Many people believe that art is high-end, as its material derivatives and costly prices have made it an object favored by everyone in the capital market, not to mention that the speculation of art works has become a game of interests among capitalists. Meanwhile, theorization and academicization of art has led to the gradual marginalization of the art aesthetics, so people feel a sense of distance from the cognition of art subconsciously. Therefore, I hope art can be real popular, open and transparent through the exhibition of this art work, so that everyone has the rights and opportunities to present their ideas and arts, realizing the "art in the city". In addition, the works presented can also record the development of the current era, the contemporary civilization of mankind, and even the problems existed in the society. This can be regarded as an excellent opportunity for artists and non-artists to communicate and understand each other in depth. In the meantime, I hope that residents at Birmingham can have more fun in their spare time through the exhibition of this public art.

The functionality and interactivity of the media allows everyone to participate in this public art, so that everyone has the right to display their own arts and ideas, including designs and handicrafts. The value of a work of art can be divided into three areas: historical value, artistic value, and technological value. Of course, this has a great relationship with the current general social values, the degree of admiration, the exquisiteness of the art itself, and the quantity of the world. However, some capitalists have made art works such as hype, which has caused some harm to the cultural communication function of art.

Hight price art has become one of the best ways to launder money, corruption, financing, and fundraising.some nation lack of supervision of hight price art and heritage markets has become the best channel for money laundering. A total of 9 videos were collected and combined into a video. At the same time,using software replaced the  green background and made the visual concept video of this public art.

I went to different places to look for volunteers and asked them “what do you think is art?” Through this question, I want to understand what people from different backgrounds, different occupations and different cultures know about art. This is very interesting，because it shows people’s real ideas and opinions about art. This is also a good social practice.

(It took me 3 days to collect 9 videos. I looked for 17 people on the street and in the store, but only 2 people agreed ，There are two reasons why they refused，These reasons are “I am working and could not accept the access" and "sorry I don’t understand art.” I think this reflects a normal social phenomenon. Art is very common, but not many people understand it in depth.So I hope to make people interested in art through this public art.)

I have done some Effect diagram and at the same time I think this area is the best choice. It can be seen not only by passing people, but also by reasonable use of space on the site.Everyone can show his work in this space (uploading his own work or ideas from a computer terminal)

In terms of the venue, the International Convention Centre, Birmingham is chosen, as it is an area of population aggregation, and also an important cultural activity area in Birmingham, surrounded by numerous cultural organizations, such as art galleries, libraries and theatres, etc., more importantly, it is close to the famous canal and other attractions, which are conducive to the spread and exchange of culture.

In order to allow this program to be carried out, I learned a lot about the holographic projection technology. However, due to the limitations of current technology, most machines require very high prices, so I chose a hologram that is under development. Projecting machine, while mailing from China to the UK. In addition to this, I started to think about this public art. I made a simple idea map. "Everyone is an artist"（Finding different people and asking them what they think of art ，I hope to understand people’s views on art and hope that people can learn more about art.）

According to my research, holographic projection technology is not mature enough and has many limitations. For example, most holographic projections only use 45-degree glass to present images floating in the air, and there are no 3D effects, just because the images themselves and the light-dark relationship plus the projection in the air will make people feel like a stereoscopic image.

However, the holographic machine I am looking for is a phenomenon in which the LED lights on the two blades are turned on and left by the human eye for a while. We can see the 3D floating image projected on the blades, and because the machine has no borders and Fixed screen, so the image looks like it is suspended in the air, showing the effect of holography.

I research some public art about new media, looked for some inspiration, and further understand the development and significance of media art. At the same time, Jaume Plensa's work has given me a lot of inspiration. He will not only innovation of media materials, but also let the people actively participate in this space ，It is very meaningful.

This is my original idea. It combines the background of the British industrial revolution with contemporary new technologies to form a visual effect that spans the times. However, due to the limitations of time and technology, I have reconsidered this plan and further improved and development it.
