Updated Changes to City of ChampYINZ FFL Constitutional Bylaws (August 2016)
City of ChampYINZ FFBL
est. 2005
Constitutional Bylaws
The following set of by laws have been determined and established over the course of several years since the establishment of the City of ChampYINZ FFBL in 2005. The context of this constitution solely contains the framework of the league that cannot be visible on the yahoo league page. For your benefit this document will be available to all participating mangers in the City of ChampYINZ FFBL through email; in addition to being accessible on the yahoo league page. Please review the following:
Restricted Free Agents (keepers)
RFAs are players on offense and defense who won NFL awards or topped certain statistical categories the previous season. NFL awards are determined before the Super Bowl (NFL awards show) and statistical category leaders are determined after the final game is completed in week 17.
*All statistical leading RFAs must have been drafted the previous season. If a statistical leading RFA was not drafted, the RFA tag would then go to the next leading player who was in fact drafted. In the event of a statistical leader category tie, both players would be deemed RFAs.
*All individual award winning RFAs (MVP, OPOY, OROY, and Comeback POY) do not have to be drafted the previous year in order to be RFA eligible. This is also known as “the Odell Beckham Jr. Rule.”
The following is a complete list of RFA awards and statistical categories:

Restricted Free Agents (keepers) Rights
Each team is able to select an RFA on offense and an RFA on defense during the RFA auction portion of the draft each season. RFA rights are owned by the team whose roster they are on at the conclusion of the previous season. Owning a RFA’s rights allows a team to match any round that is bid on that particular player. (This allows a team owning a player’s RFA rights to have final say on whether or not the get that player heading into the upcoming season.)
*It should be noted that if a player who was drafted is dropped and then picked up by another team, the team picking up the player would then own his rights if he becomes an RFA at seasons end.
Restricted Free Agents (keepers) Auction
The RFA auction will take place at the start of the draft. Defensive players will be auctioned off first followed by offensive players. Beginning with the highest ranked RFA based on ADP for the upcoming season, managers are able to bid to own that player with their current amount of draft picks. The round which bidding for each player will begin is determined by either the round they were taken the previous year or their ADP for the upcoming season; whichever round is the lower of the two (determined by league vote August 2016). The highest bid draft pick wins the auction for that player. The only exception to this is if the RFA right’s owner matches the round of the highest bidder. Due to the snake style draft, owners at the top half of the draft have the higher picks in the odd rounds, while owners at the bottom half of the draft have the higher picks in the even rounds. Once a player is auctioned off, that particular team is then ruled out of the bidding process. *Teams can elect not to participate in the bidding process and not select an RFA if desired. Once this portion of the draft has concluded, a snake style draft will begin starting with the 1st overall selection.
*Players falling under the Odell Beckham Jr. Rule will begin as an open bid; meaning managers can start the bidding process for that player in any round. RFA rights will still apply to this player and are held by the manager who had this particular player on their roster at the end of the previous season.
Draft Date
Each year the City of ChampYINZ FFBL draft is held on the Sunday of Labor Day weekend at 2pm. If you cannot physically attend the draft, you will need to participate via skype and google docs. If for some reason you cannot do so, you will need to find someone to draft your team for you. If for some reason you cannot find someone to draft for you, another manager will be found to take over your team as their own. *If attending the draft, please stay for the duration of the process. If you do decide to leave early, your team is at the mercy of the rest of the league. It’s once a year, make it a priority.
Draft Order
The yearly draft order for the City of ChampYINZ FFBL is determined by the amount of points scored against a team from the previous season. The team with the highest points scored against the previous season will receive the 1st overall pick; the team with the lowest points scored against the previous season will receive the 12th overall pick.
Draft Pick Trades
The City of ChampYINZ FFBL is not a dynasty league. Therefore, draft pick trading is prohibited outside of the draft.
Voting & Rule Changes
The structure, integrity, and overall entertainment value of the City of ChampYINZ FFBL is of utmost importance. Therefore, suggested rule changes and modifications are certainly encouraged! Rule changes and modifications will not be made midseason unless deemed absolutely necessary by a majority of the league. At the expiration of each season, proposed rule changes and modification will be voted on by all managers in the league; determined by majority vote.
*IMPORTANT EXCEPTION*
Items or proposed rule changes/modifications that can jeopardize the integrity and competitive balance of the league shall not be voted upon. Instead a ruling will be made by the league commissioner.
League Dues:
-The due for each team in the City of ChampYINZ FFBL is $30 per season.
League Payouts:
-The payouts for the City of ChampYINZ FFBL each year are as follows:
1st place- $200
2nd place- $100
3rd place- $60
Footnotes & Updated changes to the league:
November 7, 2015: Completion and approval of original constitution
August 4, 2016: Fumbles changed from -1 to 0 and fumbles lost changed from -2 to -3. (Determined by league vote August 2016)
August 4, 2016: Bidding for RFA’s in the draft will now begin in the round they were taken the previous year or ADP for the upcoming season; whatever round is the lower of the two. ADP’s will be based off a reliable fantasy source where the scoring system for the City of ChampYINZ FFL will be entered in before the list is computed. (Determined by league vote August 2016)
August 15, 2015: Waivers changed from continual rolling list to FAAB w/continual rolling list tiebreak. Each team will start out with a budget of $200 at the beginning of each season. (Determined by league vote August 2016)
