Hey as a knowledgeable touhou oldhead I could use your help, the wiki briefly mentions Rinnosuke is from the outside world (albeit not remembering much about it) but I know it's unreliable and I don't have time to read all of CoLA. Do you remember anything specific about that?

The relevant bit seems to be from chapter 2, where he says something like "that doesn't sound like the outside world I know" or more specifically "from when I knew it." Which obviously implies that he was more familiar with it in the past than he is know. But nothing specifically about being from it.

I would say the implication is more that he remembers a time before the Hakurei Barrier, when Gensokyo wasn't as cut off from the outside world, and therefore all his knowledge is centuries out of date. And in that sense it doesn't really matter where he was born.
