"this town used to be set up in a really straightforward way. rich people lived at the edge of town, where it was flattest. some would have small farms at the base of the peak, not to make money but to roleplay the experience of honest work. further up the peak, you'd get to the shops and markets. further up past that, you'd get to where the miner's lived in the shadows of the processing plants.
"when the mines closed down, everything moved. first the miners moved down, either on their way out of town or to try finding work at the shops or farms. the rich, who now found that people were farming to live and not living to farm, found a more authentic replication of the low class lifestyle in moving into the houses the miners left behind, classing them up a bit to resell to other rich people who also wanted to move further up the peak now, and remodeling their old three floor houses to rent out as apartments to three or four poorer families at a time.
