any courses on these new developments in human behaviour. This knowledge stagnancy needs to change.
The covid pandemic has reiterated a truth: that the world has a long way to go before we figure out how we can motivate humans to adopt even simple behaviours. How many more technological innovations would go waste before we realize that our traditional understanding of human behaviour is inadequate? How many more lives would be lost before we realize that human behaviour is the most important factor in all problem management?

RMS principal appointed to Hawkins County Commission
ROGERSVILLE — Rogersville Middle School Principal Jason Roach is about to get an education on Hawkins County government after being appointed Monday to fill the District 5 vacancy created by the October resignation of John Metz.
The two nominees on the November County Commission agenda to fill the seat were former Commissioner Mark Linkous, who relinquished his seat in 2018 to run for mayor, and Roach, who previously served as Mooresburg Elementary School principal before being named RMS principal last year.
The November vote was tied 10-10, and with the December commission meeting being canceled due to a spike in COVID-19 cases, the District 5 seat was back on the agenda for Monday’s meeting, during which Roach was elected 12-8.
Four commissioners changed their vote from the November meeting, including Syble Vaughan-Trent, Charles Housewright and Jeff Barrett, who switched from Linkous to Roach. Commissioner Larry Clonce changed his vote from Roach to Linkous.
When asked Tuesday by the Times News why they changed their vote from Linkous to Roach, Trent and Housewright both replied, “No comment.”
Barrett told the Times News on Tuesday that after the tie vote in November he contacted several citizens throughout Hawkins County for input.
“Each contact that I made was in favor of Mr. Roach over Mr. Linkous,” Barrett said. “It was this feedback that led to my decision to change my vote.”
Roach was sworn in by County Clerk Nancy Davis and served the remainder of Monday’s nearly three-hour commission meeting.
Committees approved with one caveat Only five of the commission’s 15 committees are required by state law to be approved by the commission, including Audit, Beer Board, Environmental, Ethics, and Delinquent Tax. Commission Chairman Rick Brewer’s appointments to those five committees were approved Monday 20-1.
All 15 committees were appointed by Brewer, but the other 10 don’t require commission approval. That list includes the most active committees such as Budget/Personnel, Public Buildings, Education, Public Safety, and Parks. The list of all appointees can be seen in the photo gallery section of the online version of this article at www.times news.net.
An amendment introduced by Commissioner Valarie Goins stated that all 15 committees will expire Aug. 31, 2021, to coincide with the expiration and/or reappointment of the commission chairman seat. That amendment was approved 17-4.
Two of four Industrial Board vacancies filled The commission Monday approved the appointment of Church Hill City Recorder Josh Russell and Rogersville attorney Amy Skelton to fill two of what had been three vacancies on the Hawkins County Industrial Development Board. The commission’s Industrial Committee previously approved the nomination of Scott Rutledge to fill a third vacancy, but he later declined.
On Jan. 6, longtime IDB member Danny Cockreham passed away at the age of 82. As a result, there are currently two vacancies on the IDB.
On Monday, the commission also approved the reappointment of Susan Armstrong. The terms of Armstrong, Russell and Skelton will expire Aug. 31, 2026.
One of two vacancies on the E-911 board filled Andy Stump, who was a member of the Public Safety Committee’s advisory board for a solution to the county’s failing emergency radio system, was approved to fill the “county citizen” representative seat on the Hawkins County E-911 Board that was vacated earlier this month by the death of Lawrence Wheeler.
A second seat on that board remains vacant, however, after the commission voted not to appoint Hawkins County Emergency Management Agency Director Jamie Miller to another “county citizen” position.
Commissioner Mike Herrell, who chairs the E-911 Board, told the commission Monday he feels sitting on that board would take time away from Miller’s efforts to replace the county’s emergency radio system.
Veterans services officer appointment tabled The commission approved Goins’ motion to table appointment of a veterans services officer for one month to give other applicants an opportunity to submit resumes to commissioners.
Commissioner Larry Clonce had submitted a resolution seeking to appoint retired Staff Sgt. Jason Mooneyham to the position at an annual salary of $38,290, which is the salary previous VSO Danny Breeding was making after 12 years in the position.
The county salary scale calls for that position to start at $33,000, and some commissioners expressed concern that making an exception for one would create an avalanche of other employees seeking exceptions as well.
Herrell nominated Doug Cook for the position.
Before a vote could be taken however, Goins noted she had received two applications by email, and she believes the commission should look at all candidates in order to choose the best possible VSO. The motion to table was approved 15-6.
Appointments reported by County Attorney Jim Phillips Rogersville attorney James Point from the law firm of Point and Keaton was reappointed Hawkins County delinquent tax attorney for a term ending Aug. 30, 2021.
Robbie Drinnon was reappointed to the Mooresburg Utility District board of directors for a term ending Dec. 31, 2024.
Glen Matthews was reappointed to the Lakeview Utility District board of directors for a term ending Dec. 9, 2024.
Lynn Norris was reappointed to the Surgoinsville Utility District board of directors for a term ending Feb. 20, 2025.
Tommy Young was reappointed to the Hawkins County Utility District board of directors for a term ending Jan. 31, 2025.
Lynn Parker was reappointed to the First Utility District board of directors to a term ending Feb. 21, 2025.

