2 Pittsburg officers, multiple deputies up for police decertification
Two Pittsburg police officers and six deputies spanning two departments in the East Bay are now on the state's list to be possibly never work in law enforcement again. And as of Wednesday, despite a racist text scandal, no officers from the Antioch Police Department were on the roster.
There is no set schedule for when officers must be placed on POST's decertification list. But police departments must now alert Peace Officer Standards and Training if they are aware of allegations of serious officer misconduct. 
POST is state agency vested with the power of setting standards and providing training for peace officers in California. 
The two Pittsburg officers are Patrick Berhan, who left the department during an investigation into his alleged "egregious or repeated acts that violate the law," and Armando Montalvo, who is being criminally charged. 
Berhan is one of Pittsburg officers suspected of bumping up his paycheck with improperly obtained college degrees, the Bay Area News Group reported.

Ex-Contra Costa County sheriff's deputy placed on decertification list for sexual assault
A former Contra Costa County Sheriff's deputy was placed on the state's decertification list last month on accusations of sexual assault for what happened on a Livermore couch. 
The POST listing showed Erick Anthony Rossi was placed on a temporary suspension on June 13, which means he can fight to get his job back, although that could take as long as three years. 
POST is the Commission of Peace Officer Standards, the agency vested with the power of setting standards and providing training for peace officers in California. 
The 36-year-old Discovery Bay Man was sentenced to three years probation in December 2022, order to pay a $300 restitution fine, and required to register as a sex offender. Alameda County Judge David Pereda, who convicted Rossi during a bench trial, chose not to sentence the ex-deputy to jail, the Bay Area News Group reported. 
Rossi was charged six months earlier with one misdemeanor count of sexual battery after a woman told authorities she woke up on a friend's couch in Livermore in October 2022 to Rossi kissing her face, groping her breast and sliding his hand down her pants.
During the trial, Rossi took the stand and insisted it was all just a misunderstanding. He denied the allegations, saying he had grabbed the woman to make room for himself on the couch. 
Rossi joined the sheriff’s office in 2012 after spending two years as a policeman in the city of Alameda, according to state employment records. He had worked as a jail guard, a patrol officer, a SWAT team member, a water patrolman and a tactical flight officer for a helicopter unit.
BANG reported that Rossi left the sheriff's office in June 2022.

Summary of the findings of unprofessional conduct of the discipline tribunal Proceedings held in Edmonton, Alberta on May 1 & 2, 2018 and August 15 & 16, 2018. In the written decision of the discipline tribunal dated, January 16, 2018, after all of the verbal and written evidence and the submissions placed before it, the tribunal found that the CIC has proven, on a balance of probabilities, that, Anil Paul was guilty of unprofessional conduct in that he:
Performed professional engagements where he attached Notice to Reader reports and filed corporate tax returns for P.D Inc. and performed a professional engagement where he attached Notice to Reader reports for L.T Inc.
Conducted an aspect of a public accounting practice through an entity, Rain Sahara Forest Inc., whose descriptive style was not in compliance Rule 510 of the CGAA Code of Ethical Principles and Rules of Conduct;
Engaged in conduct which reflects negatively on his honesty, integrity or trustworthiness and suitability as a registrant in the profession in the provision of professional services to M.D and her corporations, P.D Inc., P.S.L Inc. and P.C.C Inc.;
Failed to provide the professional services he was engaged by M.D to perform, including the proper registration of corporations and the preparation and filing of tax returns, with professional competence.
