Spain Ceases Direct Rule in Catalonia
MADRID—Spain lifted direct rule in Catalonia on Saturday after regional government leaders were sworn in, concluding an unprecedented attempt by Madrid to contain a separatist push that threatened to splinter the country.
Thirteen members of Catalonia’s regional government were sworn in during a ceremony in Barcelona, the capital of Spain’s Catalan region. Regional leader Joaquim “Quim” Torra, a hard-line separatist who was appointed in May, noted in a speech that while direct rule had ended, he and his government were “without euphoria.”
Some former separatists leaders are in jail pending a rebellion trial and “we are a long way from where would like to be,” he said.
The swearing in of Mr. Torra’s government automatically brings an end to seven months of direct rule, according to a statute approved by Spanish lawmakers that established the framework for the measure.
Madrid vetoed Mr. Torra’s previous government appointees last month because two of them were in jail amid the rebellion investigation and two others are sought by Spanish authorities after they fled to Brussels. The officials who were sworn in on Saturday don’t face pending legal cases for their role in last autumn’s unauthorized independence referendum and subsequent declaration of secession.
The end of direct rule coincides with the exit of the architect of Madrid’s temporary control over Catalonia. Mariano Rajoy was ousted Friday by opposition Spanish lawmakers who had seized on a corruption scandal to unseat the conservative prime minister.
Mr. Rajoy’s unexpected removal led to the immediate appointment as prime minister of Socialist Party leader Pedro Sánchez, who had proposed the no-confidence vote. Mr. Sánchez was sworn in earlier Saturday in Madrid.

During a parliamentary debate this week, Mr. Sánchez struck a more conciliatory tone toward Catalonia’s separatists than his predecessor, calling for better dialogue and referring to Spain as a country of nations, including Catalonia.
While that rhetoric is a welcome change for separatists accustomed to Mr. Rajoy’s hard-line stance, Mr. Sánchez is unlikely to offer pro-independence Catalans any kind of major political concessions.
Mr. Torra called for dialogue with Mr. Sánchez.
“We have to sit down at the same table and negotiate,” Mr. Torra said Saturday during his speech.
A softer tone from Madrid coupled with the end of direct rule could somewhat ease tensions between the central government and Catalan officials. Separatists parties in the region are beset by deep political divisions but they have been united in their indignation about direct rule, which many pro-independence Catalans consider an affront to Catalonia’s significant and prized autonomy.
Mr. Rajoy invoked sweeping, never-before-used constitutional powers to impose direct rule on Catalonia in October, seeking to quell a secessionist drive that appeared dead set on independence no matter what Madrid said.
Voters and lawmakers who wanted to see the independence drive stopped welcomed direct rule; some even saw it as a kind of panacea for Spain’s greatest political crisis in decades. But for pro-independence Catalans, Article 155, as the statute is called, came to symbolize the Spanish state’s overreach.
In the end, direct rule changed little in the day-to-day lives of most of Catalonia’s 7.5 million residents. Madrid controlled Catalonia’s police force and its regional government agencies, for instance, to ensure civil servants focused on official tasks and didn’t abet the separatist push.
Madrid also controlled Catalonia’s budget to prevent the spending of public funds on trying to split with Spain. Madrid already held Catalonia’s purse strings before direct rule was imposed because of earlier attempts to foment secession. It has said it will keep the controls in place to prevent Barcelona from dedicating funds toward any further secession attempts.

