Laws vary by state/county/city/animal control capacity. In houston if it's an owned pet it depends on if the animal was contained (in their home/fenced yard... even if they can stick their head out) the owner can opt to do a home quarantine and just check in for a final exam with a bite case ACO (microchipping and spay/neuter is required if not already done but after quarantine). If the pet was not contained (unleashed, unfenced yard, etc.) Then it would be required for the owner to quarantine at a private clinic or the municipal shelter for a much cheaper price than a private clinic but that would depend on how our space looks. Stray dogs only need to be held for the stray wait before euthing & sending the head to a lab but honestly if we have the kennels open it's easier to just hold for the quarantine and regular euth after. Depending on the behavior if owners do sign them over as HTL if they don't want to pay, rescues can also be notified if they want to take on the liability (usually puppies, small/purebreds, or situations where the bite was justified... like a dog biting while being abused). Same for cats but sometimes there're scratches or bites when feral cats are being trapped so they still TNR them after the quarantine

When do domestic animals need to be tested for rabies (actual brain tissue) vs just quarantined and observed?
