Oh! Oh! I have an answer for this! He decided when she said, "And I can't let you die." You can actually see him make the decision in the way his expression shifts!

He knows that the only way to free her will result in his death, and he's taking a moment to look at her for the last time. He is resolved to free her no matter the cost.
And no, I don't think he ever regretted it. It was the most important thing he'd ever done in his life. Did he want to die? No, of course not. But he'd already decided that her life was worth more than his. Her getting a chance to live at all was more important than him continuing on in the way he'd been living. No regrets. She was free. That was all that mattered.