Once Shunned, Plus Sizes Embraced by Stores
Americans are getting bigger, and retailers—after years of ignoring plus-size shoppers—are starting to notice.
Chains including Nordstrom Inc. JWN -0.16% and Target Corp. TGT 0.35% are boosting their plus-size offerings and displaying the clothing next to standard sizes, breaking with a practice of segregating larger sizes in a separate department often hidden away at the back of the store. The chains are adding supersize mannequins, and some are even showcasing plus-size models on their websites alongside the usual waiflike figures.
Fashion has long cultivated a body image that was out of alignment with most Americans. But the discrepancy is growing, making it harder for retailers to ignore as they grapple with rising competition from Amazon.com Inc. and other online retailers that has cut into sales and led to the closure of hundreds of stores.
More than 70% of U.S. adults age 20 and older were overweight or obese as of 2014, according to government health statistics. That compares with 67% a decade earlier. The mean waist size for American women age 20 and older was 38 inches, according to the data, which equates to a size 16 for most brands. Regular sizes typically start at 2 and run through 12 with plus-sizes starting at 14.
Men are getting bigger, too. Target offers some Big & Tall clothing for them next to regular sizes in select stores. And Nordstrom is hoping to have a bigger selection of plus sizes for men next year. But, for the most part, retailers are testing these changes in their women’s departments.
Nordstrom is adding larger sizes from 100 brands, many of which previously had not made plus-size clothing, including Italian luxury brand Gucci. The extended sizes will be available online and in 30 stores, alongside the regular-size clothing for each brand, and displayed on mannequins ranging in size from 2 to 18.
Target by year-end will carry plus-size swimsuits, athletic gear and lingerie next to regular-size items in those categories in 300 stores, up from about 150 stores currently. It is also expanding its existing plus-size departments in those 300 stores. More than 1,000 locations will have mannequins spanning sizes 4 to 22.
Outdoor chain REI increased its plus-size offerings by 50% during the past year. Sixteen of its 153 stores now display larger sizes next to regular-size parkas and other gear.
“There weren’t many outdoor brands that made larger sizes,” said Michele Orr, REI’s general merchandise manager of apparel. “We had to convince them by explaining the business opportunity.”
The moves are a departure for an industry that plus-size shoppers say makes them feel like second-class citizens.
“Plus-size clothes are often at the back of the store, the departments aren’t well stocked and the experience is so uninviting,” said Amanda Gilliam, a college-admissions consultant in Somerset, N.J. “It’s very shortsighted of brands not to make plus-sizes. They are missing out on so many people who are prepared to spend money.”
Some brands have shied away from manufacturing larger sizes because of the expense and complication of getting the clothes to fit. In standard clothing, the length and width increase proportionally for each successive size, according to industry executives.
In plus-sizes, the width increases more than the length, requiring manufacturers to create new fit patterns, which is costly. Larger sizes also require additional fabric, which adds another layer of expense, though clothing producers often pass many of these costs on to consumers.
“There are costs associated with having extended sizes and lots of brands just aren’t interested,” said Emma Grede, who with Khloé Kardashian founded Good American, a denim and T-shirt brand that runs the size gamut from 00 to 24.
Nordstrom began carrying Good American in October and noticed that 16 and 18 were among the best-selling sizes. Most of the other denim brands Nordstrom sells didn’t make jeans in those sizes, so it asked them to expand their range, according to Tricia Smith, Nordstrom’s general-merchandise manager of women’s apparel. Soon, it had enlisted other brands, including Rag & Bone and Theory, which added sizes 14 and 16.
Nordstrom is adding sizes at the lower end too, down to 00. And like Target, it isn’t eliminating its plus-size departments, though that is something Ms. Smith said she would consider if she could get enough brands to produce larger-size clothes.
“There is still a lot of work to be done,” she said. For instance, the larger-size mannequins had to be custom made because the standard mannequin size is a 2.
Not all plus-size shoppers want their clothes integrated with regular sizes.
“I’d prefer to have a separate department, because it makes it easier to find what I’m looking for,” said Veronica Miranda, who lives in San Francisco and is studying early-childhood education. She said she would welcome any moves that added more stylish clothing in her size. “It’s really hard to find current styles,” she added.
With the pickings slim, some retailers have begun producing the clothes themselves. Target introduced Ava & Viv in 2015, an in-house plus-size brand whose spring lineup includes off-the-shoulder tops and floral dresses. Since then, it has increased its private-label plus-size offerings by 50% with the launch of lines that sell both large and regular sizes, according to a spokeswoman.
REI started working with outdoor brand Kühl to produce plus sizes about a year ago. The brand previously hadn’t made plus-size clothing, but added sizes up to XXXL. It also began buying plus-size performance apparel from Shebeest and other brands.
To lend authenticity to its marketing, the company reached out to plus-size influencers such as Jenny Bruso, who writes a blog. REI sponsors some of her blog posts, as well as group hikes that she hosts around Portland, Ore.
Ms. Bruso said she started hiking six years ago, but had trouble finding the appropriate wardrobe.
“The outdoor brands weren’t making plus-size clothes, or else they were matronly and unflattering,” Ms. Bruso said. “Or, they were only available online, which sends the message that they don’t want us shopping in their stores.”

