ALL YOU SHOULD KNOW ABOUT NATIONAL RECRUITMENT AGENCY (NRA)
The National Recruitment Agency is a testing agency that is responsible for streamlining the recruitment of some posts in the government along with several equivalent recruitments in public sector banks. It is an independent, professional and specialist organisation as well. The Finance Ministry approved the proposal for the formation of the National Recruitment Agency. The NRA is set up under the Societies Registration Act with the representatives of Department of Financial Services, Ministry of Railways, the SSC, IBPS and RRB.
Why is the National Recruitment Agency established?
At present, the candidates for government jobs have to appear for multiple exams which are conducted by multiple agencies across the country. The candidates are required to submit various applications, pay fees repetitively, travel to recruitment centres several times throughout the year.
With the introduction of the National Recruitment Agency, these issues will be addressed and eliminated with a Common Admission Test conducted for Tier I for multiple jobs posts of the government. Alongside, NRA will bring down the burden and obligation of the responsible recruitment agencies.
What are the salient features of the National Recruitment Agency?
In all the exams conducted for various government posts, approximately 2.5 to 3 crore candidates appear in each examination. NRA would serve as a specialist body in bringing state-of-the-art technology and best practices to the domain of central government recruitment.
The government has sanctioned ₹1,517.57 crores for the National Recruitment Agency which will be spent over three years. Also, NRA will incur costs on setting up examination infrastructure in the 117 Aspirational Districts.
The salient features of the National Recruitment Agency are as follows:
·       National Recruitment Agency would conduct CET twice in a year
·       The process of registration of candidates, generation of roll number or admit cards display or marks or merit list and more would be a completely online process
·       Candidates will be able to undertake the CET in several languages. This is done to ensure that the people from different parts of the country who take the test get an equal opportunity of being selected.
·       Common Eligibility Test will be based on the multiple-choice objective type question paper
·       The score of CET will be valid for three years from the year of taking the test
·       There will be 1000 examination centre with a centre in every district across the country including the 117 Aspirational districts
·       There will be a single examination. It would be a major relief for the poor and women candidates in terms of fees, travel, lodging, boarding, inaccessibility etc.
·       There will be no restriction on the number of attempts by the candidates up to the upper age limit
·       Upper age limit relaxation will be provided to the candidates belonging to the reserved and special categories such as Scheduled Tribe, Scheduled Caste, Other Backward Classed, and Public Work Department etc.
·       The candidates will register on a common portal and choose their desired test centres
·       NRA would ensure better access to the underprivileged, poor and rural candidates and women alongside facilitating employment generation
·       The score of CET can be shared with the central government, state government, public and private sector undertakings.
·       For three levels of Graduate, higher secondary and matriculate, NRA will conduct a separate CET for each level for non-technical posts
·       Based on CET score level screening, final selection shall be made through separate specialized tiers of the examination conducted by the respective recruitment agency
·       The test’s curriculum would be common as well the standard by easing the burden of separate preparation for each examination
What is the Common Eligibility Test (CET)?
CET or Common Eligibility Test is a computer-based online examination which will be conducted for the candidates of three levels i.e., Graduate, Higher Secondary (12th) and Matriculate (10th) for screening the candidates at the first level for SSC, Institute of Banking Personnel Selection and Railway Recruitment Boards.
CET would be conducted for non-gazetted or non-technical posts to shortlist the candidates for Group B and C posts in the Central Government.
What are the benefits of the CET?
1.  Reform of the recruitment process
The candidates will not be required to give separate examinations conducted by separate recruitment agencies. CET would enable all the candidates to appear once in the exam and apply to all or any one of the recruitment agencies for a higher level of examination.
2.  Multiple languages
The Common Eligibility Test would be conducted in various languages. This would ensure equal opportunity of selection to all the candidates across the country regardless of their language.
3.  Accessibility and affordability
There will be exam centres in every district of the country including the 117 Aspirational districts. Therefore, the candidates will not have to bear the expenses of travel and lodging and it will provide comfort and safety to women candidates. Also, there will be only one exam and one application, so the candidates will have to pay the fee only once for the exam.
4.  3-year validity and unlimited attempts
The score of the Common Eligibility test would remain valid for three years from the date of result declaration. Alongside, there is no restriction of the number of attempts to appear in CET up to the age limit. This would save the time, amount and efforts which the candidates otherwise put.
5.  Choosing desired centres and scheduling tests
With the provisions of the National Recruitment Agency regarding the Common eligibility test, it aims to facilitate the candidates in scheduling their tests at the centres which they choose or prefer. Also, the aspirants would get the facility of registration on a common portal and provide a choice of centres and based on its availability, centres will be allotted.
6.  Standardised testing
There will be a separate test for each level i.e. graduate, higher secondary and matriculate for the non-technical posts. The curriculum would common for the test for all posts and level would be standard,
