I get this feeling Luigi and his cousin either planned this together, or the entire crime was purely his cousin's doing and Luigi just walked with him. Luigi isn't doing anything in the cctv besides walking with the shooter. But he took the gun. It feels like they're close, and Luigi is maybe accepting his fate as the fall guy partly because he's okay with protecting this cousin from any punishment.

His cousin is free, but also free from the love and support as the hero as well. It was a fair trade. I feel like he's letting his cousin go free and maybe Luigi feels that taking the blame is "okay" and Luigi will be "okay" as he has been reasurring everyone over and over. Because he's loved. He knows he's loved. He can take that love on behalf of his family without letting his cousin face any consequences. And he knows it's worth it. Even if people didn't know in what way he's a hero, he is one. He saved his cousin the burden and is remembered, so it's okay..

Luigi absolutely strikes me as someone who would take the bullet for his loved ones. Especially one who in every family photo is standing next to Luigi or with their arms around each other. And I know this is just one more wild conspiracy theory to add to the endless pile, but if it's true, and he's somehow found the will to even smile during all of this... I don't know. I wanna cry.