Rockets’ Chris Paul views purchase of Winston-Salem Dash as learning experience
Rockets guard Chris Paul’s primary motivation in buying a share of the Winston-Salem Dash, the minor league baseball team in his hometown, was to help serve his community and his own affection for Winston-Salem. But he also viewed it as a start.
Asked if team ownership could be his career choice after he retires from the NBA, Paul said his purchase into the Dash was part of the learning process.
"Absolutely. Absolutely," Paul, who is a fixture on the other side of the labor-management relationship as president of the NBA Players Association, said. "Always learning. You have to figure it out, understand the business."
The Dash is a Class A-Advance team in the Chicago White Sox organization that until 2010 played its games at Wake Forest, Paul’s alma mater.
"That’s my hometown," Paul said. "When I was little, the name of the team used to be the Winston-Salem Spirit. Then it was the Winston-Salem Warthogs. Then, I saw an opportunity I could come in and be a minority owner. I was excited. Home is always going to be home. To be a part of that, I’m excited."

GAZA CITY—Tens of thousands of Palestinian protesters massed Friday along the Israeli border, as Western officials warn the economic situation in Gaza is at breaking point, raising the risk of civil unrest or even war.
At least 15 Palestinians died in clashes with the Israeli military and more than 1,000 were injured, Palestinian authorities said. Crowds rolled burning tires and threw stones and fire bombs at Israeli soldiers, the Israeli army said.
Friday’s demonstrations called for a right to return to homes in what is now Israel. But Gaza’s flat-lining economy—battered by fighting, blockades and an intensifying power struggle between Palestinian factions—has further inflamed tensions.
Growth is near zero, unemployment is 44% and consumer spending has plummeted in this strip of Palestinian territory, sandwiched between Israel and the Mediterranean Sea.
Gazans live with three to six hours of electricity per day due to shortages and more than half of the strip’s nearly two million residents receive food assistance from the United Nations.
The economic situation is so dire that some warn it could lead Gaza’s rulers, the extremist group Hamas, to start a war with Israel. U.S. and Israeli officials believe Hamas started a conflict with Israel in 2014 in part because Israeli and Egyptian officials squeezed the group economically.
Gaza is on the brink of “total institutional and economic collapse,” Nickolay Mladenov, U.N. special coordinator for the Middle East peace process told the Security Council last month. “This is not an alarmist prediction…it is a fact.”
Israel strictly limits the flow of goods and people in and out of Gaza. And an internecine struggle between Hamas and the Palestinian Authority, on which it depends for funds, has made the situation worse.
The authority’s president, Mahmoud Abbas, last year began cutting salaries of Gaza’s 40,000 doctors, teachers and other public sector employees in a bid to pressure Hamas to surrender control of Gaza’s government. The Palestinian Authority says it plans further reductions.
Despite the rift between Hamas and Fatah, both factions blame their economic situation on Israel. Israel jointly manages security with Palestinian forces in the West Bank but remains in conflict with Hamas, which Israeli officials say spends tens of millions of dollars a year on its military.
For Mohammed Sebakhy’s falafel business, the impact of all the economic dislocation has been devastating. Today, he says, he is lucky if he can ring up sales of $50 a day—half the amount he made on an average day last year.
Falafels, fried balls of chickpeas, are ubiquitous in Gaza, where it is one of the most affordable foods, but fewer people can afford to buy even this modest fare. As patrons dwindle, Mr. Sebakhy says he has discounted his falafels, laid off one worker and cut the wages of another.