Survey: 'Regional hunger' to get COVID-19 vaccine exists
A “regional hunger” to get the COVID-19 vaccine exists, according to a survey done by the Smarty Pants research and consulting firm for the Region AHEAD group of business leaders.
Two out of three survey respondents said they want the vaccine as soon as possible.
The survey pointed out Region AHEAD should target its pro-vaccine messaging to those in a wait-and-see mode or those who are undecided about getting the vaccine.
About 770 people in Northeast Tennessee and Southwest Virginia participated in the survey.
Survey details
The survey was conducted across 22 counties in Northeast Tennessee and Southwest Virginia. A quarter of the respondents were in the 55-64 age group. Those 65 or older are either “all in” or “all out” about the vaccine. Seventy percent of the respondents were women, while 90% were white. Thirty-eight percent had a bachelor’s degree. Young people were three times more likely to hold out getting a vaccine because of trust issues. Only 45% felt COVID-19 information was “spot on.” About 1040 respondents initially started the survey, but 33% of those already had begun being vaccinated. Eighty six percent of the respondents were Tennesseans.
“We created a short survey that took on average six, seven, eight minutes to do,” said Smarty Pants Chief Wynn Tyree. “The large majority of people do see that their vaccination does have a direct impact on their community. So that is good news.”
What some respondents said
• “I am pro vaccination. I believe in the professionals. While the speed in which it was given out of the norm, with the proper human protocol, even though I’ve never taken a flu shot because I’ve never had the flu.”
• “I’m a school teacher and we go back to full in-person learning next week. I’ve got 31 kids. I don’t feel safe going back to work. I want the vaccine.”
• “I need some time and I want to wait and see so I’m going to hold out a little bit.”
• “I will not get the vaccine until I’m assured there is a second dose that’s going to be available. Is it going to be here in three to four weeks?”
• “I believe the vaccine was a little rushed. I want to see how it does before going forward. Also, I’m healthy and not really at risk. I feel like my body’s own immune system is the best defense.”
The latest COVID-19 numbers from the Tennessee Department of Health’s daily report, for Friday, Jan. 22:

• 93 new deaths and 4,064 new cases.
• Pandemic totals are 8,777 deaths and 701,847 cases.
• 92% of total cases (646,144) were listed as “inactive/recovered.”
• New deaths by age: 30 in the 81-plus group; 34 in the 71-80 group; 19 in the 61-70 group; six in the 51-60 group; three in the 41-50 group; and one in the 0-10 group

• Seven new deaths and 234 new cases for the eight-county region.
New deaths by county: four in Washington; two in Sullivan; and one in Johnson.

• Statewide: 12.25% of the 27,146 new test results reported statewide Friday by the Tennessee Department of Health.

The internet needs a framework of acceptable content
The realization that the President of the United States might have been directly responsible for the assault on the US Capitol prompted all major social media platforms to terminate his accounts for fear that a milder course of action might have resulted in further incitements of violence. Never before have private companies acted to muzzle the ability of the elected leader of one of the most powerful countries in the world to communicate with the world. Then again, at no previous time in history has it been possible for private entities to do so.
The internet is the most efficient data communication network we have ever built. For the most part, this is because its transport layer is designed to be data blind—responsible for transporting data packets without knowing what they contain. The closer you get to the edges of the internet, this blindness dissipates, and, because internet platforms are often aware of the content they host, they could be held liable for any offensive or illegal user-generated content found on their platforms.
It was in order to protect the fledgling internet industry from this liability that the US Government enacted Section 230 of the Communications Decency Act, granting internet intermediaries immunity from content liability. In doing so, the US sought by operation of law to create a presumption of blindness for businesses at the edge, replicating through legal fiction the design of the pipes at its core. They made this legal presumption of blindness conditional on the fact that just like the pipes at the core of the internet, companies at the edge refrained from interacting with the content being shared on their platform—serving them up as is, without any moderation whatsoever. This is why internet companies have historically been reluctant to take down content, preferring to be directed to do so by a court, rather than taking such decisions on their own.
But, as the internet evolved, a few large companies at the edge of the internet became gateways to our interactions online, functioning as funnels for user interaction. With the rise in user numbers, it was no longer feasible for these platforms to operate as dumb pipes, serving up content without heed to what it contained. As their international footprint grew and regional variations of law and convention forced them to contend with different requirements in every new country they expanded into, this problem was only exacerbated.
It soon became apparent that they had no option but to function as gatekeepers for user behaviour. They were forced, as a result, to develop more and more detailed codes of conduct, setting out how users were expected to behave on their platforms, even though by doing so they risked losing their immunity from prosecution.
These codes of conduct are the basis on which the internet functions today. A failure to comply with them can result in suspension from these platforms, and given how important these platforms are to our day-to-day interactions, the threat of being cut off has had a powerful coercive effect. Every now and then, these provisions have been invoked to suspend (or even expel) users whose behaviour has been egregious. Unlike in the early days of the internet, when online companies did all they could to avoid playing this role, today it is the platforms at the edge that are determining what is right or wrong—and doing so on the basis of the values and principles enshrined in their codes of conduct.
Until last week, it was not entirely clear exactly how far this ability to control user behaviour would be taken. Despite the power that they wield, social media companies have always exercised restraint, particularly when it came to censoring the speech of persons with political influence. But following the assault on the US Capitol, every social media company independently came to the conclusion that a line had been crossed, and that the access of the President of the United States to online audiences needed to be curtailed.
While much of the commentary since then has been about how social media companies have too much power, I believe the question we should really be asking ourselves is why this came to pass. When we gave companies at the edge of the internet immunity from liability, we did so because we believed that communication infrastructure should have no opinion on the content that it carried. But merely granting immunity from prosecution does not solve the problem of offensive content. At best, it passes the buck. What we needed was a framework for determining acceptable speech—a framework that we should have rolled out at the same time that we extended to internet intermediaries immunity from prosecution. This framework could have been designed for the internet, giving online companies the ability to bake these restrictions directly into the tools and filters they use to automatically regulate content. Had we done this, it would have given us an appropriate counterpoint to intermediary liability protection—and would have saved us from the situation we have found ourselves in.
It is not too late to remedy this. Even now, governments can take it upon themselves to develop prohibited content dashboards that provide internet companies clear directions on what sort of content is allowed and what is not. Not only will that provide clarity as to what is permitted, it will properly vest responsibility where it should lie.

