Keero are so interesting to me partially because so much of their self-worth is tied up in their relationship with authority. What's most fascinating imo is how these two relate to authority and then to each other.
Syril, on the one hand, clearly wants to be of service to authority, to prove that he is a good employee. This is why he becomes hopeless and sopping wet after he loses his job in CorpSec; getting fired tells him that he has no worth as a person. He thinks his life is over. But even after he's fired, he continues looking for Andor, filing false reports and trying desperately to get the attention of someone who can see that his work matters. And he says it himself, Dedra gives him purpose again when he realizes she's working to find Andor - finally, someone recognizes his worth and his work (which are the same, to him). He needs approval from those in charge, and sometimes that comes with promotions, but increased responsibility comes secondary to simple acknowledgement that he does his job well.
Dedra, on the other hand, is your classic loyalist looking to ascend the ranks of her organization. Her sense of her own value goes hand in hand with how much power she has. The bureaucratic ladder is a metric for her; her location on that ladder is concrete proof her personal worth. Although she does have a genuine commitment to the Empire, she seeks increased authority within that system - professional growth is personal growth. The show tracks her fixation on Axis; she bends rules and doggedly follows leads into other supervisors' sectors, all for the sake of advancement. She's aware that Axis is a big deal and could get her what she wants at work, which is more responsibility and more power.
And when they meet, they find what they need within the other. Dedra finds someone who is unconditionally loyal to her, who she has functionally complete control over. Other people under her command may revolt or ultimately report to someone else in the grand scheme of things, but Dedra knows only she is in charge of Syril. Her word is gospel to him; he is receptive to her orders and believes wholeheartedly in her ability and her plan (that is, until he realizes she lied to him, ofc). To Dedra, he is the perfect underling - not too ambitious to secretly vie for her position, but ambitious enough to get the job done and get it done right, helping her to achieve her goals more efficiently.
Syril finds someone who recognizes his ability. And whereas Dedra desires recognition for the purpose of increasing her influence, status, and control, Syril seems to have little need for any of that. He is determined to be of use to both Dedra and the Empire. Dedra is aware of this, so she provides a place for him to be ambitious, to be of service, to be useful, on Ghorman. There, Syril is able to devote himself entirely to the Empire and Dedra simultaneously. During the operation, she keeps him safe by ensuring that the more reckless aspects of his enthusiasm are curbed, but she also provides praise for a job well done (and praise from Partagaz as well), which she knows he needs.
Anyway when you consider this, it's no wonder they get freak nasty together. Their jobs are their entire lives, they don't have a different persona for work, that's just who they are all the time. Idk, I get the sense that most other Imperial workers go home, let out a deep sigh, and become normal people. But not these two. Freaks (affectionate)