“We are so down,” said the 24-year-old Mr. Sebakhy, wearing a tattered sweater in his dimly lighted shop. “I don’t know how long we can survive.”
Due to the depressed economy and weak consumer spending, the number of trucks crossing into Gaza from Israel fell to 8,205 in February down from a monthly peak last year of 12,183 in January 2017, according to Tel Aviv-based nonprofit Gisha.
U.N. and World Bank officials also are now worried that U.S. cuts to refugee body Unrwa to encourage reforms threaten the jobs of thousands of aid workers in the strip.
The organizers of Friday’s protest had planned the event for weeks.
“This is a message to Trump that our people will not give Jerusalem or Palestine,” Hamas leader Ismail Haniyeh said at the event, referring to the U.S. leader’s decision to recognize Jerusalem as Israel’s capital. “This march is the beginning of the return to all of Palestine.”
More than one million Gazan residents are refugees from the 1948 and 1967 Arab-Israeli wars, according to the U.N. Israel has said that it won’t allow significant numbers of Palestinians to return to Israel as it would threaten the state’s Jewish majority.
Israeli officials this week became increasingly concerned about the scale of the protest, deploying troops to the border and warning Gazans that soldiers would use live fire on those breaching the security fence.
“To Gaza inhabitants, Hamas is gambling with your lives,” Israeli Defense Minister Avigdor Lieberman tweeted in Arabic on Friday. “You go close to the fence, you put your life in danger.”
International pledges amounting to $3.5 billion to reconstruct the strip began boosting the economy in 2015 and 2016, but delivery of that cash slowed last year, according to the World Bank. Aid for reconstruction fell to $55 million last year from $400 million in 2016, while donors until this month had disbursed only $1.88 billion of the total pledges, the bank says.
Mr. Abbas and Hamas have been in talks on returning control of the strip to the Palestinian Authority, which is dominated by the Fatah party, but negotiations broke down in recent weeks over a refusal by Hamas to disarm its militant wing.
With talks stalled, some analysts say Hamas is likely to continue to promote armed resistance against Israel, even as it redirects some income from arms procurement to support the economy and govern Gaza.
Hamas “will continue in investing money and resources in their military capabilities,” said Kobi Michael, senior research fellow at the Tel Aviv-based Institute for National Security Studies. “They haven’t neglected the idea of armed resistance against Israel.”
Hazem Qassem, a Hamas spokesman, said the group doesn’t want a war with Israel but that the economic situation could lead to an explosion of anger among Gazans. A spokesman for Mr. Abbas didn’t respond to a request for comment.
With the prospect of another conflict looming, Israeli and U.S. officials are scrambling for ways to ease strains on the strip. White House adviser to the Israeli-Palestinian peace process, Jason Greenblatt, convened a meeting earlier this month in Washington with Israel and 20 international donor states and discussed potential aid projects.
“Israel is trying to facilitate international aid to avoid an escalation in violence and keep stability in the area,” an Israeli official said.
For ordinary Gazans, the threat of conflict takes a back seat to finding enough cash to eat. Mr. Sebakhy, the falafel vendor, said Friday he didn’t plan to go down to the demonstration.
“It is dangerous there,” he said. “And I can’t leave my shop.”
One of his customers owes him 400 shekels for the past few months. And one family in this neighborhood stopped walking past his shop as they are too ashamed to owe him money, he said.
“I can’t be here knowing there’s a family that can’t afford breakfast or dinner,” Mr. Sebakhy said. “I’d love to see people getting paid again.”