The House of Representatives would vote on a resolution calling on Vice-President Mike Pence to remove Mr Trump’s presidential powers. If this move fails, Democrats will introduce a charge of “incitement of insurrection” against Mr Trump over his role in the storming of the Capitol. Australia unlikely to fully reopen border in 2021
Australia is unlikely to fully open its borders in 2021 even if most of its population gets vaccinated this year as planned, says a senior health official.
The comments dampen hopes raised by airlines that travel to and from the country could resume as early as July.
Department of Health Secretary Brendan Murphy made the prediction after being asked about the coronavirus' escalation in other nations.
Dr Murphy spearheaded Australia's early action to close its borders last March.
"I think that we'll go most of this year with still substantial border restrictions," he told the Australian Broadcasting Corporation on Monday.
"Even if we have a lot of the population vaccinated, we don't know whether that will prevent transmission of the virus," he said, adding that he believed quarantine requirements for travellers would continue "for some time".
Citizens, permanent residents and those with exemptions are allowed to enter Australia if they complete a 14-day hotel quarantine at their own expense.

The original Penn Station was built in 1910, in the heyday of the railroad, and its glamour matched America’s grand ambition for the country’s future.
Built by the architectural firm McKim, Mead and White, the huge building had Doric columns, 150-foot (45m) ceilings and was shaped from the same stone as the Coliseum.
Archive photographs of the interior show high vaulted spaces, with light pouring in and illuminating the building’s numerous elegant features.
But over time it proved expensive to maintain and demand for land in Manhattan grew.
In the 1960s the owners sold the building to make way for the development of Madison Square Garden and the station was bulldozed.
Only a few local architects mourned its loss, but shock turned into action and in 1968, faced with the threat of the bulldozing of another landmark station, Grand Central, a group of activists stepped in.
A newly created New York Landmarks Preservation Commission used legislation called the Landmarks Law to save Grand Central and hundreds of other gems.
Today the law protects 1,400 landmarks, 115 historic interiors, 109 historic districts and 10 scenic landmarks, including Central Park. Almost 30% of Manhattan’s buildings are safeguarded.
But it was too late to save Penn Station and for more than 50 years, commuters and long-distance travellers have been forced to cram into an underground station built of concrete and filled with fluorescent lights.
Numerous proposals to build a concourse befitting of the station’s history went nowhere over the years.
This restoration was conceived of by Senator Moynihan in 1990s who realised that the Post Office building opposite Penn Station, built in a similar style to the original in 1912, could serve as the new train hall.
The project, which required renovation of the Farley Post Office stone facade and its 700 windows, was driven forward by New York Governor Andrew Cuomo
With its free wifi, a nursing lounge for parents, as well as space for shops and restaurants, Mr Cuomo called the hall’s opening “a shot of hope” at a difficult time for the city during the coronavirus pandemic

Facilitate Economic Recovery
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the “Stafford Act”), and section 502 of title 32, United States Code, it is hereby ordered as follows:
Section 1. Policy. It continues to be the policy of the United States to foster close cooperation and mutual assistance among the Federal Government and the States and territories in the battle against the threat posed by the spread of COVID-19. To date, activated National Guard forces around the country have provided critical support to Governors as the Governors work to address the needs of those populations within their respective States and territories especially vulnerable to the effects of COVID-19, including those in nursing homes, assisted living facilities, and other long-term care or congregate settings. Additionally, the States and territories will need assistance in fighting hot spots as they emerge. Therefore, to continue to provide maximum support to the States and territories as they make decisions about the responses required to address local conditions in their respective jurisdictions with respect to combatting the threat posed by the COVID-19 pandemic and, where appropriate, facilitating their economic recovery, I am taking the actions set forth in sections 2, 3, and 4 of this memorandum:
