Level 5 is the strongest, level 1 is the weakest, and level 0 means they have no abilities. There are only 7 level 5 espers in the entire city though, so it's very rare to even run into one of them

The Mizuki I know is part of an organization called Judgement. They work on keeping the city safe and she's a level 4 teleporter, so she's pretty strong herself. She usually tells me I shouldn't get involved because I'm just a civilian, but I don't listen