What’s Happening in Copper Canyon – March 2018

INSIDE THIS COLUMN: Cross Timbers Water Supply Corporation Town Hall Meeting and Upcoming Election; Republican and Democratic Primary Elections; Copper Canyon Council Election Cancelled; $5,000 in College Scholarships Available
NOTE: CTWSC General Manager LLOYD HANSON critiqued the original March 2018 “What’s Happening in Copper Canyon.” This version below welcomes the corrections and detailed clarifications he proposed for the section on water issues. However, I continue to propose that the current Cross Timbers WSC Board adopt a more transparent and neutral voting procedure for contested Board elections.
Cross Timbers Water Supply Corporation invited to February Copper Canyon Council Meeting for an Update on operations, and proceedings for NINE years including TWO remaining Lawsuits over proposed Second Elevated Water Storage Tank
CTWSC President Patrick McDonald presented the Council with an update on the proceedings which began nine years ago to erect the elevated tank. The Corporation began the process of requesting a permit from the Town of Bartonville in February 2010. After multiple attempts with all the parties to resolve the issue, multiple litigation was filed by various parties in 2012, 2013, 2014, and 2017.
Lawsuit One: An initial lawsuit was filed by the then named Bartonville WSC against the Town of Bartonville to allow a previously planned ground storage water tank to become an elevated water storage tank. Nearby homeowners in Bartonville objected to the view of an elevated tank, though the closest anyone’s house was to the planned elevated water tank was over 1,000 feet. The 393rd District Court in Denton found in favor of the water corporation. The court also issued a building permit for the construction of the elevated water tank and construction began in 2012. The town of Bartonville and homeowners appealed. The Second Court of Appeals in Fort Worth sent the case back to the District Court for reconsideration. In 2013 the 393rd District Court in Denton ruled that construction on the elevated tank cease until litigation was complete.
Eventually, the water district and the Town of Bartonville settled their litigation, which included BWSC paying $300,000 to the Town and agreeing to extend certain water lines within the Town. Plaintiff homeowner Rex Tillerson, former CEO of Exxon Corporation and current US Secretary of State, also withdrew from the suit. All the original parties dropped their original claims and re-filed the same litigation asserting other claims. This litigation went to trial in 2015 and then went back to the appellate court in Fort Worth, which heard the remaining parties in April 2017. The Appellate Court has yet to rule.
The water district paid $200,000 cash into the Court’s registry to cover the cost of removing the already erected pedestal on the site and the water storage tank bowl still resting at ground level. (I didn’t clarify whether the court in Lawsuit One or court in Lawsuit Two is holding the $200,000.)
Lawsuit Two: The now re-named Cross Timbers Water Supply Corporation used eminent domain to condemn certain “restrictions” that the Saddlebrook Estates Homeowners Association allege remain on the property Cross Timbers purchased from them in 2001. (This is the site of the partially erected elevated tank.) The HOA and 26 of 77 Saddlebrook homeowners protested the condemnation of the restrictions. The case was heard by appointed condemnation Special Commissioners in Denton. The Commissioners awarded the HOA and the homeowners in the condemnation suit a total dollar amount to be split among them.
However, the HOA and homeowners’ legal fees to a father and son attorney team representing the HOA and homeowners would probably far exceed that amount, unless the case was undertaken on a contingency legal fee basis.) The Saddlebrook Estates Homeowners Association and the 26 Saddlebrook homeowners have asked for a jury trial in August of this year to contest the amount of the condemnation Award of the Special Commissioners. (No other Bartonville homeowners are involved.)
Capital Improvements are restricted due to the legal costs of the Lawsuits.
General Manager Lloyd Hanson also said CTWSC had spent $1.6 million on total capital improvements in the last 3 years – or approximately $530,000 per year. President McDonald said the proposed capital improvements in Copper Canyon were replacing 2” water lines on Mobile Drive, Blackjack Lane and the east end of Orchid Hill with 6” lines – but these capital improvements would not be completed until the lawsuits were settled. [General Manager Lloyd Hanson said Cross Timbers does not install any water lines smaller than 6”, as smaller lines will not support fire protection demands.]
All legal costs of the lawsuits are funded by the water fees paid by all CTWSC Members. President McDonald told me that, while the lawsuits were still pending, he could not reveal the total legal costs CTWSC had already paid.
But, he said it was “hundreds of thousands of dollars.”
[NOTE: This is a simplified summary of the status of the TWO current lawsuits concerning the proposed second elevated water storage tank.]
Cross Timbers Water Board alerts Council to Inadequate Elevated Water Storage for “Fire Suppression” without a Second Elevated Tank at the West End of its CCN – a possibly serious current fire risk for all Water Members’ Homes and Businesses!
CTWSC President Patrick McDonald told our City Council that the Water Corporation was regularly having to dip into their “fire suppression reserve” in its one elevated water storage tank in Double Oak. This was due to increased normal water usage by members in recent summer droughts and the limited water capacity of only one tank. And, two more years of summer droughts are forecasted. McDonald presented the Council with graphics to illustrate his points. He said CTWSC is currently using water pumped from underground reservoirs and has plenty of water for members’ normal use. But “fire suppression” requires pressure from elevated tanks to be effective.
[General Manager Lloyd Hanson said 6 CTWSC wells extend into the Trinity reservoir and only one additional well into the much smaller Paluxy reservoir. In addition, CTWSC has a contract with Upper Trinity Regional Water District to purchase up to 2,500,000 gallons of water per day. CTWSC uses the Upper Trinity’s treated Lewisville Lake water, when member water demands require supplementing CTWSC’s well water. This usually occurs during drought or during members’ additional summer demands for water for pools, lawns, and landscaping.]
President McDonald said the CTWSC Board had considered alternate sites for a second elevated tank at the western end of its district, but those sites were even more visually intrusive on existing homeowners.
Inadequate pressure for fire suppression means every CTWSC member’s home and business could be at risk! This is a HUGE new safety issue for all current water members!
Cross Timbers WSC asks “civic leaders” to sign a Half Page Letter Requesting the Lawsuit Parties to Settle without Blame on either Side.
Council Member Valerie Cannaday said she could not sign anything without hearing the Saddlebrook home owners’ version of the two lawsuits. I agree with her request to hear both sides, and the full Copper Canyon Council appeared to agree that night
Our Town Administrator Donna Welsh has a lovely home in Saddlebrook subdivision in Bartonville. (Tall rearing horse statutes are on either side of the entrance to Saddlebrook on FM 407.) But Donna opted out of being a plaintiff in the lawsuits against CTWSC.

