moral luck describes circumstances whereby a moral agent is assigned moral blame or praise for an action or its consequences even if it is clear that said agent did not have full control over either the action or its consequences.
(i will make a bigger meta for this eventually, but) in terms of neena’s powers, there’s an aspect of moral luck that’s involved in how they work. while messy, neena does fit into this summarization of moral luck - through her probability shifting, she takes moral blame for actions consequences, while at the same time it’s clear that she does not / did not have full control over the action done unto her. 
out of the four types of luck (resultant, circumstantial, casual and constitutive) i feel as if resultant luck is the one that most often fits neena’s powers, though i could probably identify an example of each type even in the barest of ways. resultant luck is just that - luck in the way things turned out. in an simple example, someone shoots at neena and it seems as if it turns out that their aim was off, or their gun went off in their own face.

making the empirical decision that neena’s probability factor can shift events outside of herself - meaning that they do sometimes (and often times when she least expects it) causes a shift in others probability chances. this usually happens when she feels a particularly strong emotion.
