The blood pool scene is so impactful and so emotional because it is a show of incredible human kindness, acceptance and forgiveness.
The Wens living in the Burial Mounds knew - they must have known, for sure - that their name and their fate would forever be tied with the crimes of Wen Ruohan and his family, with the horrors of war and its many losses.
They knew their days were numbered, even under Wei Wuxian's protection - and we know that even from Wen Qing's and Wen Ning's goodbyes before surrendering to the Jin sect.
They were all so very grateful for every single day they lived in the Burial Mounds and they became Wei Wuxian's family, his community of love and trust as the rest of the world ostracized him and villainized all of them.
These people -innocent people! - died horrible deaths, killed in cold blood - and we know that such deaths usually burden the soul and the body of the deceased with a lot of resentment. And they may even remember who the people who killed them were when they awaken.
But during that second siege, in the Demon Slaughtering Cave, the Wens did not hold onto that resentment. They could have torn their murderers apart, fueled by the energy they accumulated in the blood pool for 13 years. They were all very powerful, able to subdue the endless horde of zombies that invaded the cave, what would have some cultivators with locked spiritual energy been able to do against them?
But that wasn't who the Wens were. They were kind and forgiving, and they returned to help the person who granted them just a bit more of life before their inevitable death. And they helped everybody else, too - they didn't need to, nobody expected them to, but they saved the lives of those who took theirs from their duty and gratefulness to Wei Wuxian but also to show that, at some base level, they understood their fate. They did not want it - who would? - but they understood.
And with a final bow, they let their protector know that they were ready to move on, and he should too. That they love him and forgive him and are grateful for everything he has done for them. That they could finally protect him in turn, despite being unable to do so when they were alive.
And that they waited for him, to say their final goodbyes.
