Hazard Identification
My barangay, especially in my area, often experiences flood due to the structure of my street. This is because the streets near Bernardo Park are elevated, and the water flows from there going to L. Shianghio.
However, my community is always ready for any upcoming disasters such as typhoons. We rarely encounter casualties due to floods, and the barangay has fast communication with the Social Services Development Department (SSDD).
Our barangay Captain. Armie Castel also hosts disaster risk reduction programs.
Recently after Typhoon Tisoy, our barangay conducted a forced evacuation, having over 300+ individuals consisting of 74-45 families staying in our barangay basketball court. SSDD brought food and supplies for those evacuees.

Vulnerability, Elements and People at Risk Assessment
These areas, L. Shiangio and K-3rd extension, often encounter floods and other disasters as these are low-lying areas. These places are also populated since the Kamuning Wet Market is located nearby.

Question: Ano kaya ang epekto ng pagtama ng sakuna sa mga tao, pangkabuhayan, serbisyong panlipunan at imprakstruktura ng pamayanan?
Since the wet market is nearby, there are small stores being opened like bakeries, food stalls, and sari-sari stores. If these stores are affected by any disaster, it would be hard for their owners to restore their business. Those who have work and school have no choice but to be absent due to resource constraints and the like.
Whenever these disasters happen, my barangay’s schools, church and basketball court are always ready for evacuees to stay.

Capacity and Disaster Management Assessment
The Kamuning Barangay Hall always respond to the needs of their residents. They also host projects like Libreng Gamot and seminars on Dengue prevention. They sign certificates for those who are in need of cash for their hospital bill that would be forwarded to the Philippine Charity Sweepstakes Office (PCSO).

For disaster managements, Barangay Cap. Armida Castel gives her barangay officers assignments and tasks. They monitor our community through rotations and daily monitoring.

Safest Areas in the Barangay
I’d say the safest areas within my community would be the streets from K-1st to K-4th, these streets are well known to be clean and well maintained. Those who live here often clean the areas in front of their gates, despite the fact that passersby would sometimes dispose their trash improperly. There are also street sweepers who do daily rotations, starting at around 4am until 6am.

Hazardous Areas
There have been multiple construction sites around my barangay as some houses are being renovated and constructed, so parking near these areas would be dangerous. They placed warning signs in order to notify those who are nearby.

Luis Shianghio Street is also being renovated. However, I have noticed that some of the sidewalks were damaged due to the deconstruction of the old streets, and these were not taken care of. Also, there are opened manholes along the sidewalks that have no barriers around them. These are very dangerous since anybody might fall into the dirty sewers. These are located near the wet market, therefore a lot of people are in danger.

Practices
My barangay conducts multiple seminars and training that would essentially help our community in the long run, especially for unexpected disasters. Here are photos from their Facebook Page.

They also practice daily checking of our community by monitoring through our Watchmen or Tanods.
Recently, they have set up a rule where cars should only park at one side of the street to avoid double parking. The streets in my barangay are narrow and can only accommodate one lane for cars.

Issues in the Community
As posted by our Brgy. Captain Armie Castel, some of our residents are not practicing proper waste disposal. They would put their trash in places in open areas. With this, some sewers are clogged due to excessive trash blocking the passages.

Reflection, Synthesis, and Analysis
I realized that the issues within my area are always immediately taken care of. Whether it is disaster related or crimes. The barangay officials always update and forward these issues to the local government for additional support, and the government responds as soon as they receive these notifications.
Whenever there are disasters in our country, the first officials to respond are always the barangay officials and their watchmen. They have their equipment ready in order to help those who are in need as soon as they can.
After having an interview with the barangay official, I also realized that Kamuning residents should be aware of the benefits that they have from the barangay hall. Maybe their seminars and projects are not disseminated enough that some local are not aware of these. Maybe proper and effective announcements should be done in order to notify their residents. After the community walk, I noticed how well-maintained my barangay is, despite how populated we are.
We need to address the disasters happening in our country as soon as possible, because these might put the lives of our communities in danger. These issues should be resolved immediately in order to avoid further disasters. We can address these issues by informing our local barangay watchmen, and they will be able to forward these to the government.
As a member of this community, I should also inform the right officials for them to forward these to the National Disaster Risk Reduction and Management Council (NDRRMC) and the local government.
