BARANGAY 471 ZONE 46 DISTRICT IV, CITY OF MANILA
Some of the calamities that the barangay (unfortunately) experienced were tropical storms ONDOY and Typhoon Pedring, during the term of Punong Barangay Osmundo J. Perez. No one can stop the force of nature, but the negative impact of said calamities can be reduced, or even eliminated, with proper preventive measures. However, due to the damages caused by said calamities, there has been a change in the economy and the community lost an average of their GDP during the last few years. The officials know about the upcoming calamities through modern devices such as televisions and the radio. There are also news about it on social media. The people that suffer the most damages are mostly those who live in the provinces, especially the ones near coastal areas.
In order to prepare for possible catastrophic threats such as typhoons, floods and earthquakes, the barangay ensures the preparedness of the community by hosting drills and exercises, such as their quarterly nationwide simultaneous earthquake drill that was held at the barangay hall. Not only that, the barangay also makes sure that there are well-trained staff that can guarantee that crucial steps such as emergency evacuation and first aid are taken as quickly as possible after the occurrence of natural disasters. The barangay divides their plan for drills into 6 parts. The first is the alarm stage, where people get alerted through a loud warning device, such as a bell or a buzzer. The second stage is called response, where everyone heads for cover. The third phase is for the evacuation where everyone should evacuate the building through pre-determined safety routes, made known by the second set of ringing from the warning device. The fourth is the assembly stage, where people are grouped in whichever order is convenient for those that are facilitating. The fifth stage is for roll calling, where those that are in charge check if everyone’s present. The last stage, evaluation, is where the officials determine whether there are problems in the drill, such as the presence of problematic areas. Of course the barangay also has additional programs, tools, facilities and capabilities that can help people recover from the impact of the different disasters that can occur. 
These include:
A static water tank, an alternative water source
Fuel supply
Adequate supply of food for the community, since there are plenty of food establishments in the area that are identified as sources for ready-to-eat meals
Infrastructure audit. Condemned buildings are to be evaluated by the City Engineer and are modified in order to make them more resistant to disasters.
Communication services are made available in the barangay hall so they can easily inform the community about any risks
Basic Life Support. Representatives from NAVADAP TODA, the Branagya Council, a few residents, and SK federation underwent Basic Life Support and CPR Ready Training
The records of the residents in the barangay get updated from time to time
After the community walk and everything, I realized that the people in the community all come different walks of life. Majority of them are obtaining their source of income right on the streets mismo, such as food stall vendors, tricycle drivers, sari-sari store sellers, and etc. If disaster were to strike, their businesses would be directly affected and they wouldn’t be able to attend and provide for their families. A lot are also students and workers, and classes/work get cancelled due to the aftermath of a natural calamity, and that kind of stuff affects them in such a way that sayang tuition na binabayad mo and walang sweldo the less work you do or smth. I could also see a lot of trash that aren’t properly disposed in the area, and some places reek because people think it's fine to pee anywhere they want. Improper waste disposal can contribute to floods and such because they can clog drainage systems and also obstruct the natural flow of the different bodies of water. We need to address the issues disasters in our country because if we don’t, a lot people could be affected. Sure, natural disasters are unavoidable, but if we prepared enough, we could lessen the consequences that we face. As a member of this community and this nation, there are numerous ways that I can do to address vulnerabilities, though I can’t do most of them on my own. This is why it’s important for a community to always stay compact and united so whenever a situation arises, we could all help each other out. I think the best way to address vulnerabilities is through spreading awareness and disseminating information by conducting seminars for the community, which could be made possible through collaboration with the Barangay officials. Ensuring the cooperation of everyone is also important. I would also see to it that I would extend my help to those that are in the community with the best of my abilities, even if I myself isn’t directly affected by the disaster. I could do this through donating, participating in programs, and etc.
