I've yet to deep dive into the relationships around her but it's either 1. Eggman and Metal still have a good relationship thus he's respectful toward his wish for Rosie to have a normal life -> He'll adore her like a granddaughter

2. The two split on bad term now Eggman is brewing plans to snatch Rosie and make her his new Metal Sonic
