I believe this phenomenon happens because most filtering systems nowadays (User managed and otherwise) are... rather bad in terms of quality. This means that newer users to ao3 will assume the same for the site's filtering system and, when they inevitably see quote-unquote "bad" content due to the fact they didn't bother using the system in place, will want censorship on the site. Of course, this is just an educated guess.

Being a pro censorship ao3 user is so insanely cringe. Either use the (incredibly effective and well designed) filtering system to avoid seeing the shit you don't like or stop complaining. Leave the pro censorship rhetoric to Wattpad or smth
