Actually, Gabriel did consider that. That's why he wrote "I am in the fly", so his amnesiac version or, idealy, Beelzebub would be able to return his memories back.

It's not like he had any other option – archangels are able to wipe someone's memories at any time, without even being near that person. That's why Gabriel was forced to remove it in the first place, as soon as possible, instead of immediately running off to Hell.

Yes, Gabriel does stupid things sometimes – like, he didn't have a reason to actually strip off from his clothes (at least I don't see one). But his plan with a fly was pretty effective for something he had a few minutes to come up with and execute.

I was confused about the timeline and motivations leading up to the whole Gabriel-memory-loss situation, but I just realised I've been overthinking it.

So Gabriel, upon realising heaven's punishment will separate him from Beelzebub, comes up with the whole ruse of cleaning out his desk to give himself time and space to put his memories into the fly and escape. So far so good. The reason I was confused trying to make sense of his plan beyond that point is that I overlooked one blatantly obvious fact: he's an idiot.

He was saving his memories from heaven, but he didn't even consider that this would also result in saving them from himself. "I was coming to you [Beelzebub], but I forgot." This angel has spent eternity making other angels do things for him—of course he doesn't account for the consequences of his actions when he finally has to do something for himself. He is chronically incapable of thinking further than the tip of his nose.
