From Detroit Free Press Duggan outlines vision for 'city for everyone' ISLAND — Detroit Mayor Mike Duggan vowed Wednesday to reverse more than a half century of destructive urban planning decisions and rebuild Detroit as a city for everyone.Setting out eight principles to guide Detroit's redevelopment, Duggan vowed not to support any renovation project that will displace low-income residents. That defines our planning," Duggan told a standing-room-only audience at the Detroit Regional Chamber's Mackinac Policy Conference at the Grand Hotel on Mackinac Island.
