UTC offsets and how i could ruin everybody's day.

Say for the sake of argument, i become the supreme leader, or the king, or any other authoritarian state. Every country on earth has one or more timezones, and they are almost always offset from the Prime Meridian by a number of hours. Some countries are offset by half-hours, and I think Nepal is offset by quarter-hours. 

But that got me thinking- what about an irrational offset? Not as in one that does not make sense (although it is true), but an irrational number? like UTC+ 4/7 hours, or the cube root of 97? 

could computers handle this? would people use the old time or a rounded rational number?
