Hahahaha that’s not how people eyes work. 
The reason cats’ eyes (and the eyes of a bunch of other animals, including wolf spiders for some reason) can reflect light brilliantly in a lazor-chargin’ fashion is a thing called the tapetum lucidum. It’s a shiny reflective surface at the back of the eyeball, behind the retina. 
If you were ever in tenth grade biology you probably had to dissect a cow’s eyeball, which was great fun because the lens bounces. (Fish lenses are spherical; cows’ lenses are sort of shaped like two round cabochons back to back.) You would have noticed, once the teacher told you to quit screwing around, that the inside of the eyeball is all velvety black except for a greenish-blueish-yellow iridescent shimmery patch: that’s the tapetum. It helps animals see better in the dark by bouncing light back through the retina to give the photoreceptor cells an extra shot at picking it up. This reflected light is visible through the pupils.
The cool glowy reflection effect is called, unsurprisingly, eyeshine. Redeye in humans is the best we can do in terms of eyeshine: the red color is just light from a flash bouncing off the blood vessels in a layer of our eyeballs called the choroid. 
Standing around in a wood at night with a flashlight raised to your eye level will show you a hell of a lot of wildlife you didn’t realize was there, as pair after pair of bright pinpoints of light look back at you. Sometimes, if you’re very lucky, you’ll catch sight of a tiny moving constellation of lights: a mother wolf spider with her children riding on her butt, trundling through the undergrowth. Each tiny baby spiderling has minute little pricks of greenish light for eyes.
