In Pokemon Sun and Moon, the Rotom Pokedex is described as being invented by “A young fellow from Kalos“ by Samson Oak, and has its creation credited to “Kalos’ famous genius inventor“ by Professor Kukui in the Pokemon Adventures manga. This, combined with illustrations of him holding it in its concept art suggest that Clemont is the creator of the Rotom Pokedex.