Copper Canyon is inviting representatives of the homeowner plaintiffs and representatives of the Cross Timbers Water Supply Corporation board to a Town Hall meeting. All Copper Canyon water members are encouraged to attend, but all CTWSC members are also welcome to attend!
Who are Members of the Cross Timbers Water Supply Corporation?
In April 2013 then General Manager Jim Leggieri said there were a total of 2,145 water connections. Current General Manager Lloyd Hanson kindly provided the number of water members per town and unincorporated areas now. At the end of 2017 there were 2,335 water member connections or an approximately 8.9% increase of water connections in the past 5 years.

22 – Highland Village (the north end of FM 2499 near Pilot Knoll Park)
Not having new Water Hydrants is severely restricting New Construction
For some time CTWSC has not allowed any new fire hydrants to be installed or connected to its water lines. This is severely limiting any landowners in CTWSC territory from building individual homes and businesses (approved on an ad hoc basis by CTWSC). Developers who are proposing even small residential subdivisions are deterred by the lack of usual fire protection. Homeowners insurance without adequate fire protection is either very expensive or not even attainable.
General Manager Lloyd Hanson said “Water supply Corporations like Cross Timbers WSC are not obligated to supply water capacity for fire-fighting purposes under the Texas Water Code. HOWEVER, Cross Timbers WSC has provided water-capacity for fire-fighting purposes since 1987 and wants to continue to do so. Until a second elevated water tank is completed, our facilities are inadequate to ensure that can occur.”
Three of the Seven CTWSC Board Positions will be elected in April
Applications to be a candidate for a board position are now available on the Cross Timbers website with instructions on how to apply. www.crosstimberswater.com. The term is for 3 years and board positions are not compensated in any way. Applications are due before noon on Thursday March 15, 2018 at the CTWSC office 2032 East Hickory Hill Road, Argyle, TX 76226. Each application requires original endorsing signatures of 21 or more CTWSC members. If husband and wife (or other adults) reside at the same residence, only one signature will count as an endorsement. Winners will be announced in April at the CTWSC’s annual meeting.
All Legitimate Elections have Sealed Ballots mailed DIRECTLY to a Neutral Third Party, who Opens and Counts them.
Our County Judge MARY HORN has Volunteered as a community service to have the CTWSC Ballots for Board Members mailed DIRECTLY to her office. She welcomes anyone who would like to Witness the Ballots Opened and Counted!
[NOTE: However, General Manager Lloyd Hanson has said that an unidentified Election Auditor has already been appointed and any ballots mailed to Judge Horn’s office will be invalidated. CTWSC will issue contested election instructions that must be complied with for the ballot to be valid.]
Argyle Water Supply Corporation, which also operates under the state Water Code like Cross Timbers WSC, has an election procedure for its Board Members that ensures transparency and neutrality. Its Election Auditor opens a PO Box at the Argyle Post Office, for which only the Election Auditor has a key. Ballots for Board Members are mailed directly to the locked PO Box. At the appointed time, the Election Auditor removes the sealed ballots from the PO Box and delivers them to the Counters. The appointed Counters of the ballots are instructed not to count any ballot in an envelope that is unsealed or appears to have any tampering. The Counters also verify that the voter is a current Argyle WSC member.
In contrast, Cross Timbers Water Supply Corporation passed bylaws that authorize ballots for its board members in a contested election mailed directly to its headquarters; and then CTWSC has in past contested elections delivered the already opened and unsealed ballots to its appointed Election Auditor to count. The Election Auditor for past contested CTWSC Board elections recently said that if appointed again, he would no longer receive unsealed ballots to count.
[NOTE: He was NOT asked to serve as an Election Auditor for this board election. Manager Hanson said a new Election Auditor has already been selected, but he declined to identify the Auditor. Manager Hanson did say that ballots for board members would continue to be mailed directly to CTWSC headquarters.
Imagine the uproar if contested Republican and Democratic primaries or local school board elections were handled with this lack of transparency and simple safeguards for neutrality!]
The current four Cross Timbers WSC Board Members NOT up for re-election could change the election Bylaws for board members to be more transparent. (Board Members Susan Crawford (8 years) and Garry W. Granger (4 years) of Double Oak, Mike Paulson of Copper Canyon (20 years), and Larry Kaufman of Canyon Oaks (25 years).) However, the current two Board Members up for re-election, Patrick McDonald of Bartonville (14 years) and Robert Stegmaier of Copper Canyon (6 years), should recuse themselves from that Board vote due to an obvious “conflict of interest.” One of the seven Board positions is currently vacant and up for election.
Republican and Democratic Primary Elections
Republican and Democratic Primary Elections are both Tuesday March 6th,
7 am to 7 pm. Double Oak Town Hall is the closest polling place for Copper Canyon voters, but only on Election Day March 6th.
Copper Canyon has two voting precincts. The north and west part of Town is Precinct 4019. The south and east part of town is Precinct 4020. You can find your precinct number by your name and birthdate or Voter Registration Identity Number on www.voteDenton.com. You can present your Voter Registration or a valid current driver’s license to vote.
Two Denton County races will directly affect Copper Canyon residents.
County Judge of the Denton County Commissioners Court:
The County Judge is the presiding officer of the Denton County Commissioners Court. The Judge is not required to be an attorney, and the Commissioners Court is an administrative body, not a judicial one. The Commissioners Court consists of five voting members. The County Judge is elected by all of Denton County voters. The four County Commissioners each represent one of the four geographical precincts in Denton County. Each County Commissioner is elected by only the voters in their respective Precinct – #1, #2, #3, or #4.
Precinct #4 is the western part of Denton County – from FM 2499 west across Interstate I-35W and including all the town of Northlake, which is 40 square miles. (By comparison, Copper Canyon is 4 square miles or the size of the town of Trophy Club.)
The following municipalities are in Denton County Precinct #4: Argyle, Bartonville, Copper Canyon, western Denton, Dish, Double Oak, Draper, western Flower Mound, Justin, Krum, Northlake, Ponder, Roanoke, Trophy Club, and the Denton County part of Haslett, Southlake, and Westlake. Also included from the unincorporated area of Denton County are Lantana’s Fresh Water Supply Districts #6 and #7 and Canyon Oaks Subdivision.
Republican: Andy Eads, our current Denton County Precinct #4 Commissioner, is the only Republican in the race for County Judge. Eads lives in Flower Mound and has served as County Commissioner of Precinct #4 for three terms or for the past 12 years. He will face the winner of the March 6th Democratic primary in the November 6th General Election
Democrat: Willie Hudspeth, Diana Leggett, both residents of Denton

Eads to Carter is a “seamless transition”. Both men are incredibly experienced and know how to “get things done!” A proven record of leadership! Carter’s three opponents are “well meaning”, but totally unqualified! This is no time for “on the job training” for political aspirants!
The Three Incumbent Copper Canyon Council Members are Unopposed, so the May Town Election is Cancelled saving $4,000 in Election Expenses.

Seniors eligible for college scholarships may come from public or private high schools or be home schooled. They are required to live in Copper Canyon, be graduating this Spring, and already be accepted to a university, junior college or technical or trade school. Scholarship funds are sent directly to the institution of higher learning for the awarded student’s tuition expenses.

Several versatile, athletic big men are making bids as the top picks in the draft, while Oklahoma point guard Trae Young has exploded onto the scene.
And across the Atlantic, playing for Real Madrid, is Luka Doncic, a point-forward who looks like an extra-special prospect.
With both the NBA and college seasons in full swing, here’s a look at the top 30 prospects, judged using experts’ mock drafts.

Venezuela Calls Early Elections

CARACAS—Venezuela will hold presidential elections before the end of April, the government said Tuesday, as President Nicolás Maduro looks to consolidate power amid a punishing economic crisis and escalating international sanctions against his administration.
Despite worsening food shortages that have the oil-rich country teetering on a humanitarian crisis, Mr. Maduro’s ruling Socialist Party is rushing to hold the vote as soon as possible to take advantage of disarray in the ranks of the political opposition, which has struggled to counter the leftist leader’s increasingly autocratic rule, election observers and Western diplomats say.
The so-called National Constituent Assembly, an all-powerful government body created last year of elements loyal to the president, decreed elections to be held before April 30. An exact date has yet to be declared by the country’s electoral authority, which is also dominated by loyalists of Mr. Maduro. Last month, the president promised to ban some of the largest rival political parties from participating.

Mr. Maduro, who polls show is disliked by three out of four Venezuelans, hasn’t confirmed whether he will seek reelection to a six-year term. That didn’t constrain some of his allies on Tuesday from suggesting the 55-year-old former bus driver and union activist will be their man.
“We’re not going to have any problems with a revolutionary candidacy,” Diosdado Cabello, the ruling party’s second-in-command said. “We already have a candidate: Nicolás Maduro.”
The election announcement came a day after the European Union slapped sanctions on seven Venezuelan officials—including Mr. Cabello and the heads of the military, the Supreme Court and the National Electoral Council—for a host of alleged human-rights abuses. The measure includes a travel ban and asset seizures and follows similar moves from Washington. The U.S. has leveled similar sanctions against a longer list of Venezuelan officials including Mr. Maduro.
The hurried push for elections, which by law could have been called anytime this year, throws a wrench into fraying negotiations in the Dominican Republic between the Venezuelan government and the opposition that are meant to ease the country’s political and economic crisis. The opposition is demanding free and fair elections with the participation of international observers, which the Maduro administration has rejected.
Mexican Foreign Minister Luis Videgaray said his country was withdrawing from its role as mediator in the talks because Venezuelan authorities called for elections unilaterally without any agreement between negotiators.
Separately, Mr. Videgaray and leaders of 13 other countries across the Americas, including Brazil and Canada, slammed the Venezuelan government’s move. “This decision makes it impossible to hold democratic, transparent and credible presidential elections, in accordance with international standards,” the countries said in a joint statement.
Mr. Maduro’s allies defied polls and triumphed in state governor elections last year, but fraud allegations surfaced after Smartmatic, the company that sells Venezuela its voting machines, denounced the manipulation of at least 1 million ballots.
Lawmaker Freddy Guevara and other government detractors called for unity among the opposition on Tuesday, urging the selection of a viable candidate to rival Mr. Maduro. “We are facing a historic moment to achieve freedom,” Mr. Guevara said.
But others said there was little hope in changing the government at the ballot box. “The dictatorship doesn’t want free elections,” tweeted Antonio Ledezma, a former Caracas mayor who fled Venezuela for Spain in November after serving more than 1,000 days in detention for leading antigovernment street protests. “Nobody in Venezuela or the world should endorse another Maduro farce.”

It was April 2, 2000 and a colossal crowd of 223,000 fans were on hand at Texas Motor Speedway to see NASCAR history in the DirecTV 500. It would be the final season and stop at Texas Motor Speedway for three-time Cup series champion Darrell Waltrip as well as the highly anticipated first Cup start for fourth-generation NASCAR driver Adam Petty.
Little did the massive crowd realize that even more history would be in the making by the time the checkered flag fell on the DirecTV 500 that day.
Dale Earnhardt Jr., who two years earlier captured his first XFINITY Series win at Texas Motor Speedway, thrilled the crowd as well as his father Dale Earnhardt Sr. by winning the DirecTV 500 for his first career Cup Series win.
With Earnhardt Jr.’s final season winding down and his final Texas Motor Speedway stop looming on Sunday, Nov. 5, for the AAA Texas 500, the speedway’s marketing campaign will celebrate that first win through the eyes of his loyal fans that were there that day 17 years ago in Fort Worth.
Texas Motor Speedway produced an "I Was There" national television promotional spot for the AAA Texas 500 that will debut on NBC Sports Network during tonight’s NASCAR XFINITY Series broadcast from Bristol Motor Speedway, scheduled for 6:30 p.m. CT. The spot features Earnhardt Jr. in the closing, but also includes fans Austen Cobler, of Lewisville, Texas, Deborah Smith, of San Antonio, Texas, and Colton Glaser, of Lorena, Texas.The speedway also produced six fan vignettes discussing their passion for Earnhardt Jr. as well as recounting that day in 2000 that will be featured on its social media and digital platforms leading up to the AAA Texas 500.The video segments also will be shown on "Big Hoss," the world’s largest TV, during the race weekend.
The vignettes feature: • Fans discussing "The Day" when Earnhardt Jr. won at Texas Motor Speedway • Fans describing Earnhardt Jr. in one word • Fans showing off items that they still have from that day of his victory • Fans Garland Moore, of Oklahoma City, Okla., Smith and Glaser sharing their personal experiences from that day
The vignettes will debut on Texas Motor Speedway’s social and digital platforms beginning Wednesday, Aug. 23, and another will be featured every other Wednesday leading into the race weekend.
Fans traveled hours to Texas Motor Speedway from areas such as Houston, San Antonio and Oklahoma City to share their stories of being at Earnhardt Jr.’s first win. The furthest came from Canyon, Texas, located 326 miles away in the state’s panhandle.
Other fans that are featured in the vignettes are Texans Manuel Escobedo (Grand Prairie), Clay Thomas (The Woodlands), Mitze Knott (Collinsville), Mari Echavarria (Princeton), Larry Conley (Henderson), Jace Halter (Bridgeport), Mike Simmons (Little Elm), Jerry Faltinek (Canyon), Randy Kirby (Greenville) and Nick Morton (Hutto).
